PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF
PORT ANGELES, WASHINGTON
February 3, 1970
The Council met in regular session at 7:30 P.M. Officers present were Mayor
Wolfe, Councilmen Basom, Edwards, Hordyk, Olson and Ross; Manager Herrman,
Attorney Moffett and Clerk McNeece. Councilman McRevey waS absent.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried,
to accept and place on file the Council Minutes of January 20, 1970.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried, to grant permission for the Water Department to call for bids
for a used Eductor, to aid in the cleaning of sewer lines and catchbasins.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried, to approve for payment Claims Vouchers in amount of $148,558.32,
and Payroll Transfers in amount of $51,465 ;82. .
A motion waS made by Councilwoman Ross, seconded by Councilman Edwards and unani-
mously carried, to concur with the Planning Commission's recommendation and grant
to Mr. C. E. Breen, 216 Penn Street, a variance to permit him to enlarge a pre-
existing, non-conforming, single family residence.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani-
mously carried, to concur with the Planning Commission's action in granting to
Mr. Lloyd Carr, 2621 South Cherry, permission to store a mobile home on his
property for a limit of six months, with no-occupancy permitted.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried,
to accept and place on file the Planning Commission Minutes of January 26, 1970.
The following resolutions were read in fUll.
RESOLUTION NO. 4-70

A RESOLUTION of the City Council of the City of Port
Angeles amending Resolution No. 23-65 with refer-
ence to rate charges for Ocean View Cemetery.
A motion was made by Councilman Basom, seconded by Councilman Edwards and unani-
mously carried, that the foregoing resolution be passed as read.
RESOLUTION NO. 5-70
A RESOLUTION providing for the transfer of $20,000.00
from Current Expense Fund to the Library Fund
for repayment of a Loan.
A motion was made by Councilman Hordyk, seconded by Councilman Basom and unani-
mously carried, that the foregoing resolution be passed as read.
The following ordinance waS read in full.
ORDINANCE NO. 1674
AN ORDINANCE vacating portions of Sixth Street and
Seventh Street.

A motion was made by Councilman Hordyk, seconded by Councilman Basom and carried,
that the foregoing ordinance be adopted as read. Councilwoman Ross abstained
from v_oting on this ordinance.
A motion was made by Councilman Easom, seconded by Councilman Edwards and unani-
mously carried, to approve and sign the Working Agreement with the City of Port
AngE?le.s:s Employees Local 1619 for the year 1970. (This agreement is to be effect-
ive from January 1, 1970 through December 31, 1970.)
The following ordinances, held over for study, were again introduced.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un-
animously carried, that the foregoing ordinanc~ making the possession of mari-
huana illegal, be adopted.
ORDINANCE NO. 1676
AN ORDINANCE relating to glue sniffing and de-
fining crime.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un- 1
animously carried, that the foregoing ordinance, relating to glue sniffing and
defining crime, be adopted.
A letter from the City Council P.T.A., concerning safety problems at the various
schools was read and discussed. Mr. Mason, Principal at Roosevelt Junior High
School presented the need for barricades at Roosevelt. A motion was made by
Councilwoman Ross, seconded by Councilman Olson and unanimously carried, to re-
place the barricades to just east of the alley on Fourth Street between Lincoln
and Chase Streets; west of the driveway into the school's parking lot on Fourth
Street between Chase and Peabody Streets, and north of the alley on Chase Street
between Fourth and Fifth Streets.
In the area of Franklin School, the need for higher railings or fencing on the
Lauridsen Bridge, better traffic sign control and installation of flashing
caution lights around the corner going up Race south of the bridge intersection
waS discussed at considerable length. A motion by Councilman Edwards to install
angle iron on top of the bridge railing died for lack of a second. (No action
waS t~en concerning the bridge.)
A motion was made by Councilman Edwards, seconded by Councilwoman Ross and unani-
mously carried, to refer the traffi~ control question to the Police Department
for study and recommendation, with surfacing of Raee Street south of the bridge
intersection with plastic buttons and a zig zag centerline to be done as soon as
possible.

A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani-
mously carried, to refer to the Police Department for study and recommendation,
the problem of hazard to school children at 8th and Cedar Streets by trucks
hauling rip rap, etc. (It was pointed out that weight of the trucks should be
checked and that there may be a neeq to reroute the truck traffic.)
A motion was made by Councilwoman Ross, seconded by Councilman Basom and unani-
mously carried, that the City Manager contact Mr. Kerslake, District Engineer,
Washington State Highway Department, and notify him of the urgent need for
maintenance on the Eighth and Tumwater bridge.
The Mayor read, signed and presented to Ron Pazan a Proclamation proclaiming
February 7 - 13 as Boy Scout Week.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and carried,
to accept and place on file the Olympic Air Pollution Control Authority Board
of Directors Minutes of January 7, 1970.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and carried,
to accept and place on file the Human Relations Minutes of January 19, 1970, and
the Clallam-Jefferson County Community Action Council Minutes of January 21,1970.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and carried,
to approve the transfer of liquor license from Frederick H. Jones and Sidney J. I
Williams d/b/a( Pieces of Eight Tavern, to Charles Lester Leslie d/b/a/ Chuc~ls
Tavern. (229 W. First Street)
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and carried,
that- the request of John T. Willemsen, President of the Olympic Skaters Associ-
ation that the City become involved in construction of an ice skating rink in
the area of Lincoln Park or Civic Field, be tabled to a work session and in the
meantime, the City Manager and the- Park and Recreation Assn. come up with more
concrete facts concerning financing and the feasibility of such a project.
A motion was made by Councilman Olson, seconded by Councilman Basom and unani-
mously carried, to accept and place on file the Light and Water Work reports,
the Firemen's Financial Statement and Statement of Investments for 1969.

The following ordinances and resolution were read in full.
ORDINANCE NO. 1677
AN ORDINANCE establishing a position classification and
pay plan for the City Employees and setting salaries
of certain officers and officials and providing for
the payment thereof.

A motion was made by Councilman Easom, seconded by Councilma~ Edwards and carried,
that the foregoing ordinance be adopted as read. The motion passed with one dis-
senting vote - by Councilman Hordyk.
RESOLUTION NO. 6-70
A RESOLUTION of the City of Port Angeles amending
Resolution No. 11-69, pertaining to personnel
rules and regulations, by the addition of a new
section.
A motion was made by Councilman Olson, seconded by Councilman Basom and unani-
mously carried, that ~he foregoing resolution be adopted as read. (This reso-
lution adds a section concerning six months probationary period for non-civil
service personnel.)
ORDINANCE NO. 1678
AN ORDINANCE of the City of Port Angeles amending Ordi-
nance No. 1646, and ?qthprizing expenditure of funds
received in excesS of the estimated revenues for 1969.
A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unani-
mously carried, that the foregoing ordinance be adopted as read.

ORDINANCE NO. 1679
AN ORDINANCE providing for reimbursement to Lloyd L.
Flatau Sr. for sewer construction costs.
A motion was made by Councilman Hordyk, seconded by Councilman Basom and unani-
mously carried, that the foregoing ordinance be adopted as read.
Other subjects discussed were the need for a committee to work with the City , 1_
Manager on items being taken up by th~ State Legislature, the need for cleanup
etc. of the city dump, and Councilman Edwards requested that a letter be written
asking the people or companies involved to clean up the area between 6th and 7th
Streets and Chase and Lincoln Streets and remove the hazard which now exists.
The meeting adjourned at 9:50 P.M.
