CITY COUNCIL MEETING
Port Angeles, Washington
February 4, 1981
I CALL TO ORDER
The special meeting was called to order by Mayor Haguewood at 7:00 P.M.
The purpose of this meeting is to interview consultants for design of the Vern
Burton Memorial Community Center renovation work.

Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk,
Polhamus, Quast.
Members Absent: None.
Staff. Present: Manager Flodstrom, Parks Director Frizzell, Public Works
Director Pittis.
III LEGISLATION
The first firm to be interviewed was BJSS. Bill Lindberg, Frank Densmore and
Tim Haley were present to review the following points during their presenta-
tion: (1) review of the feasibility study done by BJSS on the Vern Burton
Memorial Community Center.in July, 1980; (2) staff experience and expertise;
and (3) review of the proposed time schedule for the renovation project. A
short slide presentation was also given showing various past and present reno-
vation projects done by BJSS.
During the question/answer portion of the interview, the Council questioned Mr.
Densmore in regard to BJSS' timetable for calling for bids, establishing the
scope of the project, and developing program needs. Also discussed was how I
BJSS would gather citizen input, updated cost estimates, the project staff, and
the consultant fee.
, The next firm interviewd was ORB, of Renton, Washington. Mr. Bob Bignold was
present to outline several areas which the Council should address in regard to
the Vern Burton Center, some of which included evaluation of the potential
market for a multi-purpose or single-purpose facility; use of the facility
(recreational versus convention); operation and management expenses; equipment
needed for a convention center; and several special interior modifications
(i.e. electrical system, acoustics, structural reinforcement, ventilation, and
adequate storage and meeting rooms).
The Council then questioned Mr. Bignold as to the "compatibility" of a gymnasium
atmosphere together with a meeting, or banquet (convention) atmosphere; super-
vision of the project during construction; and ORB's consultant fee and con-
struction schedule.
The final interview presentation was given by Gerald HanSIDire and Eric Anderson
of Makers. In addition to having a short slide presentation on similar renova-
tion projects completed by Makers, Mr. Hansmire outlined the various sub-
consultants Makers will utilize on the project, and Makers' projected timetable
for completion of the renovation project.
Mr. Les McNary, Director of the Yakima Convention Center and a sub-consultant
for Makers, then spoke at length to the Council on the operation and management I~__ .
of the Yakima Center. Mr McNary offered several suggestions to the Council and
pointed out the various benefits derived from a mUlti-purpose convention
center.
