CALL TO ORDER

Mayor Pro-Tern Haguewood called the City Council Special Joint Meeting with
the Park Recreation and Beautification Commission to or.der at 7:10 P.M.
Chairman MCLaughlin also called the regular meeting of the Park Recreation
and Beautification Commission to order. The purpose of this meeting is
to discuss items of mutual interest relating to City parks and facilities.

Mr. Gordon Edberg and Mr. Bob Christiansen of Ellerbe & Associates presented the
schematic design work and proposals for conversion of the Vern Burton Memorial
Community Center into a convention Center. Council and the Park Commission
questioned the proposal at'length and offered suggestions Dr improvement of the
design; discussing at length the optium direction to extend the existing facility.
rt was concluded that the County's input be sought regarding the current proposal
at this point in the design phase.
A five minute recess was held.
3. 1982 Park Division Labor Distribution
Parks Director Frizzell presented the Park Commission's recommendations for
establishing upkeep and maintenance priorities for the Parks Department due
to the reduced manpower available in 1982. Councilman Quast moved the Council
concur with the Park Commission's recommendations for establishing.upkeep and
maintenance priorities, by use of priority groups as outlined in D. Frizzell's
memorandum. C?uncilman Whidden seconded and the motion carried.

Proposed Tennis Complex at Erickson Play ~e
The proposal for a private tennis facility to be constructed at Erickson Playfield
was discussed by staff, Council and the Park Commission. Backers of the proposal,
D. Kelner and D. F;.yer were also in attendance to answer questions. Several areas
of concern were addressed including~ l.' legality of constructing the proposed,
facility on City land; 2.', need for the facility; 3.' potential parking problems;
4.' height requirements of the proposed facility; 5.' consequences of default
on the part of concessionaire, and 6.) proposed resurfacing of existing tennis
courts. Mr. Kelner and Mr. Fryer were then requested to provide architectural
plans and a financial prospectus for the tennis facility and present these to
the Park Commission during which a public hearing would be held. The Park
Commission would then have the basis to make a recommendation to the Council.

4. User Group Schedule and Fees
Parks Director Frizzell outlined the Park Commission's proposed operational poli.cies,
procedures and standards (including setting group. user fee.s) for group acti.vi.ty uses
of the park facilities,soccer, baseball and softball. After discussion of the issue,
Councilman Quast moved the Council accept the recommendation of the Park Commission
in relation to the management of playfields and the establishment of the user fees
for the purpose of placing this item on the next agenda for additional public. input
and the motion carried. Councilman pOlhamus seconded and the motion carried.

ADJOURNMENT
Mayor Pro-Tern Haguewood adjourned the sPecial meeting of the Council and Chairman
McLaughlin adjourned the Park Commission regular meeting at 10:05 P.M.
