I'A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to approve and I
place on file minutes of the previous meeting.
A motion was made by Councilman Haguewood, seconded by Councilman Willson and passed, to approve
and pay the second progress payment to Randall Kilmer Construction Co. in total amount of $15,000.00,
for work done and material furnished on the Boulevard Improvement. I
A motion by Councilman Thorne that permission be granted to hire an Electrical Technician for the I
Light Department, was seconded by Councilman Cornell and carried. A new position is being created.
The City Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield,
men Smlth, Thorne, Haguewood, Cornell, Willson and Wolfe; Manager Herrman, Attorney Moffett
Clerk McNeece.
A motion was made by Councilman Haguewood, seconded by Councilman Thorne and carried, to approve
the designation by the City Treasurer of the First National Bank and the Olympic State Bank as
depositaries for all city monies for the year 1964.
A motion by Councilman Willson that the petition for a 24 foot strip of blacktop surfacing to be
applied to certain streets be referred to the City Engineer and an estimate of cost of blacktopping
Eighth Street from E to I Street be worked up, was seconded by Councilman Thorne and carried.
A motion by Councilman Thorne that permission be granted the Water Department to call for bids
a track-type loader, was seconded by Councilman Wolfe and carried.

A motion was made by Councilman Willson, seconded by Councilman Haguewood and carried, that the fome-

It was moved by Councilman Wolfe, seconded by Councilman Willson and passed, that the foregoing
resolution be adopted as read.
A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that claims in
i amounts of: General Funds, $31,600.31; Water Fund, $5,982.66 - warrants No. 12284-12295 and Light
Fund, $82,222.27 - warrants No. 12419-12447, a total of $119,805.24, be approved and paid.

A motion by Councilman Wolfe to confirm the Park Board's stand and refuse use of Civic Field to
the Motor Cycle Club for their show, was seconded by Councilman Haguewood and carried.
A motion was made by Councilman Haguewood, seconded by Councilman Thorne and carried, that the
Board minutes for January 7 and February 4, 1964, be accepted and"'placed on file.

A motion by Councilman Willson that the report of Marianne Hirsekorn on her trip to Kent, Wash. to
attend "Friend's of Small Libraries" meeting be accepted and placed on file, was seconded by Coun-
cilman Wolfe and carried.
A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, to accept and
! place on file the report of John Warder on his trip to Seattle to attend Washington State Chapter
'A.P.W.A. meeting.

lA motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that the Light
~and Water Billing Reports, Operating Statements and Balance Sheets, the Operating Statement and
I' Balance Sheet for Elwha Industrial Line, Monthly Budget Report of Expenditures, Fire Dept. Monthly
Report and the Recreation Dept. Report be accepted and placed on file subject to an explanation of
the Industrial Water Line Report.
A written complaint regarding electrical interference to television and radio communications,
signed by Mr. Herman Helgeson, Gilman Welker and Vern St. Louis, was read by Mr. Helgeson and pre-
sented to the Council. A motion was made by Councilman Haguewood, seconded by Councilman Smith ;
and carried, to accept the complaint and refer it to the City Manager and Electrical Superintenden ,
with the recommendation that they contact sources with available knowledge for elimInating thIS
type of problem, in an effort to eliminate this trouble.

A motion was made by Councilman Smith, seconded by Councilman Willson and carried, that the apPli-Ji
cation for transfer of Liquor license from Robert Ernest Morgan to Harold Frank Hues, Silver Dalla,
Tavern, be approved.
A motion was made by Councilman Smith, seconded by Councilman Thorne and carried, that the
Manager be granted permission to attend the biennial Northwest City Managers Conference in
Oregon, March 20 and 21.
A resolution of commendation to the Washington Chapter of American Public Works Assn. from the
Executive Director of National Public Works Assn. was acknowledged and Mr. Warder, Chairman of
Standardization Committee, was_complimented for his part in this worthwhile organization.
It was requested that the Front Street Fill be posted, as it is reported that garbage is being
dumped at this cite.
IMr. Donald Morrison, District Sanitarian, introduced Mr. Jerry Harper, Area Engineer from the
I Pollution Control Commission, and District Public Health Engineer, State Department of Health,
Mr. Jim Hunley. An informal meeting to be held after adjournment of the Council meeting.
There being no further business, the meeting was adjourned.
