Roll call shoued the follow:rng officers present: Cpunci1PJen Sandison, Hatthieu, "lolfe and Maxfield 11anager Vergeer Attorney Severyns and Clerk Law. " It w'a~ moved by Councilman Wolfe that minutes of the previous meeting be approved. Seconded by Councilman YlStth~eu and carried. It was moved by Counci~'IlSll Sandison that recommendation be accepted and bids rejected. Seoo nded by Councilman Wolfe and carried. No bids havine been received for instaJ,lat.ion of Frank1ing School Sj;otm Sewer, Manager Vergeer reconnr.ended that the City proceed 1d.th installation of Salm. It was moved by Councilman Wolfe that recommendation be approved. Seconded by Councilman Ma1lhieu and c8-"l'ied. The City Engineering Department filed for ap;n'oval the Sixth Estimate (January) for work done and material furnished by The Harrison Brothers COl1l9aIlY in LoI.D. No. 171, amount, $1,495.26. It was moved by Council- = Sandison that estimate be approved and warra'1.t issued on r,.I.D. No. '171 Construction.Fund in Payment of same, and the City Clerk authorized ~ issue ""arrant no. 59 for $1,000.00 and 1,arrant no. 60 for $495.26 on LoI.D. lio. 171 Fund, bea.'ing interest at the rate of 4 5/8% per annum, dated February 13. 1957, proceeds to be deposited jn the LoID No. 171 Construction FUnd. Motion seconded b;r Councilman Matthieu ano. carried. The Vlater Saperintenderrt filed for approval, first estimate (January) for ~lOrk done and materialfurnishsd by louis Elterich Company on the relocating of Peabody CreeR Crossing and Reservoir J:,in,s, in amount of $22,500.45. It was moved by Councilman Sandison that estimate be approv-cd ani warrant issued in payment of same. Seconded by Councilman l1atthieu and carried. Fishback ani Moore, Electrical Contractors, having completed construction of substation and transmission l:ine as per contract, it ,_ IllOved by Councilman vlolle that contract be accepted as cOl1l9leted and the 15% retained paid contractor ~ter thirty-day period has elapsed as required. Motion seconded by CoWlcilman Maxfield and carried. . Nessrs. Easter and Nau appeared before the Council with recommendations for issue and sale of warrants ]; and revenue bonds for payment of con:structing trunk Seller and outfall as required by the Pollution Control Board. They advised that due to changing interest rates, extreme care must be taken to get the best offpr. Being representatives of Blythe and Co 1, Harper & Son; Pacii'ic Northuest and Foster and Marshall, they submit,ted proposal to work with the City in preparing revenue bond issue at fee not to ~."* exceed. $3.000.00, this to include cost of printing bonds. If the bonds are sold by negotiation and not t!.; ,)- on market for cOl'l)letitive bidS, t he fee \0 uld be waived. 111". Vergeer recommended that services be engaged "- to prepare bond issue, Council to decide later if sale of boms should be negotiated or publish call fjJr bids. Under the head of new business, clai!lls paid January 18, 28, February 1 and 4 wereapproved in total auount lof $35,596.62. It was moved by Councilman Matthieu that claims be approved as paid. Seconded by Councilman Maxfield and carried. Monthly budget reports of City DepartlOOnts, also Police Judge, Police Departlrent and Fire Depart!OOnt uere filed for Council approval. It was moved by CoWlCilman Sandison that reports be accepted and approv- ed. Seconded by CoWlcilman Maxfield and carried. Council considered agreslOOnt betueen the City and Clalla11l County Seuer District for installation of catch has:in at Lincoln and Boulevard. It was moved by Councilman Matthieu that the Y.ayor be authorized to ey.!lcute said agreement. Seconded by COWlcillnan ~lo1fe and carried. Also discussed was rechanneling and placing culvert in Val1e~' Creek 1,550 feet SOlrth of Sooond Street. Cost muld be approxil1'.ately $62,000.00 and it is understood t,he State Flood Control will furnish 40% of cost. It was mamd by Councilman Wolfe that the City proceed with project and take advantage of assist- ance offered. Seconded by CounciL'1lall Sal1.dison and carried. Larry lofinters appeared before CoWlcil reque sting that application to operate limousine service be approv- ed. It Has =,ed by Councilman llolfe that license be granted. Seconded by Councilman l'.atthieu ar.d carried. Pat Pries.. also requested permission to remove trees and brush from streets a,.d lots ",mod by the City :in vicinity of loth and 11th Streets East of D Street. It was moved by Councilman.Wolfe that legal proced- ure be fol101-18d in detei'mining request. Seconded by Councilman Sandison and carried. Harold E. Callison of !toute 3, filed claim for damsf>Ss to his car in amount of $56.52. It was moved by Councilman Matthieu that claim be referred to proper authorities. Seconded by Councilman Wolfe and carried.
