Other Officers present were: Councilmen Smith, Richardson, Thorne, Randall, Cald well and Haguewood, Manager Slankard and Clerk Law. Pursuant to proper publication, the meeting was scheduled for the purpose of. opening bi~s for the installation of the Morse Creek pipeline and accessories, and acceptlng annexatlo' petitions. Bids received were as follows: Harold Kaeser Co. Schedule lA, 1,195,184.16, Concrete Cylinder. Schedule lB, 1,279,666.84, Steel pipe. Frank Coluccio Schedule lA, 1,312,709.38. SchedulelB, No bid. Harbert Const. Co. Schedule lA, 943,823.17. Schedule IB, No Bid. General Const. Co. Schedule lA, 1,194,154.00. Schedule IB, 1.261,886.00. National Const. Co. Schedule lA, 1,213,468.50. Schedule IB, 1,247,842.50. Del Guzzi Canst. Co. Schedule lA, 1,128,183.60. Schedule IB, 1,139,006.60. It was moved by Councilman Richardson that the bids be referred to the Consulting Engineers I, for tabulation and returned to the Council with recommendations b,y Thursday. Seconded bY] I Councilman Haguewood and carried. ' Petitions with 454 signatures were presented to the Council with request to a'ccept and an election to be held and conducted to determine whether or not an area south of the City should be annexed to the City. The Mayor announced that the Council is prepared to accep the petitions and consider a Resolution. It was moved by Councilman Haguewood that the I petitions be accepted and a Resolution read. Seconded by Councilman Richardson and carri d. The following Resolution was then introduced and read: RESOLUTION NO. 5-61 A RESOLUTION of the City Council approving a certain annexation petition. It was moved by Councilman Haguewood that the foregoing Resolution be passed. Seconded by Councilman Richardson. I It was the opinion of Councilman Caldwell that passage of the Resolution results in an election whereby the petitioners vote themselves into the City without first offering the: question to the taxpayers and citizens of Port Angeles. We will thereby be doing an in- ; justice to our own taxpayers. There have been two groups argumentive about the annexatio~ problem. There is another group more directly and vitally concerned than either, and that is the City people who have not had opportunity to voice their opinion except through the Council as elective representatives, and have given the privilege of deciding for them to the best interest of the City, this also being a Council obligation. Mr. Caldwell also :1 cited one group as claiming the City is trying to force annexation upon them. It was his opinion that by accepting this Resolution before a vote by the City we are in turn allowi g them to force upon the City, their demands that they come into the City, and do not feel this is in the best interest of the City in view of the expense the City will be required to pay, not the people coming in. If this annexation group is allowed to vote themselves into the City, and it is accepted by the City, we will be accepting a badly split and much I embittered group into bur City which is operating smoothly at this time. Mr. Caldwell was I not opposed to voting the annexation but felt the citizens of the City who pay the taxes, to pay for all the capital outlay should be entitled to make decision on the same basis. I,' In view of this, it was,moved by Mr. Caldwell for postponement indefinitely. Councilman Il'Randall cited the motion to postpone indefinitely as a motion to kill once and for all. , There was no second.
