CITY COUNCIL SPECIAL MEETING
Port Angeles, Washington
February 13, 1996
CALL TO ORDER - Deputy Mayor Braun called the special meeting of the Port Angeles City Council to
SPECIAL MEETING: order at 3:05 p.m.
ROLL CALL: Members Present: Deputy Mayor Braun, Councilmembers Campbell and
Doyle.
Members Absent: Mayor Ostrowski and Councilmembers Hulett, McKeown,
and Wiggins.
Staff Present: Public Works Director Pittis, Asst. Attorney Dickson, and
Clerk Upton.
Public Present: B. Nixon, S. Bonney, B. Lindberg, C. Whalley, L. Haas,
S. Mathews, G. Stratton, R. Jamison, and L. Schueler.
Sums of the Library Deputy Mayor Braun indicated the purpose of the meeting was to hear a presentation
Project on the sums of the Library project. Members of the Board of the North Olympic
Library Systems were present, as were members of the Library Steering Committee
and representatives of the architectural firms.
After introductions of those present, Public Works Director Pittis noted this meeting
would serve as an opportunity to share with the Council members the progress of the
Library project in preparation for a public meeting to be h61d this evening to seek
input. Once this occurs, the next stage of the project will involve design
development. Director Pittis advised the group that required permit applications had
been submitted this past Monday for a parking variance, a street vacation, and a
conditional use. Also, a shared parking agreement will be submitted to the City
Council for approval at its next meeting.
Director Pittis reviewed a year-to-date cost summary; $123,651 has been expended
thus far mainly for architectural services and bonding costs. He reviewed the present
and proposed site plans, as well as the proposal to have a shared parking
arrangement with Holy Trinity Lutheran Church. This shared parking can be
accomplished by a street vacation of Orcas between Chase and Peabody Streets.
Ross Jamison, Lewis Architects, reviewed the schematic design and concept of the
proposed Library and the framework by which this was accomplished, taking into
account the current needs for square footage in addition to future expansion needs.
Mr. Jamison explained the conceptual site plan, noting many of the existing trees will
be retained in the landscaping so as to break up some of the paved area. It is
anticipated that there will also be landscaping and a walkway between the Library
and the apartments to the west. Mr. Jamison explained the proposed floor plan and
the envisioned aesthetics.
Discussion followed, and Mr. Jamison responded to various questions raised by those
present. He responded to Councilman Campbell by indicating the new facility will
be approximately twice the size of the present Library. Director Pittis sought
comments from the group, and Councilman Doyle indicated he was pleased with the
design of the proposed meeting room. Also, Deputy Mayor Braun indicated this will
be a facility of which the City and Library can be very proud; it will be money well
spent. Councilman Campbell opined that the plans thus far show a great deal of
thought, and he was pleased that public input received thus far had been incorporated
into the plans. Library Board member Larry Haas felt that, because this project is
a collaborative effort between the City and the Library, the final result will be that
ora greatly improved and functional facility. Director Pittis summarized the meeting
to be held this evening, as well as furore scheduled meetings/events. The goal has
been set to begin construction by August, 1996.
Deputy Mayor Braun noted that, because of the lack of a quorum, an Executive
Session would not be held as originally planned.
