The Commission met in Regular session at 10 a.m. and was called to order by Eayor Davis}
Roll call showed the following officers present. Mayor Davis,Commissioners Lutz and
Masters,Attorney Plummer and Clerk Hawkins.
The minutes of the previou.s session were read and approved.
Applications for building permits and licenses were granted as follows,-
R.L.Fernandes, Repair shop, Lot 5,Block 27,N.R.Smith's Subd.
L.E.Stark, Dance Jan.13,1934,at I.O.O.F.Hall
L.E.Stark, Dance Feb.10,1934,at I.O.O.F.hall

Improvement District Ho.147 be accepted and the City Clerk be instructed to draw a
warrant on L.I.D.No.147 for ::)225.50 in favor of the Port lmgeles Concrete ]'roducts Co"
Contractors on said district in accordance with said estimate. Seconded by Commissioner
Lutz. On roll call all members voted aye. The JIayor declared the motion carried,
Under the head of .Introo.uction of Ordinances the following ordinance was introducec1
read' in full and placed on its First and Second readings,-
AN DRDINANCE Creating a City Planning Commission ano. designating the duties of the
Commission; and Declaring an Emergency;
,ffiEREAS, the Federal Government, through its various departments, has recommended
that municipal corporations create planning commissions designed to cooperate with and
reconcile the work of the district,regional, state and federal planning commissions
for the pur90se of municipal and civic improvements and betterment ano. the efficient
use of labor under the Civil ~orks Administration.

The Matter of the hearing of the Petition to vacate that portion of the a~ley between
Fisrt and Second Streets running through Block ~8 of N.R.Smith's Subd.,abutting upon
Lots 1 to 6 Inc.and 13 to 18 Inc.in said block 28, came on,-

NOTICE IS HEREBY GIV~N That on January 17,1934,a petition was filed with the City
Clerk of the City of Port Angeles, executed by School District No.7 of Clallam County,
as the owner of abutting property, requesting the vacation by the said City Commission
of the following described portions of an alley in the City of Port Angeles, to wit:
That portion of the alley between First and Second Streets, Peabody and Vine Streets
which abuts the followin~q~scribed lots, to wit:
~ __~nJLJJl to Six (6)'~'1nclusive, Block Twenty-eight (28), Norman R. Smith's
Subdivision to th~site of Port Angeles.
The said petition was signed by all of the property owners abutting on the portions
of said alley so to be vacated.,
You are further notified that "ednesday, the 14th of ~,ebruary, 1934, at the meet-
ing place of the City Commission in the Fire Department Btlilding in the City of Port
Angeles, at 10 o'clock, a.m., of said day, at the regular meeting of said Commission,
has been fixed as the time and place for the hearing on said petition to vacate. All
the persons having objections to the vacation of the said portions of alley are hereby
notified to be present at said time and place and make or file their objections.

PAUL T. PAULSIDl, being first duly sworn, states that he is of full age, a resident
of Port Angeles, Clallam County, State of Washington, and a citizen of the United States
and. of the State of '!/ashington; That on the 18th day of January, 1934, he pos ted four
true and complete copies of the original notice of hearing on application to vacate the
property above entitled as follows:, .
One at the front door of the Court House in Clallam County, Vlashington; one at the
front ~oor of the Evening News, in Port Angeles, Clallam County, TIashington, and one at
the southeast corner of Front and Oak Streets in Port Angeles, 'r/ashington; also one in
a conspicuous place in the alley between First ano. Second Streets, Peabody and Vine
Streets, in PJrt Angeles, a portion of which is sought to be vacated in the petition in
the above entitled matter.

After due considera,tion it was moved by Commissioner Lutz that the peti tion to
vacate the said portion of the alley abutting Lots One (1) to Six (6), inclusive, and
Thirteen (13) to Eighteen (18),. inclusive, of Block ~Ienty-eight (28), of Norman R.
Smith's Subdivision to the Townsite of Port Angeles, be granted. . Seconded by Com-
missioner Masters. On roll call all members voted aye. The Mayor declared the motion

Under the head of Introduction of Ordinances the following ordinance was intro-
duced, read in full and placed on its First and ~econd readings,-
AI! ORDINANCE vacating certain portions of an alley in the. City of Port Angeles
described as follows, to wit:
The portion of the alley between First an d Second "treets, Peabody and Vine
Street~l; which abuts on Lots One (1) to Six (6), inclusive, and Thirteen (13) to
Eighteen (18) inclusive, of Bloak Twenty-eight (28), Norman R. Smith's Subdivision of
the Townsite of Port Angeles.
The Bill of the westinghouse Electric & Manufacturing Company for $7,582.00 for
swi tching equipment vias considered.' It was moved by Commissioner Uasters that $4,000.00
be allowed on the said bill at this tIme. Seconded by Commissioner Lutz. On roll call
all members voted ase. The h'ayor declared the motion carried.
The Uommission examined and allowed the following claims and ordered warrants
o.rawn for same.
