PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.'
February 15, 1972
The Council met in regular session at 7:30 p.m. and was called to order
by Deputy City Clerk Hobbs. In the absence of Mayor Basom, nominations
were called for a Mayor Pro Tem. Councilman Olson was nominated and a
motion was made by Councilman Hordyk, seconded by Councilman Lukey and
unanimously carried to instruct the Clerk to cast a unanimous ballot for
the election of Councilman Olson as Mayor Pro Tern for this meeting.
Officers present were Mayor Pro Tem Olson, Councilmen Haguewood, Hordyk,
Lukey, Ross and Wray, City Manager Puddy, City Attorney Moffett and Deputy
City Clerk Hobbs. Absent was Mayor Basom~
A motion was made by Councilman Hordyk seconded by Councilwoman Ross and I
unanimously carried to accept and place on file, as received, the Minutes '
of , February 1, 1972.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and
unanimously carried to accept the low bids of Ruddell Chevrolet-Oldsmobile ,
Inc. and Anderson Ford as follows, as recommended by Garage Superintendent
Don Thompson:

A motion was made by Councilman Hordyk, seconded by. Cduncilwomarf'Ross and
unanimously carried to approve for payment Claim Vouchers in the amount of
$43,341.80 and Payroll Transfers in the amount of $73,052.27.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey
and unanimously carried to concur with the Planning Commission's recommen-
dation .and approve the request for a Conditional Use Permit by Mair Bro-
thers, Inc. to construct a duplex in an RS-7 Zone.

A motion was made by Councilwoman Ross, seconded by Councilman Wray and
unanimously carried to concur with the Planning Commission's recommendation
and approve the request of Del Guzzi Construction Company for a variance
from the off-street parking requirements to permit construction of an Ice
Cream Parlor on the southwest corner of Front and ~unice Streets.
A motion was made by Councilman Hordyk, seconde~ ~y Councilwoman Ross and
unanimously carried to concur with the Planning Commission's recommendation
and approve the request of the Church of Jesus Christ of the Latter Day
Saints for a conditional use permit to enable them to proceed with the con-
struction of their church facility and to deny the request for a variance
from th~height regulations for their steeple. Steeple not to exceed the
35 foot maximum in the RS-9 Zone.
A motion was made by Councilman Lukey, seconded by Councilman Haguewood
and unanimously carried to concur with the Planning Commission's recommen-
dation and approve the request of Johnie Key for a variance to erect a tem-
porary real estate sign at the intersections of Ahlvers Road and Canyonedge
Drive for a period of two years.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and
unanimously carried to concur with the Planning Commission's recommeneationl
and approve the request of Mr. Ernest Flatau, 916 South Cherry Street, for
a variance from the side yard regulations to permit construction of a double
garage. Set back to be three feet from the vest property line.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and
unanimously carried to concur with the Planning Commission's recommendation
and approve the request of Mr. C. J. O'Donnel, 527 West 13th Street, for
a Conditional Use Permit to allow construction of a doll and stuffed toy
repair shop in his home.

A motion.was made by Couucilman Haguewood, seconded by Councilman Lukey
and unanlffiously carried/c8ncur with the Planning Commission's recommenda-
tion and approve the request of the City of Port Angeles Water Department
for a variance from the side yard s~tback requirements to permit construc-
tion of a chlorinator building at the 11th and "E" Street reservoir.
A motion was made by Councilman Haguewood, seconded by Councilwoman Ross
and unanimously carried to refer to the City Manager and the Planning Com-
mission the. matter of the annexation request of Mr. George Durham to see
if there is some way this matter can be expedited.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk,
and unanimously.carried to concur with the Planning Commission's recommen-
dation and approve the. request of Mair Brothers, Inc. to install a septic
tank and drainfield on Lot 16 and west half of Lot 17, Block 453 Townsite
(on 19th Street between "E" and "F" Streets).
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to accept and place on file the ~inutes of February 14,
1972 of the Planning Commission.
A motion was made by Councilman Lukey, seconded by Councilman Hor~yk and
unanimously carried to table, until more information can be obtained, the
request of Northwest Indian Cultural Enterprises for City participation
in ,tne :,gocl'ls',of the enterprise, which would consist of a salary for the
project manager under the federal Emergency Employment Act; make the Indian
long house available year round for proj,ect activities; provide lights and
water, and support the project with publicity and transportation.

A motion was made by Councilwoman Ross, seconded by Councilman Haguewood
and unanimously carried to refer to a work session between the Council and
the Planning Commission the proposed zoning ordinance revisions as presented
in a memorandum from the Secretary of the Planning Commission. Work session
to be February 23, 1972 at 7:30 p.m.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the following letters:
U. S. Senator Henry M. Jackson - Revenue sharing
U. S. Senator Henry M. Jackson - West Coast Longshoremen's Strike
Representative Stewart Bledsoe - House Bill 49 Sales Tax
Representative Julia Butler Hansen - Dock Strike
State Representative Paul Conner - House Bills #208 and #114
State RepEesentative Paul Conner - Tax on city owned energy sales.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and
unanimously carried to implement the recommendation of the City Manager to
remove the parking meters on Oak Street, Front to Railroad and on First
Street, Lincmln to Peabody; to purchase 190 new meters to replace worn-out
"Mark-Time" meters, and to change the time limit on all street meters from
one hour to two hours, with the exception of the lS-minute meters.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the letter from R. K. Davis
pertaining to Emanon.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to table to the next meeting the appointment of a new member
to the Planning Commission, to fill the yacancy created by Mr. Russell Treat
resigning.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to concur with the City Manager's recommendation and
app~int the following persons to the Human Relations Commission:for two-
year terms: Dave Seigel (reappointed), Margaret Walsh, Maria Cudanes, Stan.
Dugan and John Groshong.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to concur with the City Manager's recommendation and
appoint the following persons to the Seniar Citizen Advisory Board for two
year terms: Hans Christian Hansen, Arthur Lowery, Dewey McDonald, Mark
Cole and Mayor C. Vernon Basom.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the Minutes of January 19,
1972 of the Clallam-Jefferson County Community Action Council.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
Unanimously carried to accept and place on file the Joint Jail Operation-
1st Month Report; the 1971 Annual Report of the Library and the Out-of-
'town report of the Personnel Director., and the Emanon December Report.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to authorize call for bids for two compound loop system
chlorinators and three chlorine analyzer controllers and attendant features
for the Jones Street, liE" Street and Black Diamond reservoirs.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and I
' unanimously carried to authorize the City to enter into an agreement with
--the County and the Consultant for the County to be included in the TOPICS
study, with the County paying the additional costs.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to approve the Liquor License Change of Location for
Edgar Roger Lisenbury, Harbor Tavern, from 125 West Front Street to 612
South Lincoln Street.
Other subjects of discussion were acceptance of the Gas Company filing to
terminate their business; 911 Program to be in operation by October.of this
year; a total of 615 utility deposits having been returned in the amount of
$16,900, and a thank you to Russell Treat for his services on the Planning
Commission.
The meeting adjourned at 9:30 p.m.
