P.Un.. ~ The City Council met in regular session at 7:30 P.M. Officers present were Mayor Willson, counCll\n- men Maxfield, Thorne, Cornell, Wolfe and Bettger, Manager Herrman, Attorney Moffett and Clerk McNeece. I A motion was made by Councilman Bettger, seconded by Councilman Maxfleld and carried, to accept an place on file, as received, minutes of the previous meeting. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, to refer the bid of TRUCKWELD Truck Welding and Equipment Company ($5,912.10)on the truck mounted hydraulic crane tro'the,City Manager and the Water Superintendent for study and recommendation. A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, to turn the bids for water pipe over to the Water Superintendent and the Director of Public Works for review and recommendation before close of the meeting if possible. Later in the meeting,. a recommcndation was made and a motion by Councilman Wolfe, to award the pipe bids to Pacific States Cast Iron Pipe Company for item number 1, 15,000 l.f. of 2" cast iron pipe at $.698 per foot (net $10,909.74); to Pacific Water Works Supply Company, Inc. for item number 2, 5,000 l.f. of 8" A.C. pipe at $1.69 per foot (net $8,804.90) and item number 3, 10,000 l.f. of 6" A.C. pipe at $1.18 per foot (net $12,295.60); and to Palmer Supply Company for item number 4, 5,000 l.f. of 3/4" copper tubing at $.607 per foot (net $3,162.47) and item number 5, 2,500 l.f. of 1" copper tubing at $.792 per foot (net $2,063.16), was seconded by Councilman Maxfield and unanimously carried. I I A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to approve for payment claims vouchers in amount of $39,424.47; Payroll transfers in amount of $36,711.85; and L.I.D. No. 187 in amount of $5,848.52. The City Manager reported that negotiations on the property at Marine and "K" Streets (Blk. 132 Townsite) have been temporarily dropped, due to Mr. Kitchel being called back into the Naval Re- serve. I The following resolution was read and held over for study by the Council: RESOLUTION NO. A RESOLUTION pertaining to personnel, rules and regulations, establishing hours of employment, leaves of absence with pay, sick leave with pay, annual vacation, military leave, fixing policy as to holidays, holiday work and other II matters pertaining to employment with the City of Port Angeles and repealing certain resolutions. ! The following ordinance was read in full: ORDINANCE NO. I..--........ AN ORDINANCE of the City of Port Angeles repealing Ordinance No. 1527 with reference to holidays. I A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to table action on the foregoing ordinance until the next Council meeting. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to table the letter from P.U.D., relative to changes in their water contract with the City, until the next Council meeting to give time to study and analyze. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to approve the application of Dr. Theodore A. Serr and Charles F. Raab for permission to construct, maintain and I operate a dental and optometric clinic on the southeast corner of 9th and Lincoln Streets, as recommended by the Planning Commission. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to accept the II I Planning Commission's recommedation and approve the application of Myron Rogers to permit construod! tion of a building at 434 East 12th Street to be utilized as a residence and photographic studi combination. I A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried to accept and place on file the Planning Commission minutes of February 15, 1966. A motion was made by Councilman Maxfield, seconded by Councilman Cornell and carried, to accept and place on file the Park Board Minutes of January 27, 1966. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that Dick MulliJs (Recreation Director) be appointed to represent the City on the Clallam County Fair Board, and that Mrs. Gladys Blatter be appointed as alternate. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve the transfer of liquor license from Port Angeles Hotel Company to Commercial Management Corpora- tion, Lee Hotel. ..... ,.. 284 .... I A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to accept the I $1,000.00 from the Merchants (Central Downtown Business Men's Association) their contribution to- I ward the Central Business District Study, and to authorize payment of the $3,100.00 (ref. Res. No. 21-55) to Department of Commerce and Economic Development. i 'Other subjects of discussion were the need for a new member on the Planning Commission (Herb McGee I: resigned effective March 1, 1966); Initiative 226 and petitions relative to municipalities re- ceiving 10% of the State Sales Tax; a resolution to be drawn up expressing appreciation to Mr. I Bruce, the Librarian, who has resigned to accept the position of Librarian in Twin Falls, Idaho; ,the Northwest Public Power Convention to be held here in April, and the B.P.A. rate increase.
