FEBRUARY 19, 1974 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy-Clerk Parrish. A motion was made by Councilman Olson, seconded by Councilman Wray and unanimously carried to accept and place on file, as received, the Minutes of the February 5, 1974 Meeting. A motion was made by Councilman Olson, seconded by Councilman Wray and unanimously carried toaward the contract for Landfill Operations (Refuse Disposal) to the low bidder, Lloyd Carr at a' price per ton of $3.75 ahd a total cost of $60',000.00 The contract will be effective from March 1, . 1974 to March 1, 1975'. Bids were also received from Ivan Priest at a price per ton of $6.05 and a total cost of $96,800.00, and from Evan LaRue at a price per ton of $5.52 and a total cost of $88,320.00. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unanimously carried to approve payment of Payroll transfers in the amount of $80,599.49'. ","1" A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and unapimously carried to concur with the Planning Commission1s recommenda- tion and approve the granting of a Conditional Use Permit for one year to Jack R. Miller to allow him to conduct an upholstery business as a home occupation at 1424 East Fourth Street (RS-7). At the end of one year, Mr. Miller may apply for an extension if no problems have arisen. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Minutes of the Planning Commission's February 11, 1974 Meeting. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to take from the table the Licensing of Amusement Machines Ordinance subject. The following Ordihance was read: ORDINANCE NO. 1814 AN ORDINANCE amending Section 16.60 of the Code of the City of Port Angeles with reference to license fees for Amusement Machines. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to adopt the foregoing Ordinance as read. Agenda Item 7 - Ordinance adopting the new Port Angeles Municipal Code was passed over as the Ordinance was not ready for presentation. The following Ordinance was read: ORDINANCE NO. 1815 AN ORDINANCE establishing and setting salaries of certain officers and officials of the City of Port Angeles and providing for the payment thereof. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to adopt the foregoing Ordinance as read. Agends Item 9 - Joint City-County Landfill Site Use Agreement was passed over as the agreement was not ready for presentation. A motion was made by Councilwoman Ross, seconded by Councilman Wary and unanimously carried to approve the request of Angeles Gravel and Supply Co., Inc. for an exemption from the Shorelines Management Act to remodel the mixplant on the present site at 123 Railroad Avenue. The remodeling plans are to replace the top half of the mixplant and install a conveyor belt to load the trucks which will eliminate a great deal of traffic congestion at Angeles Gravel and Supply Co. FEBRUARY 19, 1974 (Continued) A mot~on was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to authorize the Mayor to sign the proclamation proclaiming the week of March 3-9, 1974 to be National Nutrition Week. A motion was made by Councilman Lukey, seconded by Councilman Olson and unanimously carried to accept and place on file the Clallam County Humane Society Work Report for the month of January 1974. Mayor Basom read a letter of notification from the Washington State Liquor Control Board informing the City of Port Angeles that license issued to 1", B. P. O. Elks, Naval Lodge No. 353, 131 East First Street, Port Angeles, has been suspended for ten days, effective from 6:00.a.m. February 26, until 6:00 a.m. March 8, 1974, by order of the Board. A motion was made by Councilman Lukey, seconded by Councilman Wray and unanimously carried to accept and place on file the Closing Financial Statement for 1973 for the Light, Water, Sewer and Sanitation Depts.; the January 1974 Work Reports for Light & Power Dept., Water Dept.; Utilities Billing Report, Park & Recreation Dept., Fire Dept., Police Dept., and the Travel Report of John Hill. - A letter from Jon and Mary Livingston expressing their gratitude to the Police Department for their quick response to an emergency situation was read and noted. Officer Groomes was commended for his professionalism by the Livingston's. Other subjects of discussion were: A discussion was held regarding the interpretation of the Joint City/County/School District Agreement signed December 13, 1973. Council Members indicated the City's involvement would be in a joint City/County Law Enforcement' Facility only, and that the City's position has not changed. County Commissioner Caulkins was in attendance and he agreed that the City had acted in full good faith in all negotiations. The Goldenggers Club cordially invite the Port Angeles City Officials to attend their open :house to be held on Thursday, Feb. 21 1974 at the Senior Center from 10 a.m. to 3: 30 p.m. A work session has I' been scheduled for Tuesday, February 26, 1974 at 7:30 p.m. regarding CH2M's Water Study Recommendations. i .
