P.2~2" ..... liThe Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, Councilmen ilSmith, Thorne, Haguewood, Willson and Wolfe, Manager Herrman, Attorney Moffett and Clerk McNeece. i A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that minutes of I the previous meeting be accepted as received and placed on file. 1 Bids for a 5000 KVA outdoor type unit substation were received and opened. After the Electrical Superintendent had looked the bids over and made his recommendation, a motion was made by Councilm Smith, seconded by Councilman Wolfe and carried, that the low bid of $64,715.00 plus sales tax $2,588.60, a total of $67,303.60, by Olympic Electric Co. be accepted. Delivery in approximately twenty-five (25) weeks. I The II II II following resolution was introduced and read in full: RESOLUTION 4-64 IT IS HEREBY RESOLVED, by the City Council that the Director of Highways is authorized and directed to centerline stripping of sixteen (16) miles of City Streets to the amount of Twelve ,Hundred Dollars ($1,200.00) Dollars. A motion by CounciL~an Smith that the foregoing resolution be approved as read, was seconded by Councilman Thorne and carried. A motion was made by Councilman Haguewood, seconded by Councilman Wolfe and carried, that the Lease Agreement between the City of Port Angeles and Mr. Milo Wetherald be approved as read with a $1.00 per year rental fee. JA motion was made by Councilman Smith, seconded by Councilman Haguewood and carried, that action on the ordinance setting forth rate changes for water service be postponed until the next Council meeting and that in the meantime the Council meet and study this ordinance and also some of the older ordinances pertaining to water seryice and rates. The following Ordil'lancewas introduced and read in full: ORDINANCE NO. 1528 AN ORDINANCE of the City of Port Angeles amending the extension of service lines and charges for water connection service and Sec. 24.20 of the Code of the City of Port Angeles. It was moved by Councilman Haguewood, seconded by Councilman Wolfe and carried, that the ordinance setting charge for tap-in fees inside the City at $200.00 and outside the City be adopted as read. foregoing I at $275.00, I ! A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that claims in amounts of: General Funds, $56,1.23.61; Water Fund, $5,383.67 - warrants No. 12296-12313 and Light I Fund, $8,736.42 - warrants No. 12448 - 12480, a total of $70,243.70, be approved and paid. I IIA motion by Councilman Smith that permission be granted to call for bids for 1 - 1250 GPM triple ,:combination pumper with 600' of 3 inch hose and necessary equipment, was seconded by Councilman I Thorne and carried. A motion was made by Councilman Smith, seconded by Councilman Willson and carried, that the requestil for vacation of undeveloped extension of Viewcrest Ave. west of Laurel Street be referred to the 'I' I Planning Commission. I :'A motion by Councilman Willson to accept and place on file the report from Juvenile Officer Miese~ 16n his trip to Shelton, February 4, to attend Washington Juvenile Officers Assn. Conference, was J I seconded by Councilman Smith and carried. IliA motion was made by Councilman Willson, seconded by Councilman Wolfe and carried, that the reques , of the Junior Chamber of Commerce to use the Light Service Garage for a Home Show in March be deni~d. I A motion by Councilman Wolfe that the Treasurer's Financial Report for January, 1964, Police Dept. and the Monthly Budget Expenditures reports be accepted and placed on file, was seconded by Coun- cilman Willson and carried. A motion by Councilman Thorne to accept and place on file the Civil Service Commission meeting minutes of February 7, 1964, was seconded by Councilman Wolfe and carried. IA motion was made by Councilman Haguewood, seconded by Councilman Wolfe, and carried, that the let- liter from North Peninsula Highway Association, signed by Clarence H. Fiddler, and containing cOPies! jof a petition delivered to the Governor of the State of Washington, requesting that a modern, levelJ, \ landscaped parkway highway be, constructed at the East entrance to the City in place of the improve- 'ment as now planned, be accepted and placed on file and that a letter be sent to the State Highway Commission and the Governor reaffirming the Council's original recommendation that this project be completed on schedule as originally planned. The Mayor appointed Councilmen Thorne, Smith, and Wolfe as committee along with the City Manager and Police Chief to study and make recommendation concerning a parking problem on Third Street be- tween Valley and Pine Streets. The City Manager reported that the estimated cost of paving Eighth Street from E to I, if the City does the work, is $7,320.00, by contractor $9,760.00. liThe City Manager and Electrical Superintendent were requested to present at the next Council meetiJ,~ a comprehensive report regarding the Light Department and when electric heat may again be installed. I'.uu.. ~ A motion was made by Councilman Haguewood, seconded by Councilman Thorne and carried, that the CitJ!il Manager be instructed to go ahead with the preliminary enginecrlng and studles relative to instal- I lation of sewage disposal facilities.
