HomeMy WebLinkAboutMinutes 02/20/1969 61 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES,- WASHINGTON February 20, 1969 The Council met in regular session at 7:30 P.. M. Officers present were Mayor Wolfe, Councilmen Maxfield, Thorne, Schroeder, Basom, Cornell, Manager Hernnan, Attorney Moffett and Acting Clerk Thompson. Councilman Bettger was absent. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unani- mously carried to approve and place on file the Council Minutes of February 6, 1969. I A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani~ mously carried to accept the low bid of H & M Tractor and Equipment, Inc. of Sequim, Washington for a John Deere Tractor in the amount of $9,525.60 and a tilt bed trailer in the amount of $1,588.20 net to City for the Water Department. A motion was made by Councilman Maxfield, seconded by Councilman Cornell and unani- mously carried, to authorize call for bids for various amounts and sizes of pipe for the Water Department. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unani- mously.carried to approve payment in the amount of $6,744.55 for engineering services from December 26, 1968 through January 24, 1969 in connection with the Sanitary Sewerage System Improvements to CH2M . A motion wa s made by Councilman Basom, seconded by Councilman Schroeder and unani- mously carried, to approve payment of $500.00 in support of the Alcoholism Information and Referral Center. A motion was made by Councilman Cornell, seconded by Councilman Maxfield and unani- mously carried, to approve for payment Claims Vouchers in the amount of $65,077.43, Payroll Transfers in the amount of $50,903.51 and Voucher 2621 - Olympic Air Pollution Control Authority listed in the February 6, 1969 approval list. I A motion was. made by Councilman MaiXfield, seconded by Coi.mcilman'Thorne and unani- mously carried, to concur with the Planning Commission's recommendation and approve the request of Richard Correia, 801 East ll-th for a variance from the rear yard setback requirements which would permit him to construct a single, garage on the concrete retaining wall enclosing his backyard. A motion was made by Councilm~m Thorne, seconded by Councilman Maxfield and unani- mously carried, to approve the request of Nebert Bros. 1st and 'Liberty, for a variance from the alley setpack requirements to enable them to construct a.n addition to an exist- ing structure. A motion was made by Councilman Maxfield, seconded by Councilman Cornell and unani- mously carried, to approve the request of Timothy Swegle, 11 05 South I for a variance to allow him to construct a single garage closer to the right-of-way of an arterial street than permitted. A motion, was made by Councilman Basom, seconded 'by Councilman Schroeder and unani- m ously carried, to approve the request of Mrs. M. A. Brandland for a variance to pennit the operation of a ceramic studio in a building she owns at 1011 i West 11th.\ I A motion was made by Councilman Thome, seconded by Councilman Maxfield and unani':' mously carried, to approve and place on file the Planning Commission minutes of February 18, 1969. A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani- m ously carried, to approve the request of the City Sign Company, Tacoma, Wa shington, for a variance which would permit them to erect a 10' x 20' signboard on the Northwest comer of Front and Francis Streets with the condition that the sign and grounds be maintained fora three-year period with application for a further extension at that time, (tabled from last meeting) . , 62 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES; WASHINGTON February 20, 1969 (contd.) A motion was made by Councilman Schroeder,;.seconded'by Councilman Maxfield, to approve the request of Floyd McRevey, Uptown Motel, for a conditional use pennit to erect a 9-unit motel and apartment building on the North 100' of Lot 20, Block 32, Townsite and variances to set back requirements on the west, south and east sides, minimum lot size and area, and maximum height. (tabled from January 16, 1969 meeting). On called vote Councilmen Basom, Schroeder, Maxfield, Cornell voted "Yes." Councilman Thome voted "No." The following Ordinance was again introduced and addition, Section J, was read: ORDINANCE NO. 1653 I AN ORDINANCE regulating the use of sewers. A motion was made by Councilman Cornell, seconded by Councilman Maxfield and unanimously carried, to adopt the ordinance as read. The tabulation of the results of hearing of Improvement Resolution No. 190 was read. The following Resolution was read in full: RESOLUTION NO. 4-69 A RESOLUTION of the Council of the City of Port Angeles, Washington, providing for the sale of the bonds and warrants of Local Improvement District No. 190. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, that the resolution be adopted as read. A motion was made by Councilman Thome, seconded by Councilman Schroeder and unanimously carried, that the request of bJlartin Eggan to lease property at the former shingle mill site be referred to the -City Manager in order to determine the best use of the land and report back to the Council. I J A motion was made by Councilman Easom, seconded by Councilman Cornell and unanimously carried, to sign the Agreement to Associate as a Public Power Council and pay the proportionate share of dues in the amount of $1,080.00 for 1969. An invitation to attend a Community Forum on Drug Addiction to be held at St. Matthews Lutheran Cllnurch was read. A letter from the City Attorney re: the validity of the City's paying money to an Air Pollution Authority was read. A motion was made by Councilman Maxfield, seconded by Councilman Basom and unanimously carried to (1) Set up a separate parking fund to receive all money from offstreet parking as proposed in N. G. Jacobson & Associates' report, (2) To trans- fer $65,000 to this fund from current expense fund, (3) To authorize the current ex- pense fund to loan offstreet parking fund up to $50,000 at an interest rate c{)mparable to treasury investments, (4) Authorize this fund to accept approximately $150,000 in property and in cash from Downtown Parking Association as outlined by the Downtown Parking study, (5) Authorize the City Manager to proceed to develop offstreet parking I lots and walkways in line with the Downtown Parking survey done by N. G. Jacobson & Associates, (6) To set up a three man advisory board as outlined in the report. Amotion was made by Councilman Schroeder I seconded by Councilman Maxfield and unanimously carried, to ace ept and place on file the agenda and minutes of Olympic Air Pollution Control meeting of January 8, 1969; the Port Angeles Child Guidance Center Report for January I Light and Power Work Report, Water Work Report I Revenues and Expenditures Summary, Utilities Billing I Fire, Investments - December, 196B, Municipal Judge, Police, Recreation and out-of-town report from Librarian Dick Miller. Other subjects discussed were the notification from the Washington State Liquor Control Board that due to the death .of licensee Edwin Stockwell Adams, d/b/a Comer Cupboard, special permission was granted Alice Etta Adams, Administratrix, allowing her to operate under the license privileges of the deceased and that Denney's Restaurant had been issued a Class "H" License, the hearing held in Olympia regard- ing State collected revenue with the cities, support behind passage of the coming school levy, Civil Defense Training exercise, data processing survey being ma.de by IBM and NCR,-complaints that the street sweeper was throwing rocks on lawns and proceeding with the construction of the north addition to the City Library.
