FEBRUARY 20, 1973 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilman Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to accept and place on file, as received, the Minutes of Febru- ary 6, 1973. A motion was madebY2Councilman Hordyk; seconded by Councilman Olson and unani- mously carried to authorize call for bids for a new pumper truck for the Fire Department. I A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- - mously carried to authorize call for bids for a new street sweeper and a new road grader for the Street Department and a new backhoe for the Water Department. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to authorize call for bids for the construction of' improvements for West End Park, along the lines of the revised plans. No action was taken on the bids for poles, pad mount and transformers for the Light Department as the bids will have to be called again due to original bid call not being published. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to approve payment to CH2M for engineering services from Decem- ber 26, 1972 through January 24, 1973 in connection with the water study, the amount of $710.32. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to approve for payment the progress billing for TOPICS projects December 26, 1972 through January 25, 1973 in amount of $1~505.S9 to'Harstad,Assoc. A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani- mously carried to approve for payment the Claim Vouchers in amount of $150,580.76 and Payroll Transfers in amount of $70,344.72. J I A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani- mously carried to refer to the Planning Commission, for recommendation, the petition to change the street name of Basin Circle to Meadow Circle. A motion was made by Councilwoman Ross, seconded by Councilman Wray, and unani- mously carried to accept the letter of First Federal Savings & Loan,regarding mortgage agreement with John Z. and Mary E. Miller for funds to cover paving, engineering, power, water, sewer and roads to propose~ developm~nt of property, as "Other Security" in lieu,of'Dond as'required;by Council on.proposed annexa- tions. A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and unanimously carried that the above proposed property for annexation (a portion of the northeast quarter of the northeast quarter of Section 14, Township 30 North, Range 6 W. W.M.) will assume the existing City indebtedness General Ob- ligation Bonds, and will be zoned Residential, Multi-Family (RMF). The following ordinance was read in full: ORDINANCE NO. 1782 AN ORDINANCE amending an Ordinance-regulating electrical inspectors. A motion was made by Councilman Wray, seconded by Councilman Haguewood and I unanimously carried to adopt the foregoing ordinance as read. No action was taken on the proposed lease with Diversified Industries, Inc. as Council had not yet received the information requested at the previous meeting. Appointment of members to the Human Relations Commission was left on the table as the list had not yet been completed. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the City Manager's recommendation and reappoint John L. FEBRUARY 20, 1973 (Con't) A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to authorize signing of the agreement with Clallam County Fire District No.2. (Five-year contract pertaining to radio and telephone service). Miss Linda Fuller presented to the Mayor a letter from her hometown mayor, Mr. S. C. White, Mayor of Muswellbrook, N.S.W. Australia, introducing her as the Rotary Exchange Student. I A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to accept and place on file the Clallam-Jefferson County Community Action Council Minutes of January 17, 1973. A motion was made by Councilman Wray, seconded by Councilman Olson and unanimously carried to accept and place on file the Library Annual Report-1972. A motion was made by Councilman Lukey, seconded by Councilman Olson and unani- mously carried to accept and place on file the Light ~ Power Work Report and the Water Work Report for January; the Park ~ Recreation January Report and the out-of-town reports of Park ~ Recreation Director and the Personnel Director; the Police Department Annual Report and the Park ~ Recreation Annual Report. _ Other subjects of discussion were a left-turn lane marked and traffic light syn':" .chronized for the intersection of Front and Race; ambulance speed limits, re- ferred to Washington State Patrol; proposed legislation in Bulletins #5 ~ #6 to be discussed at a Work Session to be Thursday, February 22, 1973 at 7:30 p.m., also water shed property to be put on agenda for work session; and a meeting to be set up with Planning Commission and Planners re the Comprehensive Plan.
