The continued meeting of February 19, 1980 was called to order by Mayor
Haguewood at 3:30 P.M.

1. REPLY' LETTER TO NORTHERN TIER
Manager Flodstrom read in full a proposed formal reply letter from the Council
to the Northern Tier pipeline Company regarding their discussions with the
City, other local governments and other local interests concerning the'pro~;
posed oil terminal and pipeline in Port Angeles. Councilman Buck then moved
that this letter be the formal response of the Council to Northern Tier's
letter of February 8, 1980. The motion was seconded by Councilman Boardman
and carried.
2. CITY NEEDS AND SOLUTIONS

During the January 30, 1980 special Council meeting, Manager Flodstrom re-
quested a list of the Council's priorities for the, City. At this meeting
those goals and priorities were discussed with staff in order to establish
some type of direction for staff to take on current and future projects with-
in the City, and for preparation of the 1981 budget. Both long range and
short term goals were discussed as well as each Council member's list of
priorities.
One of the main topics of discussion was the need for a comprehensive energy
conservation policy. Councilman Quast suggested several means by which the
City can conserve energy and the Council and staff discussed these suggestions
at length. Other priorities discussed included the City's level of responsi-
bility for maintaining the Ediz Hook road; protection of the Morse Creek
water rights; aerial photos to establish high heat loss areas; conservation
measures to be included in the new Building Codes; researching methods of
producing revenue for the City; the pedestrian crossing at the intersection
of Boulevard and Race Streets; maintaining City streets, especially main
arterials; and the renovation of the Roosevelt gymnasium as a multi-purpose
facility. During discussion on the Roosevelt facility, Councilman Hordyk
moved the Council authorize the City Manager to pursue the matter of cost
to restore the Roosevelt gymnasium facility, and cost to renovate the facility
into a mUlti-purpose center. The motion was seconded by Councilman Polhamus.
'During discussion on the motion, Parks Director Frizzell, Manager Flodstrom I
and the Council discussed what should be included in the request for pro-
posal on the Roosevelt facility. On call for the question, the motion was
passed by the Council. The final SUbject to be discussed by the Council
was the need for better communication between the Council members, staff,
and the various advisory committees.
