jThe City Council met in regular session at 7:30 P.M. and due to absence of Mayor Neer, it was moved by
Councilman Wolfe that Councilmat Smith act as chairman. Seconded by (llluncilman Maxfield and carded.
Officers present were: Councilmen Smith, Sandison. Matthieu. Wolfe and Maxfield, Manager Vergeer, Attorney

I It was moved by Councilman Wolfe that minutes of the previous meeting be approved. Seconded by Council-
I man Maxfield and carded. '
Under the head of unfinished business, pursuant to bidS for equipment which were opened at previous meeting,
the City Manager recommended as follows: Light Line Truck. Priest Logging & Equipment Co., truck cab and
chassis, $4.198.43., f .o.b. Seattle. Line Truck Body, Washington Truck Equipment Inc., $6,979.75 f .o.b.
Seattle. Parking Meter Department: Sedan Delivery, Samuelson Motor Company at $l,900.00f.o.b. Port
Angeles. It was moved by Councilman Sandison that recommendations be approved and bids awarded according
to same. Seconded by Counci1ll1an Maxfield and carried.
Bids to furnish 3/4 Ton Truck for the Water Department were received as follows: Schreiner ,Chevrolet Co.,
11957 Chevrolet chassis and cab, Model 3603, BU 90 Utility Body, $2.422.36. Same with Morrysville Body,
$2,531.36 plus sales tax. .
, Samuelson Motor Co., 1957 Ford F250, 3/4 Ton truck complete $2,600.00, tax included.
Alternate No.2, $2,520.00.Net. Alternate No.3, $2,654.00 Net. Alternate No.4, $2,795.00 Net.
Under the head of new business, claims paid February 7, 18, 19 were approved in total amount of $82,608.41. '
It was moved by Councilman Maxfield that claims be approved as paid. Seconded by Councilman Matthieu and
carried.
The following department reports were presented for approval: Police Department Annual Report, Street Dept.
for January, Treasurer's Financial Report. It was moved by Councilman .Matthieu that reports be approved
and:aaipted~econded by Councilman MaXfield and carried.
CIlHford G. Swain. having sold his interest in Salmon Club Boathouse to William Hector MacDonald requested
'I' that Council approve transfer of beverage license to the new owner. It was moved by Councilman Sandison
that transfer be approved. $econded by Councilman Matthieu and carried.
Acting Mayor Smith read letter from Holy Tdnity Lutheran Church, expressing appreciation for congratulat-
ions and best wishes extended by Council on oCGlSion of their building dedication.
Council received petition signed by service stat ion operators and business firms requesting that an, Ordin-
anCe be passed prohibiting display of price signs other than on dispensing equipment. Mr. Vergeer stated
that it is not the intent of the Governing Body to regulate free enterprise and suggested that theCity
Attorney be consulted for recommendations. It was the opinion of Mr. Severyns that the City has no legal
right to pass such Ordinance. Statutes and Court Rulings will be checked with recommendations at later date.
Operation report and balance sheet of the Light Department were filed for Council approval. It was moved
by Councilman Matthieu that the reports be accepted and placed on file. Seconded by Councilman Sandison
and carried.
Manager Vergeer commented on recent publications containing erroneous remarks concerning inability of the
City to furnish additional power and water if and when necessary. He stated that this is not discouraging
industry from locating here as the City Could furniSh 5,000 Kilowatts upon demand and up to 20,000 K\j
I if need be and if industrial wate+-s requested and required, the City could negotiate as in the Pi st.
I Regarding Pollution Control. it was the opinion of Mr. Vergeer that obligation of the City is health and
welfare of the people. The contemplated trunk sewer and outfall is for sanitary reasons and public health.
Also that a meeting could not be arranged with th.e State Pollution Control Board until such Board is appoint-
ed by recently elected Governor.
Senate and House bills, now in Leg~ature, were discussed, also their effect on Cities and Towns.
There being no further business, the meeting was adjourned.
