Officers (resent were: Mayor Feeley, Commissioner Robinson and Taylor, Attorney Trumb.lll and Clerk Law. Minutes of the previous session were read and approved. Under the head of applications for wilding permits and licenses, the following were grantedl I M"',. Housing au thority. ! The following certificate relating to the approval and filing of bond for Commissioner of Streets was ordered entered in the records and filed. February IB, 1949 TO WHOM rr MAY CONCERN: This is to certify that on February 16, 1949, the following bond was handed to me with instructions to file the same in my office, as provided by law, and that I have filed said bond; that said bond was approved as to form by John T. Trumbull, Ciiq'" Attorney of the City of Port Angela s, and approved by Judge Max Church, Judge of the Superior Court for Clallam County: Bord of Edward B. Taylor, Commissioner of Streets and Public Improvements of the City of Port Angeles, as Principal and the New York Casualty Company, as Surety in the sum of $9,000.00, for the term of office beginning on the 16th day of February, 1949, and ending on the 2nd day of January, 1952. Ii Ii ilAttorney Trumbull informed that it is legal for the City to sell property it owns. It was moved by Mayor ',Feeley that all property sales be advertised until an ordinance can be drawn authorizing sale of the same. ilMotion seconded by Commissioner Taylor. All voted Aye. Motion carried. . IUnder the head of new business, it was moved by Commissioner Robinson that the Commission,express I appreciation by letter to Mrs. A. J. Giles for her donation of the emergency unit to the .Fire Department. IMotion seconded by COllllllissioner Taylor. All members voted Aye. Motion carried. IMr. Watts appeared before the Commission requesting that a culvert be replaced at 10th and "I" Streets. :IConunissioner Taylor informed that the said culvert and any other just complaints will get proper attention as soon as possible. CLIDE E. SHORE, Clerk By Frances E. Owen, Deputy V.I'. Shields spoke regarding transfers from Light and Water Funds to other funds. It was his opinion that the Light and Water Departments are being penalized by said transfers in lieu of taxes, and that if surplus . accwnulates, the consumers should benefit by lowering rates. Mr. Shields also suggested that the Commission make provisions for more power to private consumers and industries. Mr. Adams also spoke regarding transfers end recommended reduction of light and water rates rather than transfers. Commissioner i Robinson informed that the Light Department is now attempting to get in operation, one sub-station and have on order, equipment for another, also that water system will be kept safe regardless of transfers. V.I'. Thornton appeared regarding !lood conditions in Peabody gulch and requested the Commission to consider possibility of diverting the creek back to original channel. The matter was referred to. the Engineer and IAttorney, to report recommendation at an early date. I Stanley Taylor reported activities and co-operation by the Red Cross during the recent emergency, and pledged co-operation from that organization in the future. Commissioner Taylor informed that the Street Department have on order a radio which is not necessary for their car at present. It was moved by Commissioner Taylor that the radio be iostalled in the Emergency Unit and proper transactions made. Seconded by Commissioner Robinson. All voted Aye. Motion carried. By motion of Mayor Feeley, seconded by Commissioner Robinson, the COllllllission went on record as opposed to House Bill No. 87, requiring municipal light systems to pay utility tax for distribution or generation of electricity, also as favoring Senate Bill No. 225, entitled Sanitarians Registration Act.
