",..,. -"''' .""..... ...."..,..." .... ;The Commission met in regular session at 10 A.M., and was called to order by Hayor Feeley. Officers presenlt were Mayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull, and Cleric Law. I 'Minutes of the previous session were read and approved. Occupational Tax 1,936.32 I'Drov~ahlIS ~~;~a~~ ~:gg II Music Machine 12.00 rUnder the head of unfinished business, Mr. Stevens en appeared regarding request to remove obstructions from East Second Street, end considered the request selfish on the part of a property owner who will not benefit ,'as he cona~ders_ the street useless for purposes desired. Al~o cited difficulties of removal project. ,~or Feeley informed that itcis not a problem concerning the City except removal as advised by the Attorney. :,Commissioner Robinson considered the only problem of the City is time of reJlloval. It was moved by iCommissioner Taylor that Mr. Stevens en be. given 45 days to remove obstructions from the street. l'lotion ~econded by Commissioner Robinson. All voted Aye. ~~tion Carried. I neil Pendley again appeared regarding signing of working agreement between the City and Union. CommisGioner Taylor advised that he has checked with Mr. Graham of the Division of Municipal Corp. and obtained a letter 'of opinion from the Attorney General. Attorney Trumbull informed of receipt of letter from the Division 'of Municipal Corp. an:! only certain electrical workers are excepted by 1951 Statutes. That in his opinion ~no emergency exists"and he cannot advise as a matter of law, to disregard the Budget Law. Commissioner rI'a,ylor requested that Mr. Pendley meet with himself and those concerned to get together for drafting suitable ~agreement, the same to be completed by the next sessicn. The request was approved. J light Superintendent McLennan recommended that the bid submitted for Mazda Lamps be awarded to the Crown Z ,Corp. as the best bid. It was moved by Commissioner Robinson that the recommendation be approved and bid ,accllpted. Seconded by Commissioner Taylor. All voted Aye. Motion carried. Seconded by Commissioner Taylor. All voted Aye. Motion carried. I Under the head of new business, Stanley Ta,ylor, l':r~. Larson, and others, appeared on behalf of the Juvenile Protection Committee of the City Council in P.T.A., filed a letter from the co~~ttee requesting consider- ation by the COIlUnission to rent or make available, facilities to be used for Youth Service Center and housing for those necessary to temporarily detain. The committee suggested rental or other satisfactorY arrangement for part of the City Building at 215 South Lincoln. . I Commissioner Robinson assured that the City is willing to co-operate and it was the opinion of the Commiss- ion that ample space would be available for both Juvenile Detention and Civil Defense Co-ordinator when the rooms are vacated by the Y.~l.C.A. Mrs. Larson, chairman, was instructed to arrange a meeting of Judge Church, Chief Ide, and the committee. The Commission ordered the letter filed. Frank Dalton requested permission to remove pulp wood timber from the street at Boulevard and \fuites Creek. Motion seconded by COnmUssioner Robinson and carried.. John S. Hyden appeared and filed request that ~ street be vacated from 18th strEet, north to the bluff. It was moved by l~or Feeley that the request be. referred to the Planning Board. . Seconded by Commissi.oner Robinson. All voted Aye. Motion carried. Hr. Dodge informed of a request received to remove down timber in the Horse Creek Hatershed. It was moved by Commissioner Taylor that 111'. Dodge be instructed to inform the party there will be no logging I permi tted above the dam in the watershed. Motion seconded by Commissioner Robinson. All voted Aye. Motion carried. Mr. Elwood of the A. & B. Barber and Beauty Shop, requested information regarding barber a:1d beauty ope rat- I ors license, admitting he is willing to pay if' the license is not unconstitutional as claimed bj' ,otherll. Attorney Trumbull explair;ed that the license is not unconstitutional and his duty is to prosecute when instructed so to do. Chief Ide informed that if licenses are not paid by next Monday, he will issue warrants for all delinquents. It was moved by Commissioner Taylor that the matter be left in the hands of the Chief. Seconded by l'ayor Feeley. All voted Aye. Motion carried. Under the head of reading and passage of Ordinances, the following were placed on third and final reading. ORDINANCE NO. 1276 AN ORDINAtlCE statir;g the facts of an emergency City of l'ort Angeles; requiring the unforeseen affecting the public safety, welfare and convenience of the I expenditure of funds; providing for the issuance of emergency ! ... It was moved by Hayor Feeley that the foregoing Ordinance he passed third and final reading and adopted. Seconded by Commissioner Robinson. All voted Aye. Motion carried. ORDINANCE NO. 1277 AN ORDINANCE of the, Ci ty of Port Angeles adjusting the wages of certain employees of the electrical distribution system of the City of Port Angeles and arnending Ordinance No. 1271. It was moved by Commissioner Robinson that the foregoing Ordinance be passed third and final reading and adopted. Seconded by ~,"yor Feeley. Connnissioner Taylor advised that after checking and study, it is his opinion that there should be arbitration between the City and Union., That salary increases are unfair and too many are 'included other than linemen, and wage scale as provided in the Ordinance necessitates arbitration. He therefore voted opposed. Commissioner Robinson questioned the Attorney as to necessity for emergency clause. ~T. Trumbull did not consider emergency clause necessary, and it was moved by Commissioner Robinson that the clause be stricken and Ordinance passed first and second reading. Seconded bw Mayor Feeley. Commissioner Taylor voted 'opposed as he does not favor leaving salaries as provided in Ordinance. Hotion carried. Under the head of introduction and reading of ordinances, the following were read by title and placed on first 'and second. reading: ORD INA NCE NO. AN ORDINANCE of the City of Port Angeles approving and confirming the assessments and assessment roll of Local -Improvement District No. 159 of the City of Port Angeles created bw Ordinance No. 1258; levying and as'Sessing the amounts of such assessments against the several lots, tracts and parcels of land and other -property as shown on such assessment roll; ordering the collection of such assessments, creating and establishing a special local improvement fund for said district. It was moved by Commissioner Robinson that the foreoing Ordinance be passed first IL'ld second reading. Seconded by Commissioner Taylor. All voted Aye. Motion carried. I AN ORDINANCE amending Section 5 of Ordinance No. 1258 of the City of PortAngeles relating to Local iImprovement District No. 159; providir~ for the ~rment of the cost of such improvement by the issuance of warrants instead of bonds', and authorizing the investment of City funds in such warrants. ORDINANCE NO. It was moved by Commissioner Taylor that the foregoing Ordinance be passed first and second reading. Seconded by Commissioner Robinson. All voted Aye. ~lotion carried.
