II ROLL CALL Members Present: Mayor Whidden, Councilmen Hallett, Hesla, McPhee, Quast, Schermer, Stamon. Members Absent: None. Staff Present: CITY COUNCIL SPECIAL MEETING Port Angeles, Washington February 25, 1986 Manager Flodstrom, Attorney Knutson, Acting Clerk Anderson, P. Carr, M. Cleland, R. Saville, S. Brodhun, L. Glenn, J. Pittis, R. Orton. Public Present: M. Martin. III VI SUSPENDED VII TOPICS OF DISCUSSION 1. Discussion of Departmental Activities Relating to City Council Goals and Objectives (Continued from Work Session of January 13, 1986) The following Departmental activities were discussed: Fire Chief Glenn spoke on the Medic I program; Public Works Director Pittis spoke on Secondary Treatment; City Planner Carr presented Citizen Assis- tance Brochures; Acting Parks Recreation Director Brodhun spoke on remodeling of the Vern Burton Memorial Community Center, the City Pier, Civic Field and the Recreation Program. The Police Department spoke on the possibility of the City staff receipting bail forfeitures on non contested traffic infractions, involvement in the National Child Safety Council, and drug investigations. The Council scheduled a public hearing for March 18, 1986, to consider amendment of the Animal Control Ordinance. Light Director Saville discussed the Morse Creek Hydro Project and the SCADA monitoring system. He also discussed public power purchasing preferences and relicensing of some power plants. City Manager Flodstrom discussed the railroad right -of -way issue. He also discussed the Esther Webster Fine Arts Center. 2. Discussion of Council View Trips to View Various City Facilities The Council will schedule future view trips through Mayor Whidden and Manager Flodstrom. 3. Reconsideration of 1986 City Council Committee Assignments Final Committee assignments for 1986 were made as follows: Councilman Hesla was appointed to the Alcohol /Drug Abuse Board; Councilman McPhee to the Community Memorial Policy Committee; and Councilman Schermer to the Developmental Disabilities Board. 4. Consideration of Filling Vacancies on Planning Commission, Park Board, Board of Adjustment and Civil Service Commission The Council discussed limiting terms to four years, which would require amending ordinances but would not affect terms currently being served. Councilman Quast moved to graciously accept Don Judd's offer to continue to serve on the Civil Service Commission until a new Commissioner is appointed. Councilman Hallett seconded and the motion carried. CITY COUNCIL SPECIAL MEETING February 25, 1986 Councilman Quast then moved to re- appoint Steve Pazan to the Board of Adjustment. Councilman Schermer seconded and the motion carried. 5. Consideration of City's Participation in the Puget Sound Cities Insurance Pool Following discussion, Councilman Hallett moved to opt not to join the Insurance Pool and to authorize staff to continue exploring other options. Councilman Schermer seconded and the motion carried, with Councilman Quast voting "No 5A. Proclamation National Teacher Day March 4, 1986 Mayor Whidden proclaimed March 4, 1986, as National Teacher Day. 6 9. Manager Flodstrom stated that Agenda Items 6 through 9 would be incorporated into the Agendas of future regular Council meetings.
