CITY COUNCIL MEETING

I CALL TO ORDER
The special meeting was called to order by Mayor Haguewood at 4:00 P.M.
The purpose of this meeting was to hear a report on the Crude Oil Supply
and Demand Study compiled by the Federal Department of Energy.

1. CRUDE OIL SUPPLY & DEMAND STUDY
Oilport Task Force Coordinator Mike Doherty introduced Mr. Steve
McGregor to the Council, who is head of the Department of Energy's
oil and Gas policy Department. Mr. McGregor gave a brief policy I
over-view of the oil supply study and the alternatives analyzed in"
the study, and stressed that this is only a preliminary draft
report; a final report will be available after public input is
received. Mr. McGregor also stressed that it was Energy Secretary
Schlesinger's policy to allow private enterprise to determine which
alternatives, if any, are economically viable for the transportation
of oil.
A presentation was then made by Mr. Mario cardullo, project manager
of the study, who gave a technical review of the methodology utilized
by the study and some of the findings contained in the study. Sub-
jects discussed included the study objective, evaluation of the
northern tier and inland states, variations in oil characteristics,
supply and demand figures, and existing distribution systems.
Following Mr. Cardullo's presentation, there were several questions
about the study from the council and various members of the audience.
The discussion concluded with Mr. McGregor stating that the next
hearing on the study is tentatively scheduled for April 3-4, 1979 in
Seattle.
