PROCEEDINGS OF THE CITY COUNCIL OF THE
CITY OF PORT ANGELES, WASHINGTON
March 2, 1970
The Council met in regular session at 7:30 P. M. Officers present were Mayor
Wolfe, Councilmen Basom, Edwards, Hordyk, Olson and Ross; Manager Herrman and
Clerk McNeece. Councilman McRevey was absent, due to illness in the family,
and Attorney Moffett was absent, due to a court case in Olympia.
A motion was made by Councilman Hordyk, seconded by Councilman Basom and carried,
to accept and place on file the Council Minutes of February 17, 1970.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried, to accept the bid of Tyee Construction Co. for line construction I
crew and equipment for the Light Department for 1970. (a study was requested by
the Council of cost comparison of having Tyee do the construction versus the
City crew.)
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried, to accept the bid of Del Guzzi Construction, Inc. in amount of
$ 727.00 for installation of a new walk between McRevey 1 s new motel and 2nd :Street,
including steps to connect to the walk at the back of the McFarland house. (The
City is to pay two-thirds and Mr. McRevey one-third of the cost.)
A motion was made by Councilman Basom, seconded by Councilwoman Ross and unani-
mously carried, to authorize call for bids for substation.additions and expansion
at the "I~ Street and Washington (at 2nd) substation sites, as requested by the
Light Superintendent.
A motion waS made by Councilman Basom, seconded by Councilman Olson and unani-
mously carried, to approve catl for bids for 20,000' of 2" cast iron pipe;
10,000' of 6" and 10,000' ot 8" pipe for the Water Department.
A motion was made by Councilman Basom, seconded by Councilwoman Ross and unani-
mously carried, to approve a contract with Walker and Associates, Inc. for Photo
Maps of the City of Port Angeles at a total cost of $8,600.00. (As set forth in
their proposal dated February 6, 1970.)
A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani- I
mously carried, to approve and pay to CH2M an amount of $1,030.14 for engineering -
services November 2~ through December 26, and $1,272.~6/for engineering services
from December 26, through January 26, 1970, in connection with the Ennis Street
Improvements (Cresthaven). (L.I.D. No. 191)
A motion waS made by Councilman Basom, seconded by Councilman Olson and unanimously
carried, to approve and pay to Lincoln Construction Company their Invoice No.3,
in amount of $19,888.47 for work and material on the Library and Senior Center.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried, to extend the contract time for Licnoln Construction Company one
month - to April 1, 1970 - due to the difficulty the Company is having in_obtain-
ing proper materials, which waS unforeseeable and beyond their control.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried, to approve for payment Claims Vouchers in amount of $137,914.48
and Payroll Tra~sfers $52,767.73.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and unanimously
carried, to approve the Proclamation declaring March 1 through March 31, 1970 as
DECA (Distributive Education Clubs of America) Month.'
A motion was made by Cou~cilman Basom, seconded by Councilman Edwards and unani-
mously carried, to approve the Procdiamation proclaiming March 8 through -March 14, I
1970 as Girl Scout Week.
A memo from the Chief of Police concerning"Trucks on Pine Street" was read and
discussed. Alternatives available for consideration were listed as 1. Continue
the off and on procedure now being used. 2. Close Pine Street to all vehicles
of over four ton, and 3. Require all trucks to use the truck route. The Chief re-
commended closing Pine Street at 16th Street to all truck traffic of four tons or
more, but permit service trucks to use it by permission.
A motion was made by Councilman Basom, seconded by Councilman Olson and carried,
that the City Manager be authorized to consult with the Port District Manager con-
cerning their trucks which travel the Pine Street route.

concerning
A memo from the Chief of POlice/traffic control at Eighth and Cedar Intersection
with reference to school children, recommended;that thehschool authorities
and parents give more emphasis on safety to the students; that students living on
the north side of Eighth Street cross the street with the school patrol and thence
east to Pine Hill area, and the repair and installation of sidewalk fence on the
bridges be made on both sides of the bridge.

A motion was made by Councilman Edwards, seconded by Councilman Olson and unani-
mously carried, that the City Manager be authorized to contact the Highway De-
partment concerning the need for repair tQ the bridge railings.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and carried,
that the letter from the Olympic Air Pollution Control Authority regarding Open
Firesilie referred to a work session to be held on Tuesday, March 10, 1970 at 7:30
P.M. .
A letter from Sheriff Bishop to the County Commissioners and a Memo regarding
City-County Jail proposal were discussed. The Council felt that there should
be another meeting with the County Commissioners to study the proposal further.
The CounQil requested the Mayor to set up an Executive Session with the Com-
mission and Council. (a meeting is tentatively set up for March 30, 1970.)
The Council acknowledged receipt of the Proposed Projects for the Water Depart-
ment - :\.970.
A motion was made by Councilman Hordyk, seconded by Councilman Basom and unani-
mously carried, to approve turning over to Clallam Adjustment Corp. forleo+lection
utility billS in amount of $401.36.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani-
mously carried, to refer to the work session,3/10/70, the memo from the Director
of Personnel concerning City Utility and Easement Policy South of the Boulevard.

A motion was made by Councilman Edwards, seconded by Councilman Olson and carried,
tQ~acknewledge receipt of Senate Resolution 1970 - Ex. 17, regarding the granting
of stipends, sabbatical leaves, and other leaves (with pay) in state and local
governments.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried,
to accept and place on file the Olympic Air Pollution Control Authority Board
of Directors' Minutes of February 4, 1970.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried, to refer to the work session Mar. 10, the memo regarding Build-
ing Permit Requirements with reference to septic tanks.
A motion was made by Councilman Olson, seconded by Counci~man Edwards and unani--
mously carried, to accept and place on file the Light and Water Departments'
Work reports for Janua~y, the.Police Department Annual Report for 1969, the
Revenues and Expenditures Monthly report for December 1969, and the Out-of-town
reports of Roy Morgan (Police Dept.) and Ken Rodocker (Sewer Dept.).
A motion was made by Councilman Hordyk, seconded by Councilman Basom and carried,
to approve change of Liquor License location for Evergreen Distribution Co. from
109 West Front Street to 235 West First Street.

Other subjects of discussion. were: Work Sessions were set up for the Council
the second and fourth Mondays each'month; logging trucks traveling on unauthorized
streets (the Police Department are to notify the Truckers Assn. that violators
will be prosecuted); the shrub baskets being used by the public as waste baskets
(the local DECA President said their group would clean up the baskets and what-
ever needed to be done); the cost for perpetual care set up by the resolution
setting new cemetery charges; the need for better marking of traffic lane (through
lane) at 8th and "c" Streets; summer ferry traffic; and Dr. Bettger requested
clarification of action taken regarding vacation of a portion of street at the
foot of Lincoln Street.
