PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
MARCH 2, 1971
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Wolfe, Councilmen Basom, Edwards, Hordyk, Olson, McRevey and Ross; Manager Herrman,
Attorney Moffett and Deputy City Clerk Hobbs.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and,unani-
mously carried to accept and place on file, as received, the Minutes of February
16, 1971.
A motion was made by Councilman Basom, seconded by Councilwoman Ross and unani-
mously carried to accept the low bid of Murray Motors for four new 1971 sedans
(three for Police Department and one for City Manager) in the total amount of I
$13,623.75.
A motion was made by Councilman McRevey, seconded by Councilman Edwards and
unanimously carried to accept the low bid of Anderson Ford for a new 1971 sedan
for the Light Department Superintendent in the amount of $2,842.50.
A motion was made by Councilman Olson, seconded by Councilman McRevey and unani-
mously carried to accept the low bid of Robertson and Gray on the Ladder Truck
for the Light Department in the amount of $12,810.00.
A motion was made by Councilman McRevey, seconded by Councilman Olson and unani-
mously carried to accept the low bid of National Machinery Company for the three
wheel street sweeper for the Street Department in the amount of $12,174.55.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to approve for payment the Claim Vouchers in amount of $114,238.71;
L.I.D. #191, $6,227.37 and Payroll Transfers, $58,274.13.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and grant
the conditional use permit to Walker Construction Company to allow them to con-
struct"a duplex on Lot 8 and west one-half of Lot 7 Block 246 Townsite.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the application of Kampe Construction Company to install a septic tank
and drainfield on Lot 7 of Seamount Estates.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to accept and place on file the Planning Commission Minutes of
February 22, 1971.
The following ordinance was read in full:
ORDINANCE NO.
AN ORDINANCE changing the name of certain city streets.
A letter from Mrs. Barbara Sawby requesting that Chambers Avenue be changed to
Quail Trail, and a petition of seven signatures asking that this street be changed
to Willow Avenue were read in full.
A motion was made by Councilman Hordyk and seconde~ by Councilman McRevey to table
the above ordinance, letter and petition regarding street name changes to the
next regular meeting pending an engineer's investigation. All Councilmen voted
"Aye" except Councilman Edwards, who voted "No." Motion carried.
A motion was made by Councilman Basom, seconded by Councilman Olson and unani-
mously carried to approve and execute the Water Sale Contract between P.U.D. and
the City as per rates approved at previous meeting of February 16, 1971.
The following ordinance was read in full:

AN ORDINANCE relating to marijuana and declaring
a crime.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to adopt the foregoing ordinance as read.

support of the Multi-purpose Cen~er in Port Angeles was read in full. A
motion was ffiade by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the foregoing letter.

A letter from the Department of Ecology regarding the good operating proce-
dures and maintenance of the Wastewater Treatment Plant personnel, and the
passing o~ the operator1s certification examination by the plant employees,
was read ~n full. Mayor Wolfe commended Ken Rodocker, plant superintendent,
and asked that he take the Council1s congratulations back to his personnel.
A letter from the City Bus Service requesting a rate increase was read in full.
One letter of protest was also read. A motion was made by Councilman Olson,
seconded by Councilman Hordyk and unanimously carried to table the above re-
quest to a meeting w!th the owne~ of the bus service.
A letter from a citizen of Victoria, British Columbia regarding protesting
of Super Oil Tankers through the Straits of Juan de Fuca was read in full.
A motion was made by Councilwoman Ross, seconded by Councilman McRevey and
unanimously carried to accept and place on file the foregoing letter.
A m9tion was made by Councilman Olson, seconded by Councilman Edwards and
unanimously carried to concur with the City Manager's recommendation to ease
the parking problem near Peninsula College. This recommendation was to
narrow the street to the actual right-of-way and erect one or two-hour park-
ing signs.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanim~uslY carried to authorize the City to enter into an agreement with
the Washington State Parks and Recreation Commission regarding the Youth
Development and Conservation Corps, a group of ten young boys to work for
the City Park and Recreation Department for a period of eight weeks in the
Tumwater Creek area.

A motion was made by Councilman Basom and seconded by Councilman Olson to
authorize the City to. enter into a 5-year'lease agreement with Richard McGoff
regarding property near the City Garbage Dump and operation of apusiness on
this property by Mr. McGoff. ~ motion was made by Councilman: Edwards and
seconded by Councilman McRevey to amend the lease to a 2-year period. Coun-
cilmen Edwards and McRevey voted "Aye" on amendment and Councilmen Basom,
Olson, Hordyk and Ross voted ttNolf. Amendment motion not carried. On the
original motion, Councilmen Basom, Olson, Hordyk and Ross voted "Aye" and
Councilmen Edwards and McRevey voted lfNo.lf Motion carried.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to take from the table and accept the gift of all assets of the
non-profit association of Olympic Skaters and that the City adopt the recre-
ational responsibility of continuing the ice s~ating in a city owned location,
remove and purchase the ice making equipment and constructing a new rink with
October 1st, 1971 as the goal for having in full operation the new facility.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the letter from the Marion P.T.A.
of Bremerton regarding the proposed closure of the Olympic Center.
The following ordinances were read in full:

AN ORDINANCE declaring certain conduct to be a mis-
demeanor, defining terms and establishing standards.

A motion was made by Councilman Edwards, seconded by Councilman Olson and
unanimously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1718
AN ORDINANCE relating to adults, minors and incompe-
tents, and declaring certain conduct to be unlawful
and defining terms.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to adopt the foregoing ordinance as read.

ORDINANCE NO.
AN ORDINANCE relating to licensing of amusement de-
vices and music playing machines, setting fees,
amending the certain sections of the City Code
and repealing others.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to table the foregoing ordinance to a work session.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the Olympic Air Pollution Control I
Authority Minutes of February 3, 1971; the Clallam County Mental Health and
Mental Retardation Board Minutes of February 2, 1971; the Library Board Minutes
of February 25, 1971 and the Library out-of-town report.
A letter from the Housing Authority of Clallam County regarding the City tak-
ing over the distribution and sale of electricity in that area was read in
full. The City Manager was aske<:!.to prepare a report for the Council on this.
A motion was made by Councilman Olson, seconded by CounciLman Basom and unani-
mously carried to concur with the City Manager's appointment of Robert L. Green
to the Library Board for a 5-year term.
A motion was made by Councilman Olson and seconded by Councilman Hordyk to con-
cur with the City Manager's appointment of David C. Siegel to the Human Re-
lations Commission for a 2-year term and the reappointment of Dick Timm, Mrs.
Robert Corning, Lorraine Doebbler, Mrs. Robert Rice, Delores Gress and Gary
Biel to the Human Relations Commission for 2-year terms. All Councilmen voted
TlAye" except Councilman McRevey, who voted "No" on Dick Timm, Delores Gress,
and Mrs. Robert Corning; and Councilman Edwards, who voted '!No" on Mrs. Robert
Corning. Motion carried.
A motion was made by Councilman Easom, seconded by Councilman Olson and unani-
mously carried to concur with the Director of Public Works' recommendation to
change the method of figuring assessments for street L.I.D.ls, which will re-
duce the side assessment to the corner.lot by about 9% and spread the reduc- I
tion fairly evenly to the middle of the block.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to investigate the project of a restroom and lounge facilities
in the downtown area; what can be done by the City as well as the financing
available.
Mayor Wolfe welcomed Clallam County Commissioner Harry. Cydiard to'the Meeting,
who in turn introduced Clallam County Commissioner D. J. Caulkins to the Council.
Meeting adjourned at 9:45 p.m.
