The City Council met in regular session at" 7: 30 P. M. and was called to order by Mayor Ricl}ardson. Other
Officers present were: Councilmen Smith, Sandison, Maxfield, Thorne, Randall and Caldwell, Manager
Slankard, Attorney Moffett and Clerk Law.

Under the head of unfinis~ed bus7ness, bids to furnish large water, pipe for the Water Department, held overl,from
the last meeting, were agam cons1dered. After due consideration, 1t was moved by Councilman Maxfield that a
all bids be rejected as originally submitted and a re-call for bids be published. Seconded by Councilman II
Caldwell and carried. :1
Purchase price having been requested for Lots 11 and 12 in Block 314, the committee appraised said Lots anJr.
recommended that price be set at $350.00. It was moved by Councilman Maxfield that the property be offere1
at $175.00 per Lot or $350.00 for the two. Seconded by Councilman Thorne and carried.
The Council considered proposal for renewal of contract to furnish water to the three major Industries. It I
was moved by Councilman Maxfield that the Attorney be instructed to take necessary procedure in re-writing I
the renewal contract, contingent upon the Industries maintaining the Elwha Water line for duration of the contract.
Seconded by Councilman Randall and carried. Il
Under the head of new business, the Engineer recommended in writing, that his Assistant, James F. Hooker's
retirement date be extended for one year from June 1, 1960, this due to L.I.D. No. 179 now under constructid
and As'Sessment Roll for the same. It was the opinion of Councilman Caldwell that if the extension is of ben~fit
to the Department and the City, request should be granted. Councilman Smith moved that the request by the )1
Engineer for extended service by granted. Seconded by Councilman Sandison. Councilman Randall cited ~
previous policy for not extending time of retirement and if this is approved, the extension will be setting
precedent. He then asked an amendment to the motion and date fixed at January 1. 1961. There was no secD. d
and on roll call Councilmen Smith, Sandison, Caldwell and Maxfield voted "Aye". Councilmen Randall and II
Thorne voted opposed. Motion carried.

It was moved by Councilman Caldwell that the minutes of the previous meeting be approved. Seconded by
Councilman Maxfield and carried.
The Council considered request to purchase a service ditcher for the Water Department to replace a 1953
model. It was moved by Councilman Smith that call for bids be published for said equipment. Seconded by
Councilman Caldwell and carried.
Port Angeles being eligible for a Walker Safety Award from the National Police Officers Association for pro-
moting safe motoring, the Mayor asked Councilman Thorne, Ex-Police Officer, to make presentation.
Mr. Thorne then presented Award to the Police Chief with proper commendations.

Purchase of Lots 2 to 10 in Block 14, West of the Police Station, was discussed by the Council. It was moved
by Councilman Randall that the matter be referred to the Planning Commission for study and recommendationsi .
Seconded by Councilman Thorne and carried. II
Extension of Front Street across Whites Creek and acquisition of rights-of-way were discussed. It was moved
by Councilman Randall that the Manager be authorized to make a study of the project and report. Seconded 111,1"""

John E. Dorr, Superintendent of Olympic National Park, expressed in writing, commendations and appreciatioA
for action by the Fire Department at a car accident on the Hurricane Ridge Road. II

Departmental reports were filed for approval as follows: Ught Operation and Work, Water Work Report and ,
i Financial Statement. It was moved by Councilman Thorne that all reports be approved and placed on file.

Claims payable were approved in amounts of. General Funds, $6,411.41; Water Fund, $655.62; Light Fund, !
$21. 944.50; Pipeline Fund, $893.70. It was moved by Councilman Smith that claims be approved and paid. i

Seconded by Councilman Maxfield and carried. \
The Mayor announced the names of candidates to appear on the General City Election Ballot and expressed !
the hope that Electors would make effort to vote for the candidates of their choice. :

Orville Bray of Bremerton, representing Engineers Local No. 302, informed the Council that wage and working\'1
conditions '[!r.e; being broken down on the Water Reservoir Project. When qu-e'stioned as to grievance, he
exonorated the Contractor, Del Guzzi Construction Co., the City, and blamed no one. I
Under the head of introduction and reading of Ordinances, the following were introduced and read in full:
ORDINANCE NO. 1453
AN ORDINANCE of the City of Port Angeles adopting a Uniform Sign Code with certain
amendments thereto.
No action was taken, this Ordinance being held until the next meeting.

ORDINANCE NO. 1454
AN ORDINANCE relating to the regulation and licensing of the business of distributing
and exhibiting for use and play certain amusement machines and devices, fixing
the license fees thereof and repealing Ordinance No. 1350, and amending Sections
2 and 3 of Ordinance No. 1126.
It was moved by Councilman Randall that the foregoing Ordinance be approved and adopted. Seconded by
Councilman Sandison and carried.
There being no further business, the meeting was adjourned.

I MINUTES OF SPECIAL COUNCIL MEETING - MARCH 10, 1960
The City Councll met in special session at 8:00 P. M., Officers present were: Mayor Richardson, Council-
men Smith, Sandison, Maxfield, Randall and Caldwell, Manager Slankard, Attorney Moffett and Clerk Law.
The meeting was called to consider investing Funds derived from sale of Port Angeles Water Revenue Bonds,
and a meeting of the Finance Committee to be scheduled for further study.
It was recommended by the City Manager that the Finance Committee meet to consider the investment of
Bond Money secured for the reconstruction and additions to the Municipal Water System which are now
underway.

i That the Finance Committee study the progress payment plan which will be submitted to them and that the
Attorney prepare a Resolution designating the amounts and date of redemption , the Resolution to be sUbmitt'edl
to the Council at tj'te next regular meeting on March 17, 1960.

\, It was moved by Councilman Caldwell that the recommendation be accepted, the Finance Committee authorized
, to meet and consider investing the surplus Funds. Seconded by Councilman Maxfield and carried.
No further business appearing, the meeting was adjourned.
