The Public Hearing on Assessment Roll for L.I.D. No. 186 was opened, and those present given the
opportunity to speak. The main complaint was the over-run of gravel used in the project. There
is a question as to whether B.P.A. can legally pay the assessment against their property in this
L.I.D. (If not, the current expense fund will absorb the costs instead of spreading it over the
roll since the costs of the L.I.D. are 17% more than was estimated. If at some future time, B.P.A.
can pay this assessment, the amount will be credited to the current expense fund.)
The Hearing was closed at 8:20 p.m. and the following ordinance introduced and read in full:
ORDINANCE NO. 1579
AN ORDINANCE of the City of Port Angeles, Washington, approving
and confirming the assessments and assessment roll of Local
Improvement District No. 186 for the construction of certain
sanitary sewers, and levying lots, tracts, parcels of land
and other property as shown on said assessment roll.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, that the fore-
IgOing ordinance be adopted as read.
A certification from the City Enginee~ that notices of the continuation of the Public Hearing on
L.I.D. No. 186 assessment roll were mailed to each owner or reputed owner of property affected by
this L.I.D.,was read.
A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, to approve the
second and final fixed estimate of work done and material furnished by the City of Port Angeles in
construction on 1.I.D. No. 186, Highland View Sanitary Sewer in total amount of $5,743.60.
,A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried,

ORDINANCE NO. 1580
AN ORDINANCE of the City of Port Angeles granting refunds
for overpayment of two water bills.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to adopt the
foregoing ordinance as read.
ORDINANCE NO. 1581
AN ORDINANCE of the City of Port Angeles adopting the 1965
. Fire Prevention Code.

A motion was made by Councllman Schroeder, seconded by Councllman Bettger and carrled, to approve
ifor payment claims vouchers in amount of $93,712.12; Payroll transfers in amount $35,129.24 and
IC.C.F.S.I. in amount of $465.00
A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that authori-
Ization be granted to assign delinquent utility accounts to the collectors in total amount of $845.8
A motion was made by Councilman Cornell, seconded by Councilman Bettger and unanimously carried, to
apQrove the P.U.D. Water Contract as changed by P.U.D.
A letter from the Clallam County Democratic Club was read, commending Mr. Bruce for the outstanding
job he has done as City Librarian, and expressing regret in his decision to leave Port Angeles.
The following resolution was then read:

A RESOLUTION of the City Council of the City of Fort Angeles
commending Robert R. Bruce, City Librarian.
A motion by Councilman Bettger that the foregoing resolution be adopted as read, was seconded by
Councilman Maxfield and carried.
A memorandum from the City Attorney regarding exemption of charitable or nonQrofit organizations
from admissions taxes pointed out that the tax is actually on the Qerson who attends the event and
not the sQonsoring orgainzation, so it would be improper classification to try to exempt nonprofit
organizations.

A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve the 1
transfer of liquor license from Oriel Edwin Weaver to Joseph W. Musch and LaVon Musch, Salad Bowl.
A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to accept and
place on file the Planning Commission minutes of February 15, 1966.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried to accept and
place on file the Park Board minutes of February 24, 1966. (The Council set Thursday, March 10,
1966 at 4:30 p.m. to take a tour of the proposed outdoor recreation areas.)
A motion was made by Coun~ilman Thorne, seconded by Councilman Bettger and carried, to accept and I
place on file minutes of the Library Board of Trustees meeting of February 27, 1966, and the Li-
brary Annual Report.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that a letteri
be sent to the Chairman of the State Legislative Council on Highways opposing construction of the
Vashon Bridge.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that permis-
sion be granted to call for bids for the following vehicles:
1966 3/4 Ton Pick-up w/Utility Box for Water Department I
1966 4 Door Sedan for City /1anager
1966 2-3 Cubic Yard Dump Truck for Street Department
, 1966 3/4 Ton Pick-up for Street Department
1966 1/2 Ton Pick-up for Park Department
1966 1/2 Ton Pick-up for Light Department
1966 Station Wagon for Recreation Department

Other subjects of discussion were Initiative 226 and petitions; a certificate of appreciation to
be presented to Mr. McGee for services on the Planning Commission; Ralph Langer of the Evening
News was commended for his coverage of Council and City news during his stay in Port Angeles; pro-
gress of the annexation of an area south of Ahlvers Road; the City Manager was given permission to
meet with persons interested in the shingle mill site on Ediz Hook; and the Firemen's Pension Fund,
Annual Report and the Street Department Cost Report. Also, Mr. Gunnar Iverson offered to donate
some property on White's Creek to the City for park purposes.
