The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Coun-
cilmen Maxfield, Thorne, Cornell, Wolfe,. Bettger and Schroeder, Acting City Manager John Warder,
Attorney Moffett and Clerk McNeece.
A Motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to accept
! and place on file the minutes of the previous meeting.
I A motion was made by Councilman WOlfe, seconded by Councilman Schr08der and carried to refer the
bids for Light DepartmentService Chassis and Utility Body to the City Manager and Light Superin-
tendent for study and recommendation.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried to grant per-
mission to the Street Department to call for bids for a Viberatory Power ROller, a trailer for
the roller and a manually guided Viberatory Compactor.
A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried to approve
for payment claim vouchers in the total amount of $82,230.15 and Payroll Transfers in the
amount of $34,537.90 .
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried,
that the Council go on record as opposing Senate Bill #395, and the City Manager be directed to
write this intention to the legislators involved.
A motion was made by Councilman Wolfe,seconded by Councilman Cornell and carried, to grant the
request of Olympic Shrine Club and waive the license fee for the Shrine Circus.
A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and unanimously carried
to delete a 15'x15' triangle on adjacent corner of Truck Route and Marine Drive from West 15' of
Lot 4, Block 48 Townsite, set a minimum price and put it up for bids, subject to an affirmative
answer from Mr. E. A. Jenson of Shell Oil Company and if Mr. Jenson does not want the property,
with this deletion, no call for bids be made.
A memorandum from City Employees Association concerning overtime pay was referred back to the
City Manager.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that the
City Manager negotiate with the Department of Interior an agreement to protect the Water Supply
of Port Angeles. (The U.S. Department of Agriculture desires to end an agreement made with the
City in 1937. The Olympic National Park Service, a part of the Department of Interior, now owns
the property concerned).
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried to accept
the Planning Commission's recommendation and approve the application of the City of Port Angeles
Light Department for variance from the Zoning Regulations to permit construction, operation and
maintenance of electrical sub-statioreon property lOO'xlOO' in the NW~ of the NE~ of the NW~
Section14, T30N R6W, located on the Peninsula Junior College Site, and on Lots 47 and 48, Block
25, Grants Addition, located approximately 200 feet south of Park Avenue on the East side of
Grace Street.
A motion by Councilman Bettger, that the Planning Commission Minutes of March 2, 1965, be accepted
and placed on file, was seconded by Councilman Thorne and carried.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to accept and
place on file the Fire Department, Clallam County Civil Defense and Bonneville Power Adminis-
tration Rate Hearing Reports.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to confirm
the reappointment of Claude Johnson to a five year term on the Library Board. (Mr. Johnson's
first term on the Board expired March 1, 1965.)
Other subjects of discussion were various pending legislation, the progress on the Penn Street
L.I.D. and a work session concerning storm sewers, rights of way, Condemnations and Water Line
installation above the Boulevard, West of Laurel Street.
Monday, Mar~h 15, at 7:00 p.m. in the City Hall, was set for a work session regarding the hiring
of Consulting Engineers for sewage project.
It was noted that the public hearing on the proposed Comprehensive Plan will be held in the
Roosevelt Junior High School the 15th of March, 1965, at 7:30 p.m.
There being no further business, the meeting was adjourned.
