The City Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, Council, men Smith, Thorne, Haguewood, Cornell, Willson and Wolfe; Manager Herrman, Attorney Moffett and I Clerk McNeece. A motion was made by Councilman Willson, seconded by Councilman Thorne and carried, that minutes of the previous meeting be approved and placed on file. A motion by Councilman Wolfe that the low bid of $3,450.00 net to the City by Fray Equipment Co. for an Oliver Model OC-46 Series B Tractor Loader be accepted subject to the acceptance of the equi - ment by the City Manager and Water Superintendent, was seconded by Councilman Willson and carried. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that authorizatio be granted to call for bids for one completc 5000 KVA or alternate 7500 KVA, 67 KV to 4.16 KV Unit substation installed on City property within the 13.8 KV sub-transmission loop. The request to call for bids for one complete 5000 KVA, 67 KV to 4.15 KV Unit substation to be in- stalled at the location of the new Junior College was referred to the City Attorney to determine the legality of calling for bids this year with payment to be made next year, as this piece of equipment was not included in the 1964 Budget. iThe following ordinance Iduced and read in full: setting forth a new schedule of rate charges for water services was intro- ORDINANCE NO. 1529 I fu~ ORDINANCE of the City of Port Angeles amending and repealing certain sections of the City Code with reference to water service connections I and rates. After a 'lengthy discussion among the Council members and residents present at the meeting on the pros and cons of the water rate increase, a motion was made by Councilman Cornell and seconded by Councilman Willson that the ordinance, as read, be adopted. On called vote Councilmen Cornell, Haguewood, Wolfe, Willson and Thorne voted "Aye", Councilman Smith voted "No". Motion carried. The City Attorney was requested to study and give an opinion on the legality of revenue from the I Industrial Water line being transferred into the Current Expense, Fund, also whether provision could be made for a lower water rate to people with a low fixed income, on request and with proof of need:_ IA motion was made by Councilman Willson, seconded by Councilman Smith and carried, that claims in 'I 'amounts of: General Funds, $34,172.04, Water Fund, $8,039.52 - warrants No. 12314-12329 and Light. Fund, $88,544.60 - warrants No. 12481 - 12510, a total of $130,756.26 be approved and paid. ~ IA motion by Councilman Thorne ~hat transfer of liquor license from Norma Lorraine Peterson to HaroJh 'IL ~bbott and Gilbert D. Smith, Marlatt's Food Store be approved, was seconded by Councilman Smith and carried. A motion was made by Councilman Willson, seconded by Councilman Haguewood and carried, that the !request of the American Legion that setting of gravestones for veterans, paid by the Legion, remain at $10.00 instead of the $25.00 as specificd in the cemetery rate increases, be referred to the City Manager for a legal opinion from the City Attorney. iA letter from Assn. of Washington Cities containing a copy of Initiative No. 222 was read and ex- plained. This initiative, in effect, would take from the cities all liquor profits and liquor ex- cise tax, if it should pass at the November 1954 election. 'A motion was made by Councilman Wolfe, seconded by Councilman Smith and carried, that the request of Charles Gallacci for water service to his property Southeast of the City limits be referred to the City Manager and the Planning Com~ission. 'IA letter from E. J. Roland, Admiral, U.S. Coast Guard Commandant regarding the disposal of Govern- ment outlots 1, 2 and 3 on Ediz Hook, was read. liThe comprehensive report regarding the Light Dept. as requested by the Council, was read and d is- [Icussed. Indications are that the Electrical heating moratorium may be lifted after the 16th of ,April. IA motion by Councilman Willson that the minutes of the Planning Commission meeting March 3, 1964, be accepted and placed on file, was seconded by Councilman Smith and carried. The Library Board minutes of February 27, 1964 were read. A motion was made by Councilman Wolfe, seconded by Councilman Haggewood and carried, that the five dollar ($5.00) charge to non-county I,residence for Liba;,ary services, be approved. I IIA motion by Councilman Thorne that the Library Board minutes be accepted and placed on file, was 'I seconded by Councilman Cornell and carried. , ~A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that the monthlY' I Budget Report of Receipts, Light Dept. Work, Billing Operating Statement and Balance Sheet and the I Water Dept. Work, Operating Statement and Balance Sheet be accepted and placed on file. 'IA motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that the report of the committee regarding the parking problem on Third St. between Valley and Pine Sts., be accept~d, with their recommendation that two spots wide enough to allow for parking be graded on the So. side,l of 3rd St. and that the sign be changed to read "Do Not Block Roadway".
