,The City Council met in r egllar session at 7 :30 P.M. and was called to order by Mayor Smith. Roll call
of officers show..d the following present: Councilmen Brown, Sandison, Matthieu, wolfe, McFadden and Max-
field, Manager Vergeer, Attorney, Severyns and Clerk Law.
It was moved by Councilmlll Maxfield tl1at minutes of the previous meeting be approved as received, Seconded
,by Councilman Wolfe and carried.

Under the head of unfinished business, the City Treasurer rep~ted $139~8.5l cash payments during the 30-
day prepayment period for assessments in L.I.D. No. 173. Unpaid balance of district roll was $33,304.74,
Grande and Co., Inc. having contracted to purchase bonds in that amount. The following ReSOlution was then
introduced authorizirig issue and aale of bonds.
RESOLurION NO.5-58
A RESOLUTION of the City Council of the City of Port Angeles, Washington, providing for the issuance of
bonds of Local Improvement District No. 173 of the city in the total principal sum of $33,304.74.
It was moved by Councilman Brown that the foregoing Resolution be approved and adopted, Seconded by
Councilman Sandison and carried.
The Mayor announced appointment of Margaret Matthieu, Chairman, Councilmen Wolfe and Maxfield, to serve
as Legislative Body and work with:, groups from other Cities during sessions of the State Legislature when
l~gislation conc~rning towns and cities is considered.
Council received report from Association of Washington Cities regarding use of recorder machine during
Councii meetings, It is not a COmmon practice and us"d only for benefit of the Clerk's Department or
during unusual circumstances. Council decided to give trial at the next session.
Tyler Moffett told Council the insurance adjuster has investigated claim by Don Tisdale for damage by
s"w"r backing up in basement. It appears th" local adjuster is awaiting mo,," evidence of damage md
claimants adjuster will contact. Mr. Moffett also informed that 60% protest of p"roperty bearing cost of
improvement is required.
Councilman Wolfe reported on committee- meeting with George Wood of Central Labor Council and Harry Hunt 'of
Carpenter's Union, also Floyd Hill, Washington Stat" Ilnployment S"rvice, r"garding unemployment situation
in this ar"a. Mr. Hill stat"d that 1320 are out of work, 198 having exhausted unemployment compensation
J and advised that citi"s work together with the Governor and r"quest lib"ralizing unemployment funds. -
,Mayor Smith said he will meet with Mayor of Shelton and others Monday to asc"rtain what can be don", also
jcooperate with all Legislative groups regarding action in this area. John Trumbull suggest"d thinning

area.
Under the head of new business, payment of claims was approved in total amount of $72,770.16. It was
moved by Councilman McFadd"n that claims b" approved and paid. Seconded by Councilman Brown and carried.

It was moved by Councilman Sandison that transfers be approved. Seconded by Councilman Matthieu and
carried. .
Walter Akel"y Post No. 29 asked permission to use port property west of City Jail for carniVal they are
sponsoring May 16 - 31. It was moved by Councilman Sandison that permission be grante,d. Sec',lDded by
Councilman Wolfe and carried.
It was moved by Councilman McFadden that monthly budget reports of receipts and expenditures for-City
departments be accepted and placed on f He. Seconded by Councilman Sandison and carried.
Council received petitions r"questing that improv"ment district be established for grading, draining and
paving of the area South of First Street to Fifth Street and from Race Street East to Alder Street.
There having been petition previously filed requesting improvement of area from Sixth Street to Eighth st.
Bast of Race Street, it was moved by Counci Iman Wolfe that p"titions b" acc"pt"d and referred to the
Engin"ering o..partment for estimates of cost for improvement of the districts as petitioned. Seconded by
Councilman McFadden and carried.
Milo Wetherald and Lois lIinkl"man having consid"red installation of fresh and s art water acquarium at the
foot of Lincoln Street, the Planning Council recommend"d approva~ if plans comply with Engineer's require-
m"nts. It was moved by Councilman Maxfield t hat Council accept recommendation !if specific at ions are
approved. Seconded by Councilman Wolfe and t anied.
The Planning Council also recommended singl" wire overh"ad circuit for Eighth Street lighting and that
consid"ration of comfort stations be tabled for futher stUdy.
It was moved by Councilman Matthieu that m~lthly reports of Police and Fire Departments b" accepted and
filed. Seconded by Councilman Sandison and carri"d.
jGeorg" Sylvia, 413! w. Secon~Str""t cited recent actid"nts on Marine Drive and suggested bypass road &om
the Tumwater logging route for trucks to use when brakes fail. This would eliminate necessity of entering
Marine Drive where accidents occur. Engineer Warder considered this impractical and will further investigate.
Danny Smith cited reasons for requesting use of recorder for Council meetings. Also asked why money had
be"n transferred from Water Fund to Current 'Expense Fund insh,ad of using for replacement of main line and
filteration. Whey were Street D"partment employe"s installing Valley Creek culvert and no bids published
I whereby outside laborers would be employed. Tbe Mayor requested that statements be signed and filed with
Council. There wa.s no response.
No further business appearing, t he meeting was adjourned.
