The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Wray, seconded by Councilman Olson and unani- mously carried to accept and place on file, as received, the Minutes of February 20, 1973. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and un ani- -mously carried to accept the low bid of R.T.E. Corp., $22,085., for 43 single phase, 2400/4160Y volts pri. and 120/240 volts sec. transformers; 12 single 1- phase 4160/7200Y volts pri. and 120/240 volts sec. transformers; and 3 single phase 4160/7200Y volts pri. and 240/480 volts sec. transformers (Items NO.'S 1, 2 & 3 on Notice of Call for Bids.) A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to accept the low bid of Westinghouse Electric, $21,585., for 57 single phase 7200/12470Y volts pri. and 120/240 volts sec. transformers with external tap changers for 4~2~h taps below; and for 6 single phase 14400/24940Y volts pri. and 240/480 volts sec. transformers with external tap cnangers for 13800, 12870 and 12540 volts. (Items No. 's 4 and 5 on Notice of Call for Bids). - A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept the low bid of R.T.E. Corp., $27,402., for 94 disbribu- tion transformers, pole type, oil filled,conventional single position direct pole mounting, two high voltage bushings, external. dual voltage switch for 2400/4160 Y X 7200/12470Y volts pril and 120/240 volts sec. (Item No.6 on Notice of Call for Bids). A motion was made by Councilman Hordyk;, seconded by Councilwoman Ross and unani- mously carried to accept the low bid of R.T.E. Corp., $30,240., for 52 various single phase 4160 GRD Y/2400 volt pri. and 240/120 volt sec. transformers and for 10 various single phase 12470 GRD Y/7200 volt pri. and240/120 volt sec. trans~ formers. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- I mously carried to approve for payment Claim Vouchers in amount of $387,701.69 and Payroll Transfers in amount of $70,263.07. Mayor Basom asked the Cub Scout group, in the audience, to stand up and be recog- nized. They were fromr.Port Angeles Pack #474, LinCOln School, and interested in municipal government. \' ~ After lengthy discussion, talks from the City Manager, representatives for Port ~ngeles Telecable and members of the audience, a motion was made by Councilman Hordyk,and seconded by Councilwoman Ross to authorize the extension of the present franchise with provision that no rate increase be considered until the system is 100% in compliance with technical standards. . A motion was made by Councilman Olson and seconded by Councilman Wray to table the franchise renewal to the next work session. Councilmen Ross, Hordyk, and Lukey voted !lNo", Councilmen Olson, Wray and Haguewood voted "Aye" with Mayor Basom voting !lAye'! to break the tie. Motion carried to table to work session, Thursday, March 8, 1972 at 7:30 p.m. in the Council Chambers. Work session to be open to public who wish to attend. <,' j ~ A motion was made by Councilwoman. Ross, seconded by Councilman Olson and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. Everett L. Rudder, 1737 West 6th Street, for a vari- ance to allow him to enlarge his residence. A motion was made by Councilman Hordyk, seconded by Councilwoman R6SS"and1Unani~I' mously carried to concur with the Planning Commission's recommendation and ap~. prove the request of T.J. Construction Company for a conditional use permit to enable construction of a duplex in the RS-7 Zone on the southeast corner of 6th and rrK" Streets. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. James Carmichael for a variance to permit him to in- stall a mobile home on his property at 1212 West 12th Street to accommodate his disabled daughter and her son. Cole, 1005 South "B" Street, for a variance to allow construction of an addition to his residence. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the Planning Commission's. recommendation and ap- prove the request of Mr. Les Roline for a conditional use permit to allow con- struction of a duplex in an RS-7 Zone on the south side of East 11th Street be- tween Laurel and Lincoln Streets for Mr. George A. Johnson and Ms. Zelma L. Gress. I A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. Michael Fitzpatrick, 825 Caroline Street, for a vari- ance to enable him to enlarge his residence. . . A motion was made by Councilman Wray, seconded by Councilman Olson and unanimously carried to concur with the recommendation of the Planning Commission and approve the request of Peninsula Bottling Company to install a soft-drink bottling facility in the M-l Zone on the southeast corner of 3rd and Valley Streets. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. Fred Wessler to construct a foundation under his resi- dence at 503 West 6th Street. . A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to accept and place on file the Planning Commission Minutes of February 26, 1973. A motion was made by Councilwoman Ross, secQnded by Councilman Hordyk, and unani- mously carried to accept the annexation petition from Mr. John Z. and Mrs. Mary E. Miller, and set the next Council meeting, March 20, 1973, as the public hearing date for this annexation. I The following1ordinance was read in full: ORDINANCE NO. 1783 AN ORDINANCE amending a part of the Comprehensive Plan. A motion was made by Councilwoman Ross, seconded by Councilman Wray and unanimously carried to adopt the foregoing ordinance as read. On the request of Twin Firs Realty, Inc. for the City to put up a group of lots in Carters Subdivision Block 133, Blots 5, 6, 7, 8 & 9, Mayor Basom appointed Councilwoman Ross, Councilmen Hordyk and Wray to act as an evaluation committee to arrive at a minimum price per lot and then Council will put these lots up for public auction. The proposed ordinance for amending zoning ordinance and the appointments of mem- bers to the Human Relations Commission were left on the table for more information. A motion was made by Councilman Olson, seconded by Councilman Lukey and unanimously carried to concur with the Park Board and instruct the City Manager to have in- stalled "No Smoking" signs at Civic Field. I A motion was made by Councilman Olson and seconded by Councilman Hordyk to concur with the Park Board and adopt a cleanup fee of $100 be billed to persons using and leaving Civic Field with a mess for the City to have to clean up, and that they pay a user's fee of $10 when applicable. All Councilmen voted "Aye" except Coun- cilmen Haguewood and Lukey, who voted "No." Motion carried. A motion was made by Councilman Lukey, seconded by Councilman Olson and unanimously carried to drop the concession fee of 6% of the gross payable to the City, from both Civic Field and the swimming pool. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unani- mously carried to refer to the City Manager for recommendation, the request of the Park Board for permission to purchase and install cyclone fencing along Highway ll2 approximately 1,800 feet for protection to persons using the cycle trails near Lincoln Park. 334 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and carried to approve the Class A Dance License for Michael A. ,and Carolyn R.,Wciit, Ross E. and Shirley R.Wait, and George W. and Linda L. Lindell dba Sawtooth Tavern. All C;ouncilmen voted "Aye," except Councilman Lukey, who abstained. A motion was made by Councilman Olson, seconded-by Councilman Hordyk and unani- mously carried to accept and'place on file the out-of-town report of the Per- sonnel Director. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and carried to color the .waterin tj:e fountain on First and Laurel Streets green for the weekend of March 16 through 19, 1973 for St. Patrick's Day. All Councilmen voted nAye," except Councilman Hordyk, who voted "No." Motion carried.
