P__2"3~_ .aGO _ _ -. _ __ _ _ .c _ __n- _. _ _ _ liThe City Council met in r, egular session at 7:30 p.m. Officers present were Mayor M8xfield, Council I-II men Smith, Thorne, Haguewood, Cornell, Willson and Wolfe; Mana~er Slankard, Attorney Moffett and Ilclerk McNeece. I IThe fourth para~aph of the minutes of the previous meetin~ was corrected to include 'Seconded by Councilman Wolfe and unanimously carried'. It was then moved by Councilman Willson that the minute ,be approved as corrected and placed on file. Seconded by Councilman rnorne and' carried. I IThe bids for pipe and fittin~s for the water department were opened, and it was moved by Councilman \Wolfe that they be referred to the City Mana~er and the Water Department for tabulation, and return d ~ith a recommendation at the next meetin~. Seconded by Councilman Willson and carried. A communication from Norma Peterson, o.mer of Marlatt's Food Store, placin~ blame for a burned out otor at the store on the Li~ht Department crew was read. After Considerable discussion, it was ~oved by Councilman Wolfe that this matter be referred to the City Manager and City Attorney for /study to determine whether any City liability exists. Seconded by Councilman Willson and carried. IA communication was read from Loren E. Ber~quist and Joe Chaisson, Jr. requesting a revision of the City Ordinance passed May 11, 1921, governing public dances, to allow Saturday night public dances to operate until 1:00 a.m. and lowerin~ the age limit from 18 years to 16 years. Also requested the Council to direct the Chief of Police to allow the Saturday night dances being held at Funmore Rollerland to operate till 1 a.m. until May 18, 1963, at which time their present commitments would Ibe completed. The mayor pointed out that the ordinances should have been checked before making ,these commitments and that he feels the Council has no right to waive enforcemeht of an ordinance 'for that time. After considerable discussion, it was moved by Councilman Cornell that a committee be appointed to study this ordinance and make recommendation on a possible revision to bring it more up-to-date. Seconded by Councilman Smith and carried. The Mayor appointed ~ouncilmen Thorne, Willson and Cornell as committee to study this ordinance along with the City Mana~er, Attorney and Police Chief, and I ,make report at the next Council meeting. ,kater in the meeting, Mr. Ber~quist being present, again requested that the Council ~ant leniency '1IsO that the Funmore Rollerland Saturday ni~ht Teen Age Dances could be held till 1: 00 a.m, until May 18, 1963, The Mayor pointed out that it will only be two weeks and then the report and reCDm- Imendation of the study will be made. After further discussion, it was moved by Councilman Haguewoo, to waive enforcement of this ordinance for the night of March 9, 1963. Seconded by Councilman I'Thorne and unanimously carried. The Committee (Councilman Thorne, Willson and Cornell) will view the dance on March 9th to try to determine why the ordinance is being enforced at this time, when , it has not been enforced so rigidly up to this time. In answer to the communication from the International Brotherhood of Electrical Workers No. 77 regarding desire to negotiate wages, hours and working conditions of the City Light Department, it was moved by Councilman Smith that the City Manan~er answer the letter and inform the Union of the Councils intent to meet with the employees themselves, as has been the Councils policy in the past. Seconded by Councilman Haguewood and unanimously carried. The City Mana~er is to furnish the 'Councilmen with a COpy of this letter. IAfter discussing the request of the auditor that the Council ~ive"prior permission, and the minutes IlshOW action taken by Council, for employees to attend meetin~s out of the City for which they expec~ [to be reimbursed, it was moved by Councilman Willson that normal trips - ones the employee knows I 'about far enough ahead - have the authorization of the Council before the trip is made; any unforer ,seen trip the City Manager deems necessary, he may authorize same and report at next Council meeting. Seconded by Councilman Thorne and unanimously carried. IUnder the head of Introduction of Resolutions, the following I in full: RESOLU TION NO. 8 -6 3 IT IS HEREBY RESOLVED, by the City Council that the Director of Highways is authorized and directed to provide State Highway Department personnel to inspect Asphalt Paving , operations in the Pine Hill L.I.D. #184 to the amount of Two Thousand Dollars ($2,000.00) It was moved by Councilman Haguewood that the foregoing resolution be passed as read. Seconded by I,COUnCilman Smith and unanimously carried. I RESOLUTION NO. 9-63 I I I lIt was moved by Councilman Haguewood that the foregoing resolution be passed. Seconded by Council- man Wolfe and unanimously carried. Councilman Wolfe commented that he believes the City should "receive more for their money in the future than they have in the past. IThe claim by Ron Buck for damages having been settled by the City's Insurance Company, the fOllowinr Ordinance, providing for the payment of the $100.00 deductible to reimburse the insurance company, : was introduced and read in full: ORDINANCE NO. 1508 I AN ORDINANCE of the City of Port Angeles authorizing the payment of a claim against the City by Ron Buck. A RESOLUTION of the City Council of the City of Port Angeles authorizing the expenditure of funds and providing services for the Clallam Regional Planning Program. It was moved by Councilman Smith that the foregoing ordinance be approved. Seconded by Councilman Thorne and unanimously carried. jThe Public Hearing on L.I.D. The City Engineer explained 1 that the final cost io running approximately 8% hi~her than the estimate due to so much more exca- ! vation, ballast and drainage system being required than was anticipated. Durin~ the discussion I II period, it was explained that the storm draina~c system was assessed a~ainst all of the property in the area of the L.I.D. iFred Hill registered a complaint re~ardin~ the extra blacktoppin~ of his driveway, Th~ City En~in1ler assured that as soon as the weather permits, and the company (Randall Kllmer Constructlon Co.) sta~ts up their plant again, a number of jobs of remedial work will be done. All persons present havin~ questions or protests having been heard and their problems discussed, the public hearin~ was closed at 9:00p.m. The following Ordinance was then introduced and read in full: ORDINANCE NO. 1507 AN ORDINANCE of the City of Port Angeles, Washin~ton, approving and confirming the assessments and assessment roll of Local Improvement District No. 183 for the construction of certain storm sewer, street and alley improvements within the city and levying and assessing the amounts thereof against the several lots, I tracts, parcels of land and other property as sho~ on said assessment roll. It was moved by Councilman Haguewood that the fore~oing Ordinance be adopted as read. Seconded bY] Councilman Thorne and unanimously carried., I It was moved by Councilman Thorne that permission be ~anted to call for bids for furnishing a 196 Panel pickup truck for the electrical inspector both with and without trade in. Seconded by coun-!I ' cilman Willson and carried. It was moved by Councilman Smith that permission be ~anted to call for bids for a 1963, 3 to 4 yatd dump truck for the Street Department. Seconded by Councilman Wolfe and carried. I The follo;Jing reports were presented for approval: , Fire, Police, Police Judge, Light Dept. opera-I tin~ Statement and Balance Sheet, and Water Dept. Operating Statement and Balance Sheet. During discussion of the reports, Councilman Wolfe asked why the Water Dept. shows a $2,300.00 net loss i, on Operating Statement, Councilman Cornell asked for clarification of prepayment items in both Li~ht and Water Dept. reports, also cited items under 'Other Income' that should be bracketed as they are not income; Councilman Willson asked for an explanation of the $2,000.00 listed under 'Fixed Assets' as organization in the Water Dept. Balance Sheet - and the $1,000.00 listed under the same headings in the Light Dept. It was moved by Councilman Willson that the reports be approved subject to clarification on the questions asked. Seconded by Councilman Cornell and unanimously carried. Claims payable were presented for approval in amounts of: General Funds, $11,683.22; Water Fund, I 1$389.70 - warrants No. 11907 - 11917; Light Fund, $23,512.01 - warrants No. 11704, 11706 - 11735, i It was moved by Councilman Willson that the claims in total amount of $35,584.93 be approved. I II Seconded by Councilman Thorne and unanimously carried. I , It ;Jas moved by Councilman Wolfe that the payrolls for February, in total amount of $67,450.90 be approved as paid. Seconded by Councilman Smith and carried. Hereafter, the warrants transferrin~ the money from all departments to the Payroll Fund for salaries will be listed with the claims payable. Mr. Burke, bein~ present, protested Council action in approving the installation of a meter in ~ front of Habit Cleaners, 121 E Front Street, and requested that the Council reverse action and not:' install meter at this location. After discussion, it was moved by Councilman Haguewood that the 'i Police Chief be requested to study this problem and report back. Seconded by Councilman Wolfe and:' carried. i , It was moved by Councilman Smith that the application for transfer of liquor license from Don Feeley, Inc. to Donald William Feeley be approved.Seconded by Councilman Willson and carried. Councilman Smith introduced State Senator Harry Elway, former Mayor of Hoquiam. The Mayor wel- comed and thanked him for attending the meeting. I After conslderable dlscusslon regardlng the Heart of the Hllls, National Park Parkway and the bill introduced by Senator Gordon Sandison authorizin~ the state to acquire right of way to be turned I over to the National Park for construction of the Parkway, it was moved by Councilman Smith that a tele~am be sent to Senators Nat Washin~ton~Gordon Sandison, and Mr. Bugge approving Senator , Sandison's bill subject to adequate provision bein~ made for access roads.
