March 7, 1972 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. Councilwoman Ross came in later. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file, as received, the Council Minutes of February 15, 1972. 1 The following bids were received on the ch1orinator equipment for:Jones Street, "Err Street and Black Diamond Reservoirs: Bidding Company Wallace & Tiernan Bid Total $22,79l.00 Blk.Dia. Tax $231. .,,-- $1,099.60 $lO,OlO. $7,880. $3,880. $200.00 $230. $1,100.00 A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- mously carried to concur with Supt. Ken Rodocker's recommendation and accept the low bid of Wallace & Tiernan in the amount of $22,791.00. Instrument Service Co. $22,900.00 A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried that the City enter into an engineering services agreement with Lee Johnson & Associates, Inc. for engineering services for the l5-acre West End Park; scope of services to be preparation of a preliminary design, working drawings and specifications for said park. The Council commended Parks and Recreation Director Dick Mullins for all his efforts towards this park. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve for payment Claim Vouchers in the amount of $231,622.33, L.I.D. No. 193 in the amount of $94.90 and Payroll Transfers in the amount of $64,756.64. I Councilman Basom presented to Ralph E. Wait, Water Department Superintendent, a Certificate of Competency issued from the State of Washington Certification Com- mittee of the Pacific Northwest Section of the American Water Works Association, recognizing Mr. Wait as a Water Works Specialist. . A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unanimously carried to concur with ,the Planning Commission's recommendation and approve the annexation request of Mr. George Durham for his property between 3rd and 4th Streets abutting the east City Limits. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and -unanimously carried to concur with the Planning Commission's recommendation and approve the request of Mr. Robert Schmid, 2321 South Peabody Street, for a vari- ance to allow him to enlarge an existing, non-conforming single family residence. A motion was made by Councilman Olson, seconded by Councilman Lukey and unani- mously.carried to approve the request of Mr. Bert F. Raber, 236 East 5th Street, for relief from the off-street parking requirements for a dental clinic, to allow him to enlarge his facilities, as recommended by the Planning Commission. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- -mously carried to accept and place on file the Planning Commission Minutes of February 28, 1972. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to take from the table the annexation request of George L. Dur- ham. I A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- mously carried that the City enter into an agreement with Mr. George L. Durham furnishing City services (water, sewer, etc.) to Mr. Durham's property for which Mr. Durham presently has an annexation request on file with the City and agrees to the annexation upon request of the City, and authorize signing of the agreement by the Mayor. March 7; 1972 (Continued) The Annexation Policy Proposal Number 2 was read in full. This was one of two proposals submitted previously to the Council by the City Manager. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to adopt the foregoing annexation policy as read, including the addi- .tion of paragraph 6 on the last page. The following ordinance was read in full: ORDINANCE NO. 1757 AN ORDINANCE of the City of Port Angeles amending Ordinance No. 1713, and authorizing expenditure of funds received in eXcess of the estimated revenues for 1971. I Amotion was made by Councilman Hordyk; seconded by Councilman Haguewood and unanimously carried to adopt the foregoing ordinance as read. The Northwest Indian Cultural Enterprises request fO~J~ity participation was left on the table,as Mr. White had not yet met with/~ITe tribes. was read A memorandum from the City Manageq regarding the Emanon Youth Council Program Proposal recommending that the Council accept the proposal report and await specifics and an additional report to the Council on April 4, 1972. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and uRanimously carried to concur with the City Manager's recommendation and accept and place on file the Emanon Report, and await additional information. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to concur with the City Manager1s recommendation and appoint Dalton W. Thorne to the Port Angeles Planning Commission for a six-year term. A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani- mously carried to grant permission to the Clallam-Jefferson District Boy Scouts to have a midway type carnival at their annual Scout Show at the Clallam County Fairgnounds on Saturday, A~ril 29, 1972 and to use the fishing lake at Lincoln 1 Park for a one-hour Cub Scout fishing derby followed by a one-hour Boy Scout fishing derby. A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani- mously carried to concur with the Police Chief's recommendation and hold the now City owned property described as SENE 23-30-6 for a possible training area, primarily in firearms, for the Police Department. A proclamation regarding March 1, 1972 being designated as National Parks Cen- tenial Day was read in full by Mayor Easom. A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unanimously carried to approve the proclamation as read. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to refer back to the department head and the City Manager the Claim for Damage~ from Mr. & Mrs. Ted Pruss for damages to car tire, for their recommendation. A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani- mously carried to confirm the blasting permit issued to Fibreboard,for demoli- tion of mill site. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to authorize the City Manager to enter into an agreement with Crown Zellerbach Company to install a car wasry on Ediz Hook . A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- mously carried to rescind approval action taken at February 15, 1972 Council Meeting regarding Liquor License Change of Location of Harbor Tavern from 125 West Front Street to 612 South Lincoln Street, due to many letters and petitions filed with the Council disapproving change of .location to Lincoln St; and to inform the Washington State Liquor Contrri Board of the Council's pre- sent action. Annual Re- -port; City Library Board Minutes of January 10, 1972; the Equipment Rental, Light, Sanitation, Sewer, Street,and Water Departments monthly reports for February, 1972; the Light and Power Work Report; Water Dept. Work Report; Fire, Municipal Judge, Park and Recreation, Police and Utilities monthly re- 'ports; the Revenue and Expenditures 1971 Report; Out-of-town reports of the Librarian, Senior Citizen's Director, Light Department, Recreation and Emanonj and.the secoQd mQnthly r~port on the jail operation, and Clallam-Jefferson Community Actlon Councll Mlnutes ot February 16, 1972. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried to direct the' City Manager to pursue the expedition of getting the sidewalks back to normal and a fence up as quickly as possible in front of the Olympus Hotel site explosion. A motion"was made .by Councilman Lukey. and seconded by Counctlman Wray to amend the ordinance pertaining to the $l.OO_sewer charge for residents not connected to the sewer and not within the 300 feet limit of a sewer line. After consid- _erable discussion from the audience, a motion was made by Councilman Haguewood and seconded by Councilman Olson to table this until it can be brought before .the full Council and after some further investigation. Councilmen Haguewood, Hordyk and Olson voted "Aye", Councilmen Lukey and Wray.voted "No", Council- woman Ross not present. Motion to table carried. A motion was made by-Councilman Haguewood, seconded by Councilman Lukey and unanimously car~ied to refer to the City Manager and Director of Public Works the request of Delhur, Inc. for City water service to their property at Highway Junction 101 and Truck Route, and to see if annexation agreement could be worked out. I _ A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani- mously carried to instruct the City Manager to get some figures from the plan- ners for up-dating the present Comprehensive Plan in conjunction with the County. - - A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried to table to the next meeting the Liquor License Application of Pepe's for further investigation. Other subjects of discussion were General Electric Regulator Mobile Unit at P.U.D. on regulators; 91l Meeting in Puyallupj City Manager's Meeting in Lincoln City, Oregon; Application on radio frequency for Police Department;:Student Govern- ment Day to be Wednesday, March 15, 1972; Annual physicals for pOlice and fire _ men; and the letter from the Senior Citizen I s Center regarding hours for the Emanon.
