The Commission met in rec:ular session at 10:00 A.I{" and ,,,as called to order by Hayor Feeley. Officers pre.sent were: Mayor Feeley, Conunissioners Robinson and Taylor, Attorney Trumbull and Cl.erk Law. JfJ.nutes of the previous session were read and approved. Under the head of application for building permits, the following were granted: Ben Cburch Construct Garage; Lot 18, Blk. 234, Townsite 100.00 Under the head of unfinished business, the Engineer filed recommen:!ation that the 15% retained, or $3,711.11, be paid Owens Bros., Contractors on channel change and rock jetty on the Elwha river. It was moved by I Commissioner Taylor that the amount retained be paid the Contractor. Seconded by Commissioner Robins on. I All voted Aye. Motion carried. Under the head of new business, I"". Pennoyer filed claim for damage to his house at 510 "[est 14th Street, caused by water pipes breaking after freezing. The claim stated that water was ordered shut off. Commissioner Taylor informed that the light was ordered cut off, but the water department did not get notification and responsibility of the City is strictly up to the Attorney and Insurance Company. !'.eyor Feeley informed that something should be done, but must be in proper form. It was moved by Commissioner Taylor that the claim be referred to the Attorney to establish necessary facts and responsibility. Seconded by Comllissioner Robinson. All voted Aye. Motion carried. The report of the police Judge for FebruaI'".f showing $965.00 fines collected was approved and ordered filed. A resolution passed and adopted ~larch 5, 1951, by the Clallam County Commissioners, providing that the County sell to the City, Suburban Lot 47 of the Townsite of Port Angeles for $200.00, was ordered filed by the City COIrilllission. Commissioner Taylor informed that the Park Board has requested that the City Attorney ascertain responsibili 'y of the City regarding accidents or public liability at the Campfire Girls Club House. ',' Commissioner Taylor also informed that the liater Department will require considerable stenographic services. It was moved by Corrur.issioner Taylor that the employee now working in the Sanitation Uepartment be paid $100.00 per month additional from the Hater Department budget for doing work required by the \Vater Department. Motion seconded by Commissioner Robinson. All voted Aye. Motion carried. I The Commission discussed the sale of Lots 6 and 7, Block 143. It was Jr.oved by Hayor Feeley that the said lots be advertised and minimum price fixed at $200.00 each. Seconded by Commissioner Robinson. All voted Aye. Motion carried. Also considered was anploymcnt of an Architect to draw plans for a police station. It >Tas moved by Mayor Feeley that the City enter into agreement with G. E. Fields for drafting of plans and specifications for police station. Seconded by Commissioner Taylor. All voted Aye. Motion carried. Under the head of introduction of resolutions, the following was introduced: RESOLUTIOlI NO. 155 A IlESJ LUTION of the City Commission of the City of Port Angeles declaring it I S intention to improve Fifth Street on the Northerly side thereof, from A Street to E Street by construction of cement concrete side walks; to create a Local Improvement District and to provide for the payment of such improvement. BE IT RESOLVED by the City Commission of the City of Port Angeles, l'lashington, as follows: Section 1. It is the intention of the City Commission of the City of Port Angeles to order the improvement of Fifth Street from the westerly margin of A Street to the easterly margin of E Street on the northerly side only, of said Fifth Street; by the construction of cement concrete side walks, and doing such other work as may be necessary in connection therewith, all in accordance with plans to be prepared by the City Engineer. Section 2. That all persons who may desire to object thereto are hereby notified to appear and present such objections at a meeting of the City Commission of the City of Port Angeles, to he held the 2nd day of April, 1951, at the hour of 10:00 o'clock A.H. at the commission room of the City of Port Angeles at 215 South Lincoln Street, in said city, which time and place is hereby fixed for hearing all matters relating to said proposed improvements and all additions thereto and for determining the method of payment for said improvements. Section 3. That the City Engineer shall submit to the City Commission at or prior to said date, all data and information required by law, to be submitted, Section 4. That the City Clerk is hereby directed to give notice of said hearing, by publication of this resolution, in the manner required by law and by mailing a notice of such hearing, as required by law, to each owner or reputed owner of any lot, tract or parcel of land or other property especially benefitted by the improvement and to specify in said notices, the nature of the proposed improvement; the total estimated cost thereof and the estimated benefit to the particular lot, tract or parcel of land owned by such person. Section 5. That the cost and expense liable therefor as provided by law. of said improvement shall be borne by an:! assessed against the property I It was moved by' Cofumiseioner Taylor. that' the foregoing re'solution be approved :and adopted. ORDINANCE NO. 1245 AN ORDINANCE of the City of Port Angeles providing for the improvement of East First Street in said City from the Easterly curb line of Race Street Easterly to the Westerly margin of Alder Street by the construc- tion and installation of curbs and gutters on the Northerly and Southerly curb lines of East First Street and driveways wherever such curb lines are intersected by platted public alleys, and doing such other work as may be necessary in connection with such improvement, all in accordance with the resolution passed by the Commission of the City of Port Angeles February 5, 1951; creating a Local Improvement District for such improvement; and providing that the payment for said improvement be made by special assessments on the ....
