PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
March 20, 1969
The Council met in regular session at 7:30 P.M. 'in the new Council Chambers at
134 West Front Street. Officers present were Mayor Wolfe, Councilmen Maxfield,
Thorne, Bettger, Schroeder and Cornell; Manager Herrman, Attorney Moffett and
Clerk McNeece. Councilman Easom was absent.
A motion was made by Councilman Schroeder, seconded by Councilman Bettger and
carried, to accept and place on file as received the minutes of March 6, 1969.

A motion was made by Councilman Thorne, seconded by Councilman Cornell and un-
animously carried, to Bccept the low bid of Pacific States Cast Iron Pipe Co.
for 10,000 L.F. 2" Class 150 c.i.p. @ $7,950.00 and 1,000 L.F. 8" Ductile Iron
Class 150 pipe @ $3,239.00; the bid of Pacific Water Works Supply Co.,Inc. for
5,000 L.F. 8" Asbestos Cement Pipe Class 150 @ $9,150.00, lOti Asbestos Cement
Pipe, 4,000 L.F. @ $10,720.00 and ,100 L.F. ,Uti Asbestos Cement Pipe Class 150
@ $350.00, and the bid of H. D. Fowler Co., Inc. for 5,000 L.F. 3/4" Copper
Tubing Type K @ $2,538.50.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
unanimously carried, to accept the low bid of North Coast Electric Co. for
Conductor at $ .3670 per foot, and the bid of RTE Corporation for various trans-
formers (with external taps).at $385.67 each, other various transformers at
$616.25 each.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and un-
animously carried, to approve and authorize payment of $500.94 to CH2M for Engi-
neering services January 25 through February 24, 1969, in connection with the
Fairmont Area Sanitary Sewer System.
A motion was made by Councilman Bettger, seconded by Councilman Schroeder and
unanimously carried to authorize payment of $3,718.87 to CH2M for engineering
services from January 25 through February 24, 1969, in connection with the
Sanitary Sewerage System Improvements.

A motion waS made by Councilman Schroeder, seconded by Councilman Thorne and
unanimously carried, to approve for payment Claims Vouchers in amount of
$205,109.56 and Payroll Transfers in amount of $49,838.75.
A motion was made by Councilman Cornell, seconded by Councilman Bettger and
carried, to concur with the Planning Commission's recommendation and grant a
variance to Charles E. Gilliland, 824 East Caroline to allow him to enlarge
an existing single family residence.
A motion waS made by Councilman Thorne, seconded by Councilman Schroeder and
carried, to concur with the Planning Commission's recommendation and grant a
variance to C. C. McVicker, Jr. from the sideyard requirements of an RS-7 zone
to enable him to construct an attached double carport to two feet from his pro-
perty line.
A motion was made ay Councilman Schroeder and seconded by Councilman Maxfield
to concur with the Planning Commission and grant a Conditional Use Permit to
Mr. Floyd McRevey of the Uptown Motel Enterprises. After further discussion,
primarily concerning parking spaces, a motion was made by Councilman Thorne,
seconded by Councilman Corne.ll and unanimously carried, to table action on
Mr. McReveys request for further study. (Until the next Council. meeting)
A motion was made by Councilman Bettger, seconded by Councilman Thorne and
carried, to accept and place on file the Planning Commission Minutes of Mar.lS,
1969.
~II The following ordinance was read in full.
ORDINANCE NO. 1654
AN ORDINANCE of the City of Port Angeles, Washington, pro-
viding for the improvement of a certain area within the
city by grading, ballasting and paving with asphaltic con-
crete certain streets and an alley therein, the construct-
ion of curbs and gutters where necessary, and by doing all
other work required in connection with such improvements
all pursuant to Improvement Resolution No. 189-A of the
city passed and approved February 6, 1969; creating a local
improvement district therefor; providing for the payment

of the cost of said improvements by special assessments upon
the property in said district; creating a Local Improvement
District No. 189-A Fund and providing for the issuance and
sale of local improvement district warrants and bonds.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and un-
animously carried, that the foregoing ordinance be adopted as read.
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and
unanimously carried, that the warrants and bonds for L.I.D. No. 189-A be
put up for bids. . _
lRelative" t,<La proposed ordinance prohibiting the use of "Jacobs Brakes".,
/~ Mr. Bob~ played his tape recording showing comparison of ~he. noise of
~ trucks with the ."J.acobs Brakes" and those without. He also recommended that
all trucks be required to install mufflers.After a lengthy discussion, a
motion waS made by Councilman Cornell and seconded by Councilman Thorne, that
the City Attorney be authorized to draft an amendment to the present "noise"
ordinance prohibiting the use of !'Jacob Brakes" in the City. On called vote,
Councilmen Cornell, Thorne, Schroeder and Maxfield voted "Yes", Councilman
Bettger voted "No". Motion passed.

A motion was made by Councilman Bettger, seconded by Councilman Schroeder and
unanimously carried, to table the proposed ordinance "controlling the flow of
traffic over and along private property" for further study. (TO be brought
up at the next Council meeting)
A copy of a petition to the Clallam County Commissioners, protesting the
establishing of a public shooting range in or near the county owned gravel
pit, located at l@th and "I" Streets, and a letter from the Olympic Outdoor
Sportsmen's Association, Inc. supporting the proposed shooting range were
read.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and I
unanimously carried, that the City partiCipate with the First National Bank
on the East Front Street Storm Drain Extension to the extent of $1,760.00 or
one-third of the cost.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and un-
animously carried, to authorize the re-purchase of cemetery lot 9A, Block 29,
Section L, from Mrs. Charles Cabe for the amount she paid for it - $75.00.

A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
unanimously carried, that relative to the future right-of-way for Grace Street,
the Director of Public Works! recommendation 4. "Set the east right-of-way line
to include the east line of maintained roadway"-----be referred to the City
Attorney to determine whether it can be included in the ~lapped Street Ordi-
nance. (If so, to be drawn up and bring back at the next Council meeting)
Letters from the Department of Health and from the Water Pollution Control
Commission urging that two additional employees be provided for the Sewer De-
partment were read and discussed. Also a memo from the Director of Public
Works recommending that permission be granted to hire two additional men was
read.
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and
unanimously carried, to ask CH2M to send an Engineer to meet with the Council
(April 1, 1969) to answer any questions the Council may have concerning manpower I
needed to run the sewer plant, etc.
After further discussion, a motion was made by Councilman Thorne, seconded by
Councilman Cornell and unanimously carried, to approve the Director of Public
Works 1 recommendation and hire two additional men which are needed.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
carried, to accept and place on file Minutes of the Library Board Meeting of
March 13, 1969 and Minutes of Human Relations Commission of March 6, 1969.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
carried, to accept and place on file the Civil Service Commission Minutes of
March 13, 1969. (Mr. Geo. Crawford was present and was given time to present

his complaint concerning a traffic .ticket and fine.)
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
carried, to accept and place on file the Light, Water, Fire, Municipal Judge,
Police, Recreation and Treasurer's reports for the month of February, and the
Utilities Billing Report and Revenues Summary for February.

A motion was made by Councilman Thorne, seconded by Councilman Maxfield and
carried, to approve the transfer of liquor license from Birney Howard Higgerson
to Frieda Lange Higgerson, Birney's Restaurant}and the new application of
Joseph James Krankota, Coventon's Tackle and Lunch.
A motion waS made by Councilman Thorne, seconded by Councilman Bettger and un-
animously carried, that permission be granted to Mr. Chet Wasankari to park a
house he is moving,on the parking lot at 5th and Lincoln Streets for 5 days.
Other subjects discussed were a BPA meeting in Seattle, April 2, 1969 regarding
Hydro Thermal program; it was pointed out that the 1968 Annual Financial Report
has been completed:f,- the Mayor appointed Councilmen Thorne and Bettger to work
with the Chamber of Commerce Committee on Port Boats facilities ~ ' .
