PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF FDRT ANGELES, WASH.
March 21, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray; Manager
Puddy, Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to accept and place on file, as received, the Minutes of March 7,
1972."
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve for payment Claim Vouchers in amount of $121~972.19
and Payroll Transfers in amount of $67,656.57.

A motion was made by Councilman Lukey, seconded by Councilman Olson and unani-
mously carried to refer to the Planning Commission for their recommendation the
request for rezoning Lots 6,7,8,9 and 10 in Block 19, Pennsylvania Park Addi-
tion, located on Highway 101 just east of Fairmount Restaurant.
A motion was made by Councilman Haguewood, seconded by Councilman Olson and
unanimously carried to concur with the Planning CommissionTs recommendation
and approve the request of Carroll Realty concerning the front-yard setback
for construction of a single carport with a four foot setback from the west
property line and no setback from the north margin of Vista Street. This
is the Emmeneger property at 417 Vista Street.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to concur with the Planning CommissionTs recommendation and ap-
prove the request of Lewis Sample f0r a variance to permit enlargement of a
pre-existing, non-conforming single family residence at 732 East Caroline St.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewoodand
unanimously carried to concur with the Planning CommissionTs recommendation
and deny the request of Kenneth Owen for relief from the percent of lot
'coverage in an RS-7 Zone to permit construction of an additional 1,000 sq. ft.
of roof area to existing carports at Highlander Apartment, 828 East 4th Street,
due to high rate of lot coverage posing a potential fire problem. .

A motion was made by Councilweman Ross, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commissionts recommendation and ap-
prove the request of James Ells for a variance to permit reconstruction and
enlargement of an existing front porch on a pre-existing, non-conforming single
family residence at 321 East 12th Street.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to concur with the Planning CommissionTs recommendation and ap-
prove the request of Clallam County Hosteleries for a Conditional Use Permit
to allow erection of a dwelling to be used as a foster residence in the RS-7
Zone, on the north side of 7th Street between "M" and Evans Streets.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Planning Commission Minutes of
Marcn 13, 1972.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and I
unanimously carried to take from the table the Northwest Indian Cultural En-
terprises propesal for City assistance in the Longhouse Project.
A motion was made by Councilw0man Ross, seconded by Councilman Hordyk and unani-
mously carried to concur with Mr.. Bill Whitets recommendation that the 1ong-
nouse Project for this summer be a pilot program, and grant them permission for
limited use of the Longhouse on specific dates and at specific times for spe-
cific activities.
A letter from A. C. Wolf, President of the Olympic Junior Hockey Association
regarding ice skating facilities, and a memorandum from Director of Public
Works were read in full. A motion was made by Councilwoman Ross, seconded by

Councilman Hordyk and unanimously carried to table this to a work session
with this group on Tuesday, March 28, 1972 at 7:30 p.m. in the Council Chambers.
A letter from Don Feeley and Associates Real Estate regarding property in the
east end of town at ~ighway 101 First and Front Streets junction being offered
for sale to the City was read in full. A motion was made by Councilman Hordyk,
seconded by Councilman Haguewood and unanimously carried to acknowledge receipt
of the above letter and that no action be taken on it at this time.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously c~rried to take from the table the request for removal of $1.00 charge
to residents not within 300' of sewer line.
A motion was made by Councilman Lukey.and ,seconded by Councilman Wray to amend
the present ordinance to remove the $1.00 sewer charge to those beyond the 300'
of existing available sewers. Councilman Lukey, Haguewood and Wray voted "Aye"
and Councilmen Hordyk, Olson and Ross voted "No. tt Mayor Basom voting to break
the tie voted "Aye." Motion carried.
No action was taken on the Olympus Hotel site sidewalk; the proclamation reo
Defense Transportation Day and Week; or the appointment of a new member to
the C.A.C. as further information was needed.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the City Manager's recommendation and reappoint
George Wood to a new term on the Civil Service Commission, as his present term
expired March 1, 1972. Term is for six years.
A motion was made by Councilw0man Ross, seconded by Councilman Hordyk and unani-
_mously carried to concur with the City Manager's recommendation and reappoint
Don Mudd and Nancy Doerr to another 3-year term each on the Park and Beautifi-
cation Board as their present terms expired March 1, 1972.
_ A lette~ from the Peninsula College Instructor in Industrial Safety extending
, appreciation to the Fire Department for its cooperation and assistange in the
I safety class at Peninsula College during the past few years was read in full,
_ and placed on file.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to approve installation of a PBX System, including the 911 emer-
gency service for the City of Port Angeles.

mously carried to adopt the foregoing ordinance as read.
A motion was made by Councilman Hordyk, seconded By Councilwoman Ross and unani-
mously carried to direct the City Manager to comply with the request of the Lions
Club, authorizing use of city equipment and city crews for development of the
2~ acre park site located between Boulevard and Whidby Streets, whenever equip-
ment and people are available. This neighborhood development project may: be
a civic project of the Lions Club.

A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to instruct the City Manager to investigate funding, etc. and to
enter into an agreement with the property owners of the log cabins authorizing
the City to remove the cabins from the property, City agreeing to repair any
damage, clean up the debris, pay $65.00 attorneyts fees incurred and have the
cabins off the property by August.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to refer to the Planning Commission, asking them to investigate
and move on as quickly as possible, the establishment of a zone plan for the
area east of the City Limits.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to authorize signing of and entering into an agreement with the
Washington State Parks and Recreation Commission, and authorizing payment of
$6,580 for operation of a 10-boy work crew for a period of eight weeks for the
Youth Deve~opment and Conservation Corps (YDCC) Project.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the Civil Service Commission Minutes
and the Emanon February Report.
The Park' and Beautification Board Minutes were read in full. A motion was I
made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried
to accept and place on file the above minutes of March 9, 1972. Council con-
curred with $5.00 per month secretarial fee for Board.

A motion was made by Councilman Hordyk Iseconded by Councilman Haguewood to
approve the Liquor License Application of Dorthia Verginia Sewell) Pepe's
of Port Angeles, (Class D ~ Beer by open bottle only on premises) contingent
on written notific~~ion that Mrs. Sewell would comply with recommendations
of the Building Inspector and install two additional water closets,; one each
in.',the two existing rest rooms. CouncilTnen Hordyk, Olson and Haguewood voted

A motion was made by Councilwoman Ross,and seconded by Councilman Wray to
approve the above liquor license application for Pepe's of Port Angeles.
All Councilmen voted "Aye I! except Councilmen Hordyk ana Olson; who. voted .
"No.1! Motion carried.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Light) Water, Sewer, Sanitation)
Equipment Rental, Street, City Treasurer, Fire, Municipal Judge, Police, Park
and Recreation and Utilities Monthly Reports; the Light and Power Work Report
forFeb~uaryand the Out of town reports from the City Manager and Building In-
spector.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to authorize the City Manager to enter into an agreement with
Delhur, Inc. to furnish City water service to the Delhur property (Junction
101 and Truck Route) contingent on future annexation when called upon by City,
Other subjects of discussion were the tOrn up road on Ahlvers Road east of
Peabody; Building Inspector and Fire Department to insure safe close down
of gas system; payment of tire damages to citizen1s car; and car rinse fa-
cilities at Crown Zellerbach on Ediz Hook.
