HomeMy WebLinkAboutMinutes 03/22/19942709 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington March 22, 1994 CALL TO ORDER - Mayor Sargent called the special meeting of the Port Angeles City Council to order SPECIAL MEETING: at 6:05 p.m. The purpose of the meeting was to review the draft Comprehensive Plan. ROLL CALL: Members Present: Mayor Sargent, Councilmembers Braun, Doyle, Hulett, McKeown, Ostrowski, and Schueler. Members Absent: None. Staff Present: Manager Pomeranz, Attorney Knutson,. Deputy Clerk Hagar, B. Collins, L. Glenn, B. Beaker and D. Sawyer. Planning Commission/ C. Souders, C. Alexander, J. Pope, and K. Schemer. Growth Management Advisory Committee Members Present: Public Present: I. McKeown, R. Wheeler, R. Cochran, ~ McKeown, and D. Milligan. Slade Gorton Staff Mayor Sargent stated that Slade Gorton's office called to inform her that members Visit of his office would be in Port Angeles on March 29, 1994, at 3:00 p.m. to discuss the Safe Water Drinking Act. Mayor Sargent will attend this meeting and asked for volunteers to accompany her. Councilmembers Schueler and Ostrowski volunteered. Comprehensive Plan Planning Director Collins distributed an outline of his presentation and introduced the Review members of the Planning Commission and Growth Management Advisory Committee, who have been instrumental in the drafting of this Plan. This Plan reflects four years of work and study, and once adopted, can be amended once a year. The purpose of this meeting is to explain the Proposed Comprehensive Plan, not to make changes to it. Ms. Souders then distributed a "Comprehensive Plan Update Chronology" and reviewed the steps taken to develop the Proposed Comprehensive Plan. There are five appendices to the Comprehensive Plan: Environmental Impact Statement, County-wide Planning Policies, 1990 Housing Needs Assessment, public opinion surveys, and Capital Facilities Plan. Mayor Sargent stated that the citizens of Port Angeles owe a lot to the volunteers who have worked on this plan for so long. It has been a valiant effort which is greatly appreciated. Mr. Alexander reviewed the Community Profile Chapter and EIS Analysis. Director Collins and Senior Planner Sawyer gave.an explanation of each of the sections of the Plan including definitions used in the plan, land use, transportation, utilities and public services, housing, capital facilities and the economic development elements. Maps were posted, and Planner Sawyer used these aids to explain the land use and circulation plan. During the review of the transportation element, and the alternate crosstown route in particular, Renee Cochran, 710 Scrivner Road, was recognized by the Chair, and echoed what she said at the March 15, 1994, public heating regarding not needing an alternate crosstown route. Director Collins and Planner Sawyer completed their review of the Plan, and the Council was reminded that there is a special Council meeting scheduled for Tuesday, March 29, 1994, 6:00 p.m., where the Council will review the Growth Management Act and may consider possible changes to the Proposed Comprehensive Plan. It was decided that the Council will also decide at the March 29, 1994, meeting whether to send the draft policies to the State Department of Community Development for the required 60-day review.
