CITY COUNCIL MEETING
Port Angeles, Washington
March 25, 1980
I CALL TO ORDER
The special meeting was called to order by Mayor Haguewood at 7:00 P.M.
The purpose of this meeting is to discuss long and short range planning
for the City.

Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk,
Polhamus, Quast.
Members Absent: None.
Staff Present: Manager Flodstrom, Attorney Miller (arrived at 8:30 P.M.)
Deputy Clerk Caso. R. orton, D. Frizzell, P. Carr, M. Cleland.

V LEGISLATION
1. LONG AND SHORT RANGE PLANNING
During several recent special meetings, the Council and staff discussed
goals and priorities for the City. These meetings were mainly intended
to give staff some type of direction on current and future projects with-
in the City, as well as preparation for the 1981 budget.
At this meeting, Manager Flodstrom referred to a memorandum from Planner
Carr which pointed out that most of the needs and solutions suggested by I
the Council members can be classified as: (A) physical projects; (3) social
concerns; or (C) economic and administrative concerns. But before these
needs and solutions can be fully prioritized, the purpose of City govern-
ment must first be determined and then goals established. Therefore, Mr.
Carr suggested that this meeting focus on two major questions: (1) what
is the basic purpose of City Government; and (2) what are the basic goals
of the City.
The following subjects were then discussed by the Council and staff: the
possibility of placing three flagpoles near the entrance of the Municipal
Pier and making the dedication a special "victoria Day"; status report on
construction, parking, landscaping, etc. on the pier; EDA funding for the
Downtown Tmprovement Project; pedestrian-oriented development of the down-
town area; basic public services versus quality of life services; past
development and growth of the City and whether the City should now take
a "breather" to assess the situation, financially and otherwise; protection
of property against unkept, abutting property; the physical, social and
economic needs and solutions and how they apply to the Parks and Recreation
and Planning Departments; and the present Zoning Ordinance and Comprehensive
Plan. The discussion concluded with the Council determining that the basic
purpose of government in Port Angeles is to serve the community by providing
the basic municipal services (utilities, police and fire protection, planning)
in the most cost efficient manner, while maintaining and improving the quality
of life. It is the council's role to provide leadership in fulfilling the
basic purpose.
