The Commission met in regular session at 10 A.M. and was called to order by Mayor Davis. Roll call showed the following officers present: Mayor .lavis, ':ollunissiolie.'" j;ell"o" and Masters, Attorney Conniff and Clerk Hawkins, The minutes of the previous session were read and approved. Under the head of Applications for Building Permits the following were granted; W. J. Baker, Build porch, Lot 13, Blk. 51, Townsite Ida L. Macheahnie, Addition to house, Lot 9, Blk. 269, Townsite A. W. MaLean, Remodel Dwelling, Lot 17, Blk. 267, townsite J. D. Twohig, Remodel House, Lot 14, Blk. 70, Townsite John Adamioh, Build House, Lot 13, Blk. 328, Townsite First Federal Savings Loan 4ss'n, Addition to House, Lots 13 & 14, Blk. 433, Townsi te 50.00 100.00 500.00 400.00 2000.00 220.00 100.00 E. K. Dean, Remodel House, Lot 5, Blk. 101, ~ownsite Under the head of New Business,- C. 'If. Kilmer having moved his place of business from 212 Il, Laurel to 117 E. Front St. re~uested permission to transfer his card table and soft drink licenses to the new address and there being no objection, the Commission instructed the ~ity Clerk to make said transfers as reQuested. Under the head of Introduction of Resolutions the following resolutions \"Iere introduced: RESOLUTION WHEREAS, the ~ity of Port "ngeles is the owner of the following described real property, having acquired thc same by Treasurer's deed dated July 6, 1935, under and bJ virtue of the authority of Section of 9393 of Remington's Revised Statutes, ~hapter 143 of the Laws of 1929, page 365, to-wit: Nor~h 120 feet of Lot 22, Block 65, Puget ijound Cooper~tive ~olony's Subdivision of "uburban Lot 2:5,. 'rovillsi te of Port '.'ngeles, (;lallam "ounty, .Iashington. AND ~~ERSAS, Berth~ Hc(;ormic~, a widow, has offered to purchase the above described real property from th~ ~ity of Port Angeles for the sum of $62.00; and, VffiEREAS, the amount offered forth~ above described real property is in excess of the amount paid by the said City for said property, plus all L.I.D. assessments including all interest and other charges against the same; and, WHER~:AS, the City Commission has viewed the said property and is of the opinion that the offer is fair value, NOW, THEREFORE, BE IT RESOLVED that ~~iq offer be accepted and that the City of Port Angeles sell the said property at private sale to the said Bert ha McCormick; a widow, for the sum hereinabove set forth, subject to any other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed conveying said property to the purchaser, and that the City Clerk of the City of Port Angeles be, and ~e is hereby instructed to execute said quit claim deed, and that the Mayor of said "ity be, ~nd he is hereby instructed to countersign said quit claim deed. It was moved by Commissioner MasterS that the foregoing resolution be adopted. Seconded by Commissioner Henson. On roll call all members voted aye. ~he Mayor declared the motion carried. RESOLUTIOll ?ffiEREAS, the City of Port Angeles is the owner of the following described real property, I having acquired the same by Treasurer's deed dated March , 1937, under and by virtue of the authority of Section 9393 of Remington's Revised Statutes, Chapter 143 of the Laws of 19~9, page 365, to-wit: Lots 5 and 6 in Block 149, of the Government rownsite of Port Angeles, Clallam County, Washington. AND WHEREAS, Curtis Laib has offered to purchase from the ~ity of Port Angeles the above described lots for the sum of One Hundred Dollars (~lOO.OO) payable i~5.00 in aash and the balance of $75.00 in monthly payments of jlO.OO, with interest at 7% per annum on deferred payments, and . I WHEREAS, the ,amount offered for the above desaribed real property is in excess of the amount paid by the "ity fOr said lots plus all L.I.D. assessments, including all interest and other charges against the same, and WHEREAS, the ~ity Commission has viewed the said property and is of the opinion that the offer is fair value, NOW THER3FOR.T., BE IT R!';SOLVED thae the "aid offer be accepted and that the City of Port Angeles sell the said property at private sale to the said Vurtis Laib for the sum hereinabove set forth, subject to any other valid Hens against the same; and that the Ci ty Attorney be instl'uc ted to prepare a qui t claim deed conveying said lots to the purchaser, and that the City Clerk of the City of Port Angeles be and he is her~by instructed to execute said ~uit alaim deed, and that the Mayor of said Ci~y be and he is hereby instructed to countersign said ~uit claim deed, and that the City ~lerk be instructed t6 deliver said quit claim deed to said purchaser upon the payment in full of the purchase price above stated, together with all interest on deferl.ed payments. D. Janzen has offered to purchase from the City of Port Angeles the above described lots for the sum of J317.00, payable ~50.00 in cash and the balance of ~267.00 in monthly paymBnts of $15.00, with interest at 7% per annum on deferred , paymen ts, and WHEREAS, the amount offered for the above described real property is in excess of thc amount paid by the Vity for said lots plus all L.I.D. assessments, including all interest and other charges against the same, and ~REREAS, the City vommission has viewed the said property and is of the opinion that the offer is fair value, NOW, THERSFORE, BE IT RESOLVED that the said offer be accepted and that the ~ity of Port Angeles sell the said property at private sale to the said ". It was moved by Commissioner Masters that the foregoing resolution be adopted. Seconded by Commissioner Henson. On. roll call all members voted aye. The Mayor declared the motion carried. Under the head of Reading and Passage of ~rdinances the following Ordinances were read by title and placed on their third reading: AN, ORDINANCE declar ing the practice of going in and upon pri va te rc s idences in the City of l'ort une;eles, WaShington, by solicitors, peddlers, hawkers, itinerant merchants and transient yendors of merchandise, not having been requested or invited so to do by the owner or owners, occupant or occupants of said private residences, for the purpose of soliciting orders for the sale of goods', <lares and merchandise, and/or for the purpose of disposing of and/or peddling or fiawking the same, to be a nuisance and punishable as such as a misdemeanor: providing penalties and declaring an emergency '!laking the u rdinance immediately effec tive. I~ was moved by ~ommissioner Masters th2t the foregoing ordinance be placed on its final reading and adopted. deconded by Commissioner Henson. On roll call all members voted aye. ~he Mayor declared the motion carried. AN ORDINANCE stating facts constituting an emergency, requiring expenditures which could not reasonably have been foreseen at the time of making the bud~et: declaring an cmer- gency and prOViding for the issuance of emergency warrants. It was moved by Mayor Davis that the foregoing ordirtance be placed on its final rcading and adopted. 3econded by Commissioner u~sters. On roll call all members voted aye.
