Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission met in regular session at 10 a.m. and was called to order by Mayor Robinson. Roll call
showed the following officers present: Mayor Robinson: Corrmissioners Bea~ and Masters, Attorney Johnston
and Cle rk Hawkins.
The minutes of the previous session wer,:,; read and approved.
Under the head of Applications for Building Permits the following were Kranted:

Under the head of Unfinished Business:
The COIL'Ilission then took up the matter of the hearing of the petition of the United States of America
filed through its corps of engine2rs for the vacation of certain streets and parts of streets fully
described in the resolution fixing the time of hearing on the Petition and recorded in Vol. 20, Page 491,
of Commissioners' Proceedings.

It appearing that West 18th Street from the right-of-way of the C.N.St.P and Pacific Railroad line east to
the east boundar; line of Lot 126 and Subdivision Lot 99, Sub~roan Lots of the Townsite of Port Angeles
which is part of the road used in going to Ocean Vi~, Cemetery and cannot be vacated until a road is
prepared to take the place of same.
The Commission therefore continued the hearing on the Petition for further consideration and until such ~
time as a road is provided to take the place of that portion of 18th Street above referred to.
Under the Head of New Business:
~" written request of Kathryn Alleeer, a stenographer at the City Hall, for a leave of absence to join the
naval service of the United States for the duration of the war then came before the Co~~ission. After
due consideraticn the request was granted.
Under the head of Introduction of urdinances the following ordinance was introduced, read in full and
placed 0:1 its first and second readings:
AN ORDI:JANCE relating to taxicabs and busses requiring the registration of drivers and operators, pro-
viding for the filing of published rates or tariffs, providing penalties for the violation thereof, and
declaring an emergsnoy.
Under the head of Introduotion of Resolutions the following resolutions were introduced:
RESOLUTION

WHERSAS, The City of Port Angeles is the c"ner of the following rescribed real property having aoquired
the same by Treasurer's deed dated March 25, 1943, uneer and by virtue of the authority of Section 9393
of Remington's Revised Statutes, Chapter 143 of the La"s of 1929, page 365, to-wit:
Lots Nine (9) and Ten (10), Block Eighty-five (85) of the Townsite of
Port Angeles, Washington, and
WHEP~~S, James Dempsey has offered to purchase from the City of Port Angeles the above described real
property for the s Clll1 of $300.00, and
vmERE~S, The City Commission has viewed the said oropeyty "nd is of the opinion that the offer is fair
value and that at this time it is the best intere~t of the City that it should be ac"epted and the sale
made.
NDW, THER;.,IORE, BE IT RESOLVED, that the said offer be accepted and that the City of Port Angeles sell
the said property at private sale to the said James Dempsey for the sum hereinabove set forth, s"object to
any valid liens against the same; that the City Attorney ~e instructed to prepare a quit claim deed con-
veying said property to the purchaser, and that the City Clerk of the City of Port Angeles be, and he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Anf,eles be,and
he is hereby instructed to countersign said ~uit claim deed when the purchase price and all accrued
i~ter8st thereon has been paid in full.
It was moved io'J Comdssioner Beam that the foregoing resolutiDn be approved and adopted. Seconded by
Commissioner Masters. On roll call all members voted aye. The N.ayor declarod the motion carried.

TO 5ELL PROPERTY ACQUIF~D BY FORECL~UP~
WHEREAS, The City of Port Angeles is the owner of the following described real property in the City of
Port Angeles, to-wit:
Lots One (1), Two (2), Three (3), Four (4) and Five (5), Block Three
Hundred Se";enty-two (372), Townsite of Port Angeles, Washington,

which said property has been acquired by the City on foreclosure of delinquent local improvement assess-
ments under Chapter 205 of the Session Laws of 1927, and
W1JERFAS, Walter W. Pattison has offered to puchase the above described real property fror.J the City of
Port Angeles for the sum of $125.00, payable as follows: $12. so as a down payment and $10.00 on or
before the 1st day of !fuy, 1943, and elO.OO on or before the 1st day of each and every month thereafter
until paid in full. Interest to be computed at the rate of 7% per anaom on the balance due and paid
with the r.Jonthly installment, and

value and is in excess of the amount. p;:d.d by the City for said property, plus all L.I.D. assessments,
including all L.I.D. assessments, including interest and other charges against the sa~e.
NOW, THEREFORE, BE IT RESOVlED, That the said offer be accepted and that the City of Porl Angeles sell
the eaid pro~rty at private sale tD the said Walter W. Pattison for the Slli~ hereinaoove set forth, sub-
ject to any other valid liens against the same; that the City Attorney be instructed to prepare a deed
conveying said p:-operty to the purchaser, and the City Treasurer be authorized to execute the said deed
in accordance with the provisions of this resolution and Ch~pter 275, Session Laws of 1927~ whe~ the

RESOLUTION

WHEREAS Peter Neilsen has offered to purchase the above described real property from the City of Port
Angeles for the sum of $50.00, and
WHERE.~S, The City Commission has viewed the said prope:-ty and is of the op~mon t.hat. the offer is fair
value and is in excess of the amount paid by the City for the said property, plus all L.I.D. assessments.,
including interest and other charges against the same,
NOW, THEEEFORE, BE IT RESOIlVED that the said offer be accepted and that '"he Ci~.y of Port Angeles sell the
said property at privatc sale to the said Peter Neilsen for the sum hereinabove set forth, s~bject to any
other valid liens against the same; that the City }ttorney he instructed to p:-epare a quit claim deed con-
veying said property to the pu~chaser, and that the Gi ty Clerk of the City of Port Angeles be aud he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and he
is hereby in~tructed to countersign said quit claim deed.
It was moved by Commissioner Beam that thE foregoing resolution be approved and adopted. Seconded by

RESOLUTION

Townsite of Port Angeles, WAshington, and

for the Sur.l of .50.00, payable as follows: $5.0D as a down payment and $5"00 on or oefore the 1st day of
May, 1943, and '$5.00 on or before the 1st day of each and every month thereafte:- until paid in full.
Interest to be computed at the ratEe of 7% per annum on the balance due and paid with the monthly install-
ments, and

RES OLUTI ON
WHERE~"S, The Crown Zellerbach Corporation has made application for a Su'o-Lease of a kact of the Upland on
Ediz Hook Light Hcuse Reservation, particularly descrIbed in the proposed Sub-Lease, sub'l'itted to the
City Commission, and
WHER""S, the City Commission is of the opInion that it is to the best interest of the City that the
Sub-Lease with Crown Zellerbach Corporation for the above referred tract be exec~ted by the City at this
time.
NGW, THER!::FORE, BE IT RESOlVED, that the Mayor and the City Clerk of the City of Port ~nseles be and they
are hereby instructed to execute the said Sub-Lease hereinabove referred to on behalf of the City of Port
Angeles.
It was moved by Co~~issioner Beam that the foregoing resolution be approved and adopted. Seconded by
Co~~issioner Masters. On roll call all ~embers voted aye. The Uayor declared the motion carried.
RESOLUTION
t~EREAS, under the terms of S.ction 11 of OrdinAnce No. 971 duly enacted by the City of Port Angeles, any
license issued-thereafter by said city may be revoked for geod cause upon proper notice as provided
therein, and
\VHER~~S, unde:- Section 16 thereof public d8nce halls are issued an annual license upon the fee of $100.00,

~~EREAS, in the oplnlon cc the City CommissIon of Port ~geles it is necessary that a proper matron be
pres net at all ti:nes Y-lhen a public d~nce hall is in operati.on and or:;en to the public: and
-ffHEREAS) the operation of a public dance hall vdthout the presence of a suitable matron, whose ap~ointment
has been approved by the Chief of Police of Port Angeles, shal~ be deemed good cause for the cancellation
of a lic<:!:1se to operate a public dance hall, ane

NOW, THEREFORE, 3E IT RESOLVED by the Mayor and tho City Commission of the City of Port Angeles that
hereafte~ all public dance talls shall emplcy and ha'e in attendance at all times that S3me a 113 open to
the public a m~t~on whose employment has been approved by the Chief of Police of the Ci~y of Port Angeleo
and that said matron shall perform such reasonable duties in maintaining good order on said premises as
may be required of her by the operator or the Chief of Police or the police officers of said City of Port
Angeles.

MaYD~ Robinson. On roll call all menbers vcted aye. The Mayor declared the mo:,ton carried.
It appearing that Civilian Defense District Ne. 1 had no place to hold their meetings and it further
appearing that the stock room in the Grand Stand of the Civic Playfield at 3rd and Race S:.reets could be
used for their meeting ,lace if put in condition. It was therefore moved by V~yor ~obinson that the said
stock room in the Grand Sta:ld of the Civic Flayfield at 3rd and Race Streets be sealed and put in condition.
to be used ac a meeting place for Civilian Defense District No.1 of the City of Port Angeles. Motion
seconded by Co~rnissioner Beam. On roll call Mayor Robinson and Commissioner Bea~ vo:.ed aye, Commissioner
