The Council met in regular session at 7:30 P,I1. Officers present were Councilmen l1axfield, Thorn ;, Cornell, Wolfe, Bettger and Schroeder, l1anager I-lerrman, Attorney Moffett and Clerk McNeece. In the absence of l1ayor Willson, Councilman Maxfield was elected Mayor, pro tem. A motion was made by Councilman Schroeder, seconded by Councilman Wolfe and carried, to approve and place on file minutes of the previous meeting. I ,A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to refer the bids for the Vibratory Power Roller, Trailer and Compactor to the City Manager and the Street Superintendent for study, to be referred back to the Council at the next meeting. IA motion was made by Councilman Schroeder, seconded by Councilman Wolfe and unanimously carried, tc I accept the recommendation of the Water Superintendent and to award the bid for 3,500 1. f., 811 AC i pipe; 2,800 1.f., 1211 AC pipe; 5,000 1.f., 3/4" copper tubing and 1,000' 1.f., 111 copper tubing to 1-1. D. Fowler at $17,941. 04, net to the City, and to award the bid for 15,000 1. f., 211 C. 1. pipe to Pacific States Cast Iron Pipe at $10,803.00, net to the City. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to grant per- mission for the Light Department to call for bids for one complete 5000 KVA Outdoor Type Unit Sub- I station for the Grace Street site. Report of Council committee regarding sale of City Property was delayed until the next meeting. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to approve vouchers for payment in total amount of $83,798.37 and payroll transfers in amount of $33,918.81. :A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried to endorse the letter written by the Northwest Public Power Association relative to urging Bonneville Power Ad- ministration to change their payout schedule, and the City Manager to write the Senators and Con- gressmen and all of those involved in this, urging the change. The following ordinance was introduced and read in full: ORDINANCE No. 1558 AN ORDINANCE of the City of Port Angeles providing for an adjustment in the wages of employees in the electrical distribution system for year 1965, and providing for additional employees. A motion by Councilman Thorne that the foregoing ordinance be adopted as read, was seconded by Councilman Bettger and carried. A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the recommendation of the Finance Director be approved; the City continue to purchase insurance from a local agent and that copies of all information relating to the insurance program be sent to the Finance Director for a supplemental file. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to accept and place on file the report on City Insurance Program, Clallam County Treasurer's Financial Statement for the Olympic I-lealth District for February, Police-Outside the City Report, Library Conference in Yakima, Parking Lot Report, Light and Water Revenue & Expenses and the Treasurer's Monthly Report. The following Resolution was read in full: RESOLUTION No. 6-65 I A RESOLUTION of the City Council of the City of Port Angeles relating to the Police Court. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that the fore- going resolution be adopted as read. Other subjects of discussion were the logging truck traffic hazard, rodent control in sanitary sewers and at the garbage dump, utility billing methods, hearing in Olympia on April 2, regarding sales tax distribution to cities, blind corners and excessive speed across Whidby since it is no longer an Arterial Street, dismanteling of the trestle in the 1400 block on Georgiana and the pro- gress on installation of better water service in the Penn Street area.
