The Commission met in regular session at 10:00 A.M., and was called to order by Ma,yor Feeley. Officers
pr~sent were: Mqor Feele;y, CommissionernRobinson and Taylor, and Clerk Law.
Mi~utes of the previous session were read and approved.
Under the head of applications for building permits, the following were granted:

Unqer the head of unfinished business, lone Tomlinson submitted a bid of $226.00 each for Lots 6.and 7,
Block 143, Towsite. It was moved by Commissioner Taylor that the bid be accepted. Seconded by
Commissioner Robinson. All voted Aye. Motion carried.

Mr., and Mrs. Frank Fisher appeared regarding closing of sidewalk on West Second Street, being for the
prQtection of pedestrians. Commissioner Taylor explained that the walk is on private pl:Operty, obsolete,
amI definitely up to the property owner, but was sure the City could order closed if the walk is dangerous.
The Attorney will be consulted regarding legality.
Pursuant to a resolution passed by the COIIIIIrl,ssion March 5th, the hearing on Lgcal Improvement Dbtrict
No. 155 was opened. Burt Herrick appeared and favored the improvement, but requested information regarding
payment of the same. W. R. Oalces, 1117 Hest 5th Street andE. C. Siebel, 1123 \.est 5th Street, each filed
written objections to estimated cost, but were not opposed to improvement. It was moved by Commissioner
Robinson that the Attorney be instructed to draft an ordinance creating Local Improvement District No. 155.
Motion seconded by Ma,yor Feeley. All voted /qe. Motion carried.
The City Treasurer informed in writing that according to records in the City Office, no outstanding Local
Improvement Assessmsnts are against the property included in Improvement Resolution No. 155. The Commission
ordered the information filed.
Commissioner Taylor requested that Lou Kiszak file a complete report concerning the Port Angeles Transit
System. Mr. Kiszak informed that as seon as records are available to. March 3lst'Mr' Robinson will prepare
deport complete in detail.
Earl Davidson informed that after appraisal of Lot 11, Block 66,. Leighton Subdivision, he recollllllends that
minimum price be fixed at $100.00. It was moved by Mayor Feeley that bids be published as recollllllended by
Mr. Davidson and opened April 16th. Seconded by Commissioner Robinson. All voted /qe. Motion ~rried.
Under the head of new business, George Rains appeared regarding purchase of merchantable timber on City
property near the Elwha water intake. It was moved by Commissioner Taylor that bids be published tor sale
of the timber and opened April 16th. Seoo nded by Commissioner Robinson. All voted Aye. Motion carried.
W. J. Moss, for the Bramwell Construction Company, requested that the City vacate one foot of City property
bordering Lots 14, 15, and 16, Block 69, Townsite, this being the site of the Safeway Store. It was moved
by Commissioner Robinson that the request be referred to the Attorney and Engineer. Seconded by Commissioner
Ta,ylor. All voted Aye. Motion carried. I
A petition tiled u.r the Naval Lodge of Elks, signed tr.1 the Exalted Ruler, Secretary, and Trustees, requested
that the City vacate the alle;y in Block 391, being the Pine Hill Playf'ield which will be presented to the
City after completion. The petitioner being owner of all property involved in vacation requested, it was
moved by Mayor Feelq that the Attorney be instructed to draft an .Ordinance providing for vacation of the
said alley in Block 391. Motion seconded u.r Commissioner Taylor. All voted Aye. Motion carried.
Also filed was a petition signed u.r George and Lo RaiJrne Kemphert and D. J. and Kathryn McCormick requesting
vacation of that portion of the alley in Block 190, Townsite, !;ring between Lots 1, 2, and 3, and Lots 16,
17, and 18, in said Block 190. It was moved by Commissioner Taylor that the request be referred to the
Planning Commission. Seconded by Mqor Feele;y. All voted /qe. Motion carried.
Light Supt. McLennan requested that bids be published for purchase of a truck for the Light Department. It
was moved by Commissioner Robinson that the call for bids be published and opened April 16th. Seconded by
Mayor Feeley. All voted Aye. Motion carried.
Mr. McLennan informed that sale of transformers by the Light Department has been published in the Daily
Journal of COllllllerce, to be opened April 9th, and requested continuation of the same. It was moved by
Commissioner Robinson that the Commission confirm the call for bids as advertised, seconded by ~or
Feeley. All voted /qe. Motion carried.
The Commission examined and approved the following claims and ordered warrants issued in payment of same:
