A motion was made by Councilman Willson, seconded by Councilman Smith and unanimously carried, tha , the second low bid of L. N. Curtis & Sons for the 1250 GMP Pumper and equipment of $25,050.03, net to the City be accepted as recommended by Fire Chief Cameron, and under statute set forth in R.C.W. 39.24.010. Action on the proposed Parking Regulation Ordinance was deferred until a joint meeting with the Plannlng Commission for clarification of some of the proposed speclficatlons set forth in the ordi- nance. A request from Sound Auto Rebuild to use right of way for parking area was also deferred I for dlscussion at this meeting. A motlon was made by Councllman Wolfe, seconded by Councllman Cornell and carried, that the amenda-I tory agreement with Bonneville Power Administration be approved as of this date - April 2, 1964. , i ',A motion was made by Councilman Willson, seconded by Councilman Thorne and carried, that permiSSion'1 be granted the Utility Clerk to turn over for collection delinquent accounts in total amount of i $3,413.30. Of this total, $2829.47 is to be written off. j A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the Council go on record as opposing the use of the City Parking Lot adjacent to the Police Building for use for fund raising by any group, and that the Light Service Garage area may be available for this use with the consent of the Light Department. The following Ordinances pertaining to and establishing bi-monthly billing for Lights, Water and Sanitation were introduced and read in full: ORDINANCE NO. 1530 c.....ec.'I""^' ./~j'. I" 01 AN ORDINANCE of the City of Port Angeles amending Section 11.48 of the Code of the City of Port Angeles with reference to billings for electric current. &~""I"'G ts.,,:1' A motion by Councilman Willson that the ordinance be amended to<commercial and industrial accounts shall be billed on a monthly basis, was seconded by Councilman Thorne and unanimously carried. Councilman Thorne then moved that this ordinance be adopted as amended. l1otion was seconded by Councilman Wolfe and carried. ORDINANCE NO. 1531 AN ORDINANCE of the City of Port Angeles amending Section 24.7 of the Code of the City of Port Angeles with reference to payment of charges for water service. A motion was made by Councilman Willson, seconded by Councilman Wolfe and carried, that the fore- going ordinance be adopted as read. ORDINANCE NO. 1532 AN ORDINANCE of the City of Port Angeles amending Section 15.10 of the Code of the City of Port Angeles with reference to payment of garbage collection charges and licns. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the fore- going ordinance be adopted as read. The following Ordinance pertaining to annual wage adjustment for electrical distribution system employees was introduced and read in full: ORDINANCE NO. 1533 AN ORDINANCE of the City of Port Angeles providing for an adjustment in the wages of employees in the electrical distributi~n system for the year 1964, and providing for additional employees. IA motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the fore- going ordinance be approved and April 9, 1964 be set as the effective date. I The following resolution, granting the Police personnel five one year extensions to age 60, with the approval of the Police Chief and City Manager, was introduced and read in full: RESOLUTION NO. 6-64 A RESOLUTION of the City of Port Angeles adding to Resolution No. 8-58,'with reference to personnel policies a new section. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that the fore- going resolution be adopted as read. A motion was made by Councilman Cornell, seconded by Councilman Willson and carried, that the claims in amounts of: General Funds, $26,167.77, Water Fund, $7,593.76 - warrants No. 12351-12360 and Light Fund, $56,509.45 - warrants No. 12533-12551, a total of $90,270.98 be approved for paymen' A letter from Pacific Northwest Bell was read comp}imenting the Firemen for the fine job they did II in protecting the telephone lines during the fire at the shingle mill on Ediz I-look. The causes being so many and varied, it was recommended that a committee be formed of ham radio operators and other interested people to work with locating these interferences. Copies of ordinances of other cities regulating this type of problem will be circulated among the Councilmen for study. A motion was made by Councilman Willson, seconded by Councilman Thorne and carried, that reports of Rosa Sander, Mina Saari and Ken Cameron on trips out of town be acknowledge;d with "Thanks" for contents and placed on file. A motion by Councilman Thorne that the Light and Water Operating Statement and Balance Sheet and the Light Dept. Billing Report be accepted and placed on file, was seconded by Councilman Willson and carried. l .{~c.J',lJ'\ c~ I" &' The City Attorney reported that he has had a letter from the State Auditor's office stating that the money from the i~e~s.pial water should go into the Industrial Water Fund, and an opinion from the Attorney General that the money should be transferred out at the end of the collective year as surplus. A motion was made by Councilman Thorne, seconded by Councilman Smith and carried, that the appli- cation of Violet l1ay Walker, Shamrock, for liquor license be approved. A motion was made by Councilman Wolfe, seconded by Councilman Smith and carried, that as proposed by the Mayor, Mrs. l1argaret Matthieu, 515 E 12th Street, be appointed as a member of the Library Board to fill the vacancy created by the expiration of the second term of Helen Tradewell. A motion was made by Councilman Willson, seconded by Councilman Wolfe and carried, that the Park Board be handed the City Attorney's decision relative to setting gravestones for veterans and/or the American Legion and that they come up with a recommendation regarding the charges. 'I The l1ayor presented a Meritorious Service Certificate to Ivor Smith for 12 years service on the Council and to Sam Haguewood for 4 years service on the Council. There being no further business, the meeting was adjourned. CITY CLERK MAYOR Special Countil l1eetinq April 5, 1964 I The City Council met in special session at 7:30 p.m. Officers present were Mayor Maxfield, Counci]- men Thorne, Cornell, Willson, Wolfe, Bettger, Schroeder, l1anager Herrman, Attorney Moffett and j Clerk McNeece. I Pursuant to Statutes governlng and Clty Electlon'held March 10, 1964, reorganization of the Counci , was in order. Iii The City Clerk administered the "Oath of Office" to Councilman Maxfield, Thorne, Bettger and SChroeJder. IJames E. Maxfield, presiding as Mayor pro-tern, declared n6minations open for election of a member of the Council to serve as Mayor and act as Chairman of the Council until the next Council electio ' I and reorganlza tlon. II Councilman Thorne nominated Charles Willson. Councilman Schroeder nominated Joe Wolfe, who de- Ilclined as he did not feel that he had free time enough to do justice to the position. On written II vote Charles Willson was unanimously elected l1ayor and Chairman of the Council. 1IIIcoUnCllman Maxfield was complimented on the fine job he has done as Mayor the past almost four years, the new Mayor Willson congratulated and the new Councilmen, Bettger and Schroeder, welcomed 'I into the Council.
