PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
APRIL 2, "1974
The Council met in regular session at 7:30 p.m. Officers present were
Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray,
Manager Puddy, Attorney Moffett and peputy Clerk Parrish.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to accept and place on file, as received, the minutes
of the March 19, 1974 meeting. .-

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to authorize call for bids for 15,000 tons crushed
surfacing, base course, in stock pile.
A motion was made by Councilman Haguewood, seconded by. Councilwoman Ross and
unanimously carried to authorize call for bids for the 5th Street Culvert
Replacement to replace an existing 2 - 72" Concrete Pipe Culvert with 255 l.f.
of 102" diameter CMP.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to authorize call for bids for painting the exterior of
the William Shore Memorial Swimming Pool.

A motion was made by Councilman Wray, seconded by Councilman Hordyk and
unanimously carried to concur with the recommendation of the Light Department
Superintendent and accept the bids for Conductor as follows: Hees Enterprize,
Portland, for 66165 feet of No. 336 Bare AA.at $.704 per lb., delivery in
25 weeks; this bid was the only bid received for this item. Hees Enterprize,
Portland, for 5000 feet of No.2. 15 XV URD at $435.00 per 1000 ft., in
stock; this bid was the low bid received on this item. Aberdeen Electric,
Aberdeen, for 12500 feet No. 1/0 15 KV URD at $609.00 per 1000 feet, in stock;
this bid is second low bid on this item, however it is a stock item with a
firm price for 15 days whereas the low bid had a delivery schedule of 39
weeks. Utility Supply Co., Tacoma, for 6000 feet of 350MCM 600V URD at
$866.50 per 1000 feet, 12 weeks delivery schedule; and for 2000 feet of No.
4/0 600V URD at $559.00 per 1000 feet, in stock; both of these bids were low
bids received on these two items. All bids received for conductor had a price
escalation clause, "Prices in effect at time of shipment. II See attached for
bids received from other firms for conductor. No bids were received for
14100 feet of No. 4/0 Bare AA.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to approve payment of the Damage Claim of Mr. Wm. Lvcas,
1204 South Oak, Port Angeles, Wa., in the amount of $99.00. The Director
of Public Worksl recommended approval of this sewer damage claim. An
Ordinance is required.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and
t1nanimous1y carried to approve payment of Claim Vouchers intthe amount of
$167,811.61, and Payroll transfers in the amount of $75,868.57.
A motion was made by Councilman Lukey to table to the next scheduled Counci1-
Meeting the rezoning request of Olympic Vistas, Inc., therebyal~owing time
for Olympic Vistas, Inc.ls Legal Advisor to confer with the City Attorney
regarding his legal opinion that rezoning this small, isolated. parcel appeared
to be a case of "spot zoning" which would be difficult to defend. Motion died
for lack of a second. The Planning Commission recommended approval of this
rezone application.

A motion was made by Councilman Hordyk, seconded by Councilman Wray to
disapprove the decision of the Planning Commission and deny Olympic Vistas,
Inc.s request for the rezoning of Lots 11-16, Block 16 and Lots 6-10, Block
11, PSCC Second Addition from RS-7 to RMF. . The site is located on the east
side of Vine Street at Lopez. Councilmen Haguewood, Hordyk, Olson and Wray
voted "AYE." Councilman Lukey voted "NO." Councilwoman Ross abstained from
voting. Motion carried.
A motion was made by Councilman Olson, seconded by Councilman Hord~~ and
unanimously carried to accept and place on file the Planning Commission
minutes of March 25, 1974.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to accept and place on file the minutes of the Board
of Adjustment meeting of March 26, 1974.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to approve and ratify the Joint City-County Landfill
Site Use Agreement. The agreement is effective March 1, 1974 for 'an
indefinite period of time and contains a termination clause.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and I
unanimously carried to approve ITT Rayonier, Inc. ts request for a Shoreline
Management Substantial Development Permit for the construction of a spent
liquor storage lagoon. The purpose of the lagoon will be for storage of
spent liquor during periods when emergency repairs must be made to the
Recovery Boiler. The lagoon will be an integral part of the Spent Liquor
Recovery System for Pollution abatement. .
A motion was made by Councilwoman Ross, seconded by Councilman Wray and
unanimously carried to accept and approve Peninsula Protein, Inc.'s
Environmental Impact Assessment and that an Environmental Impact Study
would not be a requirement.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to grant a Shoreline Management Substantial Development
Permit to Peninsula Protein, Inc. to construct a fish processing'and'cold
storage facility on Port of Port Angeles property located on Front Street
to the west of West Dependable Supermarket.
Agenda Item No. 13 - Resignation of Harry T. Hunt as chairman df the City
Planning Commission was passed over. 1
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the minutes and staff
report of the Clallam-Jefferson County Community Action Council meeting
of March 20, 1974. .
A motion was made by Councilwoman Ross, seconded by Councilman Olson to
approve the Liquor License application of the Thunderbird Boathouse, Inc.,
dba Captn Hooks, for a Class H license in lieu of DEF. Councilmen Lukey
and Haguewood abstained from voting. All other Council members voted
"AYE. Il Motion carried.
A motion was made by Councilman Olson, seconded by Councilman Wray and
unanimously carried to accept and place on file the January Financial
Reports of the Light Dept., Water, Sewer and Sanitation Departments, Equip-
ment Rental and Off-Street Parking and the Out-of-town report of M. Grooms.
Mayor Basom read a letter from Obert Schilke regarding his request for
vacation of portions of Center Street in which he specifically object~d to
the amount of the appraisal estimate. On December 4, 1973 the City Council
approved Mr. O. Schilke's request for vacation of a portion of Center Street
between Campbell Avenue and Mt. Angeles Road contingent upon the provision
that right-ot-way is retained tor the Campbell/Eckard Alley 'and Eckard Street;
all utility reights are retained in the Center Street right-of-way; and, a
minimum of 50% of the appraised valuation be paid prior to the vacation be-
coming effective. Based on assessed valuation records of said property,
the estimated amount required was $2,793.60. Mr. Schilke considered this amount
eXcessive and agreed to pay $2,000.00 which,he believed to be a fair price
considering the price paid for lots next to the street that is to be vacated.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and
unanimously carried to accept Mr. SChilke's-price with the City retaining
the rights indicated above. A Street Vacation Ordinance to be presented
at the April 16, 1974 meeting.
A motion was made by Councilman Haguewood, seconded by Councilman Olson and
unanimously carried to authorize the Mayor to write a letter of congratu-
lations to the Port Angeles Junior Badminton Club for their fine showing
in the Badminton Tournament held in Seattle March 20th thru the 23rd.

Other subjects of discussion were: Councilman Hordyk questioned the status
of the property located at the southeast corner of First and Lincoln Sts.
which is owned by the American Discount Corporation in Seattle. It was noted
that said firm has been notified several times regarding the unsafe condition
of this property. He also requested a delay in scheduling a work sesseion to /
discuss electric rates in conjunction with the proposed BPA Wholesale Rate
Schedule. Councilman Wray suggested dressing up the area at the end of
Lincoln Street where the locomotive is located by curbing the streets. involved
if possible. Councilman Lukey stated the Catholic Church is in need of fill
for a ballfield they are constructing. He also reported that citizens are
objecting to the continued barricading of Cedar Street. Manager Puddy stated
that the City has submitted an application to the Urban Arterial Board applying
for funds to rebuild Cedar Street as the street is unsafe for any type of
traffic. Councilman Lukey recommended notifying the citizens involved either
by newspaper or letter. Manager Puddy stated the Annexation Ordinances for
the Miller and Rose properties are pending and will be presented as soon as an
agreement of intention is signed by the involved parties. The Director of
Public Works has placed an order for the fencing materials for the new City
Garage site. The Association of Washington Cities Meeting_will be held at
the Olympic Hotel, in Seattle, June 11 thru the 14th. The Port of Port Angeles
is holding a Public Hearing in the Council Chambers on April 4, 1974 at 1:30 pm.
on the Airport and Comprehensive Plan. Negotiations are proceeding with the
I.B.E.W.
