\The City Council met in regular session at 7:30 P.M. and was called to order by Mayor Smith. Roll call of
officers showed the following present: Councilmen Sandison, Matthieu, WOlfe, McFadden, Maxfield, and
I Thorne , M~er Vergeer, Attorney Severyns and Clerk Law.
It ~as moved by Councilman Sandison that minutes of the previous meeting be approved. Seconded by Council-
iman Wolf.e and carried.

as follows:

Councilman Wolfe reported on investigation of request by Antone SCheel, "shop foreman, for one year extension
lof service after retirement age. Mr. Wolfe said he feels there is saneneed for extension although retirement
lallowance will be adequate, His personal recommendation would be to permit another year of service but
'due to policy previously adopted, the request should be denied. Councilman Maxfield said the question was I
'eligibility for O.A.S.I. which is now established and Mr. Scheel entitled to maximum. It..as therefore
~move~ by Councilman .MoFadden that request for extension be d~nied. Seconded by Councilman Matthieu and
carr1ed.

,Under the head of new business, claims payable by the City wete examined in total amount of $33,934.55. It
was moved by Councilman McFadden that claims be approved and paid. Sec"nded by Councilman Matthieu and

City car no. 37 requiring extensive repairs and tires, it was moved by councilman Maxfield that call for I
bids be published for replacement of same. Motion seconded "by Councilman Sandison and carried.

It was moved by Councilman Maxfield that the City accept, and record made, of Deed by Mr. and ~lrs. E. A.
White for wight of way of portion of Morse Creek main water line. Motion seconded by Councilman Matthieu
and carried. I
~he City Manager informed of tank installed at Second and Valley Streets to supply fuel for diesel plant, the
~ame having never been used. Also that offer to purchase has been received. It ~as decided to excavate
tank and publish call for bids for s ale 'of Same.

It appears that fourteen encroachments are evident in alleys pertaining to sewer installations in L.I.D.
No. L77. Most serious are two houses, others are wood sheds, garages and chicken houses. it was the
opinion of Bngineer Warder that the sewers could be installed without damage to the houses although this
could not be guaranteed. Attorney Moffett advised that' property owners can use streets and alleys un'til
such time as they are necessary for utilities installation. Also that the City is not liable for damage if
proper notice is given. It was moved by Councilman Wolfe' that property owenrs be properly notified of
pbstructions and necessity for removal of'same, Seconded by Councilman McFadden and carried.

Reports of the Police and Fire Departments were filed for Council approval. It was moved by Councilaan
Matthieu that reports be approved and placed 'on file. Seconded by Councilman Maxfield and carried.

Albert Clevenger of 1925 West 5th Street complaihed of te1cvisi>n interference caused by leakage of Crown
Zellerbach power line. Mr. Vergeer assured that the company will be advised of complaint and franchise
providing for proper maintenance,

Council gave notice of special meeting April 7 at which time bids will be considered for construction of C
Street storm and' lateral sewers t also power transformers.

Under' the head of introduction of Resolutions," the following was introduced and read:
I ' RESOLUTION NO. 7~58
, WHEREAS, Initiative #203 was filed with the Secretary of State of the State of Washington on February
28, 1958; and ,
I ~{EREAS, this initiative measure fails to recognize that one of the beneficial uses of the salt waters
of the State is the dilution, dispersal and' ultimate disposal of industrial wastes; and,
I ,~EREAS, said initiative, if adopted by the people of this State, would only impose a he~vy tax on the
pulp and paper industries of this State with disastrous effect on t he economy and employment 1n the State of
Washington;
I NOW, THFAEFORE, BE IT RESOLVED by the City Council of the City of Port Angeles in regular session th~
third day of April, 1958, that we oppose said initiative numbered 203 and urge the citizens of our state
to refrain f.rom signing this initiative; and,
Be it further resolved that a copy of this resolution be mailed to all Mayors of t he cities of this
~tate. the POllution Control Commission and the Association of Washington Cities.
I ADOPTED this 3rd day of April, 1958.
Councilman McFadden told Council they would be negligent as City
