Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Olson,"Lukey, Ross and Wray, City Manager ~ddy, Attorney Moffett, and Deputy Clerk Hobbs. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to accept'and place on file, as received, the Minutes of Ma~ch 20, 1973. A motion was made by Councilman Hordyk, seconded by Councilman Wray, and unani- mously carried to authorize call for bids for proposed street improvements on Marine Drive, Peabody, Front, Race, Eunice Streets and L.I.D. #194. " I' A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to take from the table the bid awarding on the street sweeper. A motion was made by Councilman Olson, seconded by Councilman Hordyk and carried, to concur with the recommednation of. the Shop Superintendent and the Street Super- intendent and accept the bid of National Machinery Company, $16,795.35, for a Wayne Street Sweeper. This was not the low bid, but it was felt that the Wayne Sweeper did a much better job of sweeping, required less maintenance, was more dependable and, since the Street Department has another Wayne Sweeper like it, experience shows better results. The low bidder was Transport Equipment Co. for an Elgin White Wing Sweeper at $13,956.46. All Councilmen voted, IfAye,1f ex- cept Councilmen Haguewood and Wray, who voted, If No." Motion carried. A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani- mously carried to approve the Second Quarter Allocation of $46,417.81 to the North Olympic Library District. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve payment of $1,831.14 to CH2M for engineering services from January 25, 1973 through February 23, 1973 in connection with the Water Study. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to approve payment of the Claim Vouchers in amount of $39,151.15 I and Payroll Transfers in amount of $68,503.26. A motion was made by Councilman Hordyk, seconded by Councilman Olson, and unani- mously carried to authorize call for bids for a used fork lift for the Light De- partment and one new trailer mounted air compressor for the Water Department. Mayor Basom presented a Certificate of Competency Grade IV to James Abernathy of the Waste Water Treatment Plant from the Board of Certification for the State of Washington of the Pacific Northwest P911ution Control Association. A.motion was made by Councilwoman Ross, seconded by Councilman Wray and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Cathy and Curt Register for a conditional use permit to allow them to conduct a leather specialty shop in their home at 306 South Laurel Street 'as a home occupation on a temporary basis to end December 31, 1973. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to concur with the recommendation of the Planning Commission and approve the request of Del Guzzi Construction Co., on behalf of John Mahaney. of the Hill Haus Motel, for, a variance to permit enlargement of the existing, non-conforming motel. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unani- mously carried to concur with the recommendation of the Planning Commission and I approve the request of Del Guzzie Construction Co., on behalf of Wendell and Stern, M.D., for a var.iance to allow enlargement of the existing doctor's off~ ice building at 912 Caroline Street. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Allen Christensen to install a septic tank and drainfield system to serve a single-family residence located at 13th and ilK" Streets. APRIL 3, 1973 (Continued) A motion was made by Councilman Olson, seconded by Councilman Wray and unani- mously carried to approve the final plat of the Glenbrook Subdivision. The following ordinance was read in full: I ORDINANCE NO. 1786 AN ORDINANCE changing the name of a certain City Street. (Basin Circle to Meadow Circle) A motion was made by Councilman Wray and seconded by Councilwoman Ross to adopt the foregoing ordinance as read. All Councilmen voted lIAye," except Council- man Hordyk, who voted lINo. II Motion carried. The following ordinance was read in full: ORDINANCE NO. 1787 AN ORDINANCE rezoning a portion of the City of Port Angeles, Washington. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance as read. The following resolution was presented to the Council: Resolution No. 5-73 A RESOLUTION amending Resolution No. 1-73 relating to Wash- y/ ~iflgton Public Power Supply System Nuclear Project No. 3 net billing. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to dispense with reading and adopt the forego.ing resolution as presented, as it had been read before. A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani- mously carried to accept and place on file the letter from the Clallam County Planning Commission regarding draft environmental statement for a conditional use. permit for a combination rifle-pistol-shotgun range. I A motion was made by Councilman Hor~yk, seconded by Councilwoman Ross and unani- mously carried to place on file,the letter, and resolution of the North Beach Citi- zens Committee, with no action being taken as this item does not concern,local governments. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the letter of the Sierra Club regard- ing public park lands in Port Angeles. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani~ mously carried to accept and' place on file the C1allam County Mental Health and D.evelopmental Disabilities Board Minutes of February 7, 1973. A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani- mously carried to accept and place on file the Cla11am County Humane Society Work Report for the month of February, 1973. A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the letter from the Washington State Liquor Control Board regarding license transfer of Brickiefs Place and Marine Drive Cafe. I A motion was made by Councilman Wray, seconded by Councilman Lukey and unani- mously carried to accept and place on file the Revenue & Expenditures February; the Treasurerfs Report-February and the Out-of-town report of the Personnel Di- rector. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to refer to the Planning Commission for recommendation and views on the rezoning for commercial use the property in Block 133 Carters Subdivision on East Front Street. Light Department Employees; and City1s procedure for listing property for sale as they are asked about a certain piece of property.
