Proceedings of the City Commission of the City of Port Angeles, Washington

Minutes of the previous session were read and approved.

The City Commission met in regular session at 10:00 A.M., and was called to order by Mayor Feeley.
!present were: Mayor Feeley, Conunissioners Robinson and Taylor, Attorney Trumbull, and Clerk Law.
Under the head of applications for building permits and licenses, the following were granted:

IUnder the head of unfinished rosiness, Mr. Thornton again appeared regarding control of Peabody Creek,
'insisting that the City is responsible for damage done by the Creek to private or City property from First I
Street to Peabody Street. Also that this has been declared an emergency area by the Red Cross. Mr. Thornton
informed that a contractor will put in condition to control the water for approximately ~500.00. Commissioner
Taylor informed that it is the duty of the City to co-operate for their ovm protection. It was the opinion !
of. Attorney Trumbull that the City cannot enter into agreement with a private individual or share expense, ,
but if the City is given easement, can deal direct with contractor. It was moved by Comndssioner Robinson
that the Attorney be instructed to prepare easement permitting the City to put under control the said
'Peabody Creek. Motion seconded by Commissioner Taylor. All voted Aye. Motion"carried.

It was moved qy Commissioner Robinson that the bid by General Electric Supply Corp. for Item 1, Conduit at
$144.00 per C. be accepted. That Item 2 b.Y Graybar Electric Co., Inc., for 600' of 250 MCM 15,000 V. Cable
,at $1,302.00. per M. be accepted. That Items 3 and 4 by Westinghouse Electric Supply Co., for 1,450' of
#2/015,000 V. Ceble at $871.00 per M., and 2,000' of 250 MCM, 5,000 V. Synthetic Covered Cable at $593.00
,per M. be accepted. Motion seconded by Conunissioner Taylor. All voted Aye. Motion carried.
Under the head of new business, Mr. Gibens of 724 East 4th Street informed that Fourth Street from Race St.
West had not been repaired since the Pacific Telephone and Telegraph Company roried their cable. The
Engineer was instructed to investigate.

The Richfield Oil Corp. expressed apprecia tion for services rendered by the Fire Department during flooded
conditions at their distribution plant. Also enclosed was check fbr $40.00 for the Firemen's Pension FUnd.
The Commission accepted the contribution and expressed appreciation for the same.
" letter from Wilson and Chamberlin, representing Petersen and Craver, Inc., requested approval of a
structure on Lot 3, Block 39, N. R. Smith's SUbdivision, which does not conform with Ordinance ~o. 1167.
The matter was referred to the City Attorney.
" request from the Chamber of Commerce that this City conform with Seattle regarding daylight saving time
was approved, and it was moved by Mayor Feeley that the City adopt daylight saving time conforming with
Seattle. Seconded by Conunissioner Taylor. All voted Aye. Motion carried.

The Chamber of {;ommerce also requested that the Comndssion consider amendment to an Ordinance prohibiting
hanging of banners across streets in the City. Commissioner Taylor informed that the State Highway
Department is responsible for both primary and secondary highways, and Chief Ide was instructed to consult
, the Chamber Secretary.

, Under the head of reading and passage of Ordinances, the following was placed on third and final reading.
ORDINANCE NO. 1208

: AN ORDINANCE vacating portions of Valley Str-eet and Cherry Street in the City of Port Angeles, Washington,
such portions extending from the North Line of Front Street to the Inner Harbor Line excepting the portions
thereof covered by a franohise of the Chicago, Milwaukee, st. Paul and Pacific Railroad.
I It was moved by Commissioner Robinson that the foregoing Ordinance be passed third and final reading and
adopted. Seconded by Commissioner Taylor. All voted Aye. Motion carried.
