P.U2:M~- The City Council met in regular session at 7:30 P':.M. Officers present were: Mayor Richardson, Councilmen i Smith, SanOison, Maxfield, Thorne, Randall and Caldwell, Manager Slankard, Attorney Moffett and Clerk LavJ; I I It was moved by Councilman Thorne that the minutes of the previous meeting be approved and placed on file. I Seconded by CounCilman Sandison and carried. i I Under the head of unfinished business, bids to furnish pipe for the Water Department were received as follows: I H. D. Fowler Company, $IB, 471.44 net; Pacific Water Works Supply Company, $18,232.24 net; I Johns - Manville Corporation, $18,741.84 net. 1'1 It was moved by Councilman Caldwell that the low bid be accepted. Seconded by Councilman Maxfield and i carri ed . I, 'I Ii Four offers were submitted to furnish one backhoe trenching machine for the Water Department: il Clallam Co-op Association, $4,079.32 net; Surge Dairy Supply, $4,605.34 net; Hendrickson's Service I $5,395.27 net; Tool Crib Sales, $4, 7B2 .00 net. : The Water Superintendent having recommended acceptance of the low bid, it was moved by Councilman Smith ! that the bid by Clallam Co-op, at $4,079.32 be accepted. Seconded by Councilman Thorne and carried. I'iwashington State Health Department requested that the Council consider sloping the fioors of reservoir utJits,' [I thereby providing adequate drainage. Added cost would be $4,470.00 and $1,763.00. It was moved by I iCouncilman Maxfield that recommendation of the Health Department be approved. Seconded by Councilman II" 1 Randall and carried. , The first progress payment to Del Guzzi Construction Company for work done and material furnished on two reservoir units in amount of $20,325.66, was submitted for Council approval. It was moved by Councilman , Smith that the claim be approved and paid. Seconded by Councilman Caldwell and carried. I Under the head of new business, it was moved by Councilman Smith that call for bids be published to furnish I for the Light Department, one Line Truck. Seconded by Councilman Sandison and carried. I The Council considered communication and recommendation regarding Engineer's studies of the City Light Sub 'I Stations. It was moved by Councilman Maxfield that the Manager be authorized to contact various sources I and obtain cost estimate for study. Seconded by Councilman Caldwell and carried. III A petition representing 54% of property owners requested that an L.LD. be established for construction of I' drainage, ballast, curbs, gutters and asphalt paving from Vine to Race Street, North of Front Street to the I Bluff. It was moved by Councilman Thorne that the petition be approved and referred to the Engineers for [ further action. Seconded by Councilman Maxfield and carried. I, ,II Department Reports were approved as follows: Treasurer's Financial, Water billing and work, Light Billing and Work. It was moved by Councilman Maxfield that all reports be approved and filed. Seconded by Councill- man Sandison and carried. Ii II Ii I: , The following claims were approved in amounts of: General Funds, $12,749.16. Water Fund, $2,271.55. Light Fund, $34,467..11. Pipeline Fund, $3,284.65. It was moved by Councilman Thorn'e that all claims be approved and paid. Seconded by Councilman Maxfield and carried. I It was moved by Councilman Smith that Payrolls for March in total amount of $52,671.36 be approved as , paid. Seconded by Councilman Caldwell and carried. . i Councilman Caldwell reminded that it has been three years since the last traffic survey at Eighth and Cherry I Streets and it was his opinion that another survey should be conducted to determine if a stop and go signal would be warranted. It was moved by Councilman Caldwell that the Manager be instructed to contact the State Highway Engineer and request another traffic survey. Seconded by Councilman Thorne and carried. 1 i Verne Crist, 636 Georgiana Street inquired as to possibiHty of getting warning sign erected in the vicinity of I Georgiana and Eunice Streets where numerous children play. It was moved by Councilman Randall that the I Manager be instructed to investigate and report. Seconded by Councilman Caldwell and carried. I: Attorney Moffett informed the Council that the Improvement District from Race Street west to Peabody Gulch iil will not be processed by the Engineering Department for about a year and cannot be tied in with the Sunrise : I' Heights Improvement now under ronstruction. Therefore, a Resolution fixing date of hearing cannot be prepatfd. II George Todd, Chairman of the Civil Service Commission, read communication stating that three members of I the Commission conducted inspection tour of the Police Station as required by Statutes. This was to correct I a misunderstanding that only one Commissioner had conducted said tour. I I Under the head of introduction of Resolutions, the following was introduced and read for Council approval: il RESOLUTION NO. 2-60 A RESOLUTION of the City Council of the City of -Port Angeles authorizing the purchase by the City of Lots Two (2) to Ten (10), inclusive, ,Block Fourteen ~ _ (14) of the TOwnsite of Port Angeles by the Light Department. It was moved by Councilman Randall that the Coun~il concur with the Resolution as read. Seconded by Council- man Sniith and unanimou sly carried. ' , II II :1 Under the head of introduction and passage of Ordinances, the following was Introduced and read in full: 1"1 :1 ORDINANCE NO. 1456 ii, AN ORDINANCE of the City of Port Angeles adopting a Fire Prevention Code. il I It was moved by Councilman Caldwell that the foregoing Ordinance be approved and adopted.
