Roll call showed the following officers present: W~yor Beetle, Commissioners Beam and Lind, Attorney Conniff and Clerk Hawkins. The minutes of the previous session were read and approved. Under the head of Applicati ons for Building Permits and Licenses the following were granted: Wilbur W. Covert, Build House, Let 5, Block BB5, Townsite- T. Callahan, Pedd-ler' s License, 1 day, April 2, 1942 750 .00 10.00 Under the head of Introduction of Resolutions the following, resolution was introduced: I Rl<:80LUTION WHEREAS, The City of Port ~eles is the owner of the folloTdng described real property, having acquired the same by Treasurer's Deed, dated April 6, 1942, under and by vi,rtue of the authority of Section 9B9B, Chapter 14B of the Laws of 1929, page B65, to-wit: Lot Fifteen (15) and West ~ of Lot Sixteen (16), Block Three (B), Hartt and Cook Subdivision of SuburlBn Block Bl of the Townsite of Port Angeles, ) Washington, and ) WHEREAS, Frank O. Fountain has offered to purchase the above described real property from the City of Port Angeles for the sum of $250.00, payable as follows: $25.00 as a down payment and $10.00 on or before May 1, 1942, and $10.00 on or before the 1st day of each and every month thereafter until paid in full, together with interest on monthly balances at the rate of 7% per annum and paid with monthly installments, and I WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair value and that at this time it is the best interest of the City that it should be accepted and ths sale mads. NOW, THEREFORE, BE IT RESOLVED, that said offer be accepted and that t he City of i'ort .!lngeles sell the said property at private sale to the said Frank O. Fountain for the sum hereinabove set forth, subject to any other valid liens against the same; that the City J\ttorney be instructed to prepare a quit claim deed conveying said proparty to the purchaser, and that the City Clerk of the City of rort Angeles be and he is hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued interest thereon has been paid in fUll. It was moved by Commissioner Beam that the foregoing resolution ,be approved and adopted. Seconded by Commissi oner Lind. On roll call all members voted aye. 1ne l"ayor declared the motion carried. RESOLUTION I WHEREAS, The City of Port Angeles is the o.mer of the gravel 'pit, situated on the following described property, to-wit: Blocks Four Hundred Thirty-six (456), and Four Hundred Thirty-seven (4B7), of the Townsite of Port Angeles, Washington, and WHEREAS, The United States Coast Guard is in need of gravel for the improvement of the runways at Port Angeles Coast Guard Air Station on Ediz Hook LighthaaEe Reservation, and WHEREAS, under the provisions of the lease from the United Stetes to the City of Port Angeles, certain road work was to be done by the City, and it also is the desire of the City Cormnission to assist in every way possible in the improvement of the Ediz Hook roads and runways. NOW, THEREFORE, BE IT RESOE,VED, that the United States Coast Guard be granted the privilege of taking all the gravel from the City gravel pit above described that may be needed for the improvement of the runways at the Port Angeles Coast Guard Air Station on Ediz Hook Lighthouse Reservation. It was moved by Ccmmissioner Lind that the foregoing resolution be approved and adopted. Seconded by Commissioner Beam. On roll call all members voted aye. The Mayor declared the notion carried. Under the head of Unfinished EusinessJ' The following ordinance was read by title and passed its second reading: I AN ORDINANCE defining "milk" and certain "milk products," "milk producer," "pasteurization," etc., pro- hibiting the sale of adulterated and misbranded milk and milk products, requiring permits for the sale of milk and milk products, regulating the inspection of dairy farms and milk plants, the examination, grading, labeling, placarding, pasteurization, regrading, distribution, and sale of milk and milk products" providing for the publishing of milk grades, the construction of future dairies and milk plants, the enforcement of this ordinance, the fixing of penalties, and declaring an emergency to make the ordinance immediately effective. The Commission approved the purchase of a 1941 Plymouth Sedan Truck by the Police Department from Russell Zeits at $B50 .00 to replace ,the Ford station car now in use. I Under the head of New Business: The Commission instructed the City Clerk to issue a call for bids for the sale of the following described property, to-wit: Lots 14, 15, 16 and 17, Block 1, Cain's Subdivision of Suburban Lot 21, Townsite of Port Angeles, Washington, Bids to be received up to 10 A.M., April 29, 1942.
