The purpose of this meeting is to discuss the Municipal pier Project as to revision of the Engineering Contract and revision of the scope of the project, and discussion of the new water and sewer rates. MUNICIPAL PIER PROJECT The first item of business to be discussed was financing for the Municipal Pier project. A brief presentation was made by Manager Whorton on the three phases of the project, as presented to the Economic Assistance Authority. Phase I consisted of the basic pier - $1,875,0001 Phase II consisted of Additional Water Improvements - $560,000; and phase III consisted of Additional Land Improv~ments - $110,000. Each of these phases, along with the cost breakdown for each, were reviewed by Manager Whorton and discussed by the Council. The EAA and lAC grant applications were also discussed, along with engineer inspection costs, gasoline storage for seaplanes, reuse of the present pilings, and the possibility of the City hiring its own inspection engineer instead of using ABAM's. At the conclusion of the discussion it was moved by Councilman Hordyk that the City Manager be authorized to undertake the following actions relative to the Municipal pier Project: (1) to sign all necessary docu- ments required to accept a $250,000 grant/loan from the Washington State Economic Assistance Authority; (2) to enter into negotiations with General Construction Company to establish firm prices for the pier ad- ditives and the necessary contract changes; (3) to sign a revised en- gineering agreement with ABAM Engineers, Inc. for $262,000 to satisfy all obligations to April 3, 1979 and to establish an hourly rate basis for all future work; (4) to direct ABAM Engineers to begin design work on pier additives; (5) to hire a construction inspector who will divide his time between the pier project and other City projects such as the corporation yard, subdivisions, etc.; and (6) submit a grant application to lAC in the amount ,of $l~O,OOO. Cont, water, to billing on the basis of metered use. Mr. Orton reviewed the City's present water situation and discussed available data on esidential and commercial water consumption and a "cost of service" analysis which, when completed, would more equitably allocate the cost of processing and providing water to residential, commercial, and industrial customers so each class of user can be billed for its I fair share of operating the water utility. Mr. Orton presented four alternatives for the Council to consider. It was Councilman Wray's - feeling that an interim rate of $7.00 per month for the first 1,000 cubic feet and $.65 for each additional 100 cubic feet be implemented until the cost analysis can be completed. Following Mr. Orton's presentation, there were several questions and comments from the Council in regard to the information presented. Both water and sewer rates were discussed, with several Council members making suggestions on how much they felt the rates should be increased, and what the cubic feet minimum should be set at. The general consensus of the Council was to set a sewerage fee of approximately $4.20 to $4.50 per month, with a graduated higher rate for commercial users, and a water rate of $7.00 per month for the first 1,000 cubic feet plus $.65 for each additional 100 cubic feet.
