I CALL TO ORDER - CITY LIGHT BUILDING TOUR
Mayor Duncan called the meeting to order at 6:00 PM. The purpose of this meeting
is to conduct a tour of the City Light building.

CALL TO ORDER.- PUBLIC HEARING - CITY COUNCIL CHAMBERS

Mayor Duncan called the meeting to order at 7:30 PM. The purpose of this meeting
is to hold a public hearing on the City's proposed policies related to the termina-
tion of the WPPSS 4 and 5 projects and proposed electric rate increase.

Light Director Cosens addressed the financial impacts on Por~Angeles City Light
as a result of termination of WPPSS 4 and 5 and.staff's recommendation for a rate
increase of .189 per KWH, effective Mayl, 1982 to meet the financial obligations
of the WPPSS 4 and S project costs. ~~yor Duncan opened the p~ic hearing and
requested comments or questions from the audience or staff. Testimony was received I...,
from G. Thurman, R. Friedman and R. Janssen against the proposed r~te increase.
Councilman Quast and staff addressed comments and questions from the audience and
Mayor Duncan closed the public hearing when no further comments wer~ received.

A. Draft Policy of the City of Port Angeles Concerning Termination of WPPSS
Projects 4 & 5.
Mayor Duncan opened the public hearing on the "draft policy of the City of Port
Angeles concerning termination of WPPSS Projects 4 /; Sand related. issues" and
requested comments from the audience and staff. she noted that copies of the
position paper had been distributed.to all those interested. Testimony was received
from R. Janssen, L. Rodgers, R. Friedman, and J. Johnson on behalf of the Irate
Ratepayers organization. Additional testimony was received from G. Hoyt and G.
Mattson. Following this formal testimony, Council and staff addressed comments
and questions from the audience and Mayor Duncan closed the public hearing when
no further comments were received.
B. Financial Impacts on Port Angeles City Light as a Result of Termination
of WPPSS 4 and 5.
