The City Council met in regular session at 7:30 P. M. and was called to order by Mayor Richardson. Other
officers present were: Councilmen Smith, Sandison, Maxfield, Thorne, Randall and Caldwell, Manager
Slankard, Attorney Moffett and Clerk Law.
It was l"lC'ved by Councilman Caldwell that the minutes of the previous meeting be apl1roved. Seconded by
Councilman Thorne and carried.
Under the head of unfinished business, Lots 11 and 12, Block 357, Townsite, having been appraised, it was
moved by Councilman Maxfield that minimum be fixed at $100.00 per lot, Seconded by Councilman Smith and
carried.
The Council considered installation of additions to the street lighting system and results of traffic check
at Cedar and TUIm'Jater Streets. It lias moved by Councilman Randall that the added installations be
approved as per manager's map and call for bids be published according to engineer's plans and specific-
ations, to be approved by the ~ouncil when completed. Seconded by Councilman Maxfield and carried.
The Manager reported on meeting with the Lincoln School P.T.A. regarding children's playfield and a
petition previously filed, the same having been referred to the Park Board. Mrs. Walter Mason, P.T.A.
pr~sident, read recommendations and presented sketches showing prorosed locations. It was moved by
Councilman Maxfield that request be referred to the Manager to work out with the Park Board and Planning I
Commission and report later, Secondecl by Councilman Caldwell and c .rried.
The Manager also reported on progress of obtaining rights-of-way for replacing the Morse Creek water line. I
citing numerous registered letters of correspondence regarding same. Also delinquent water service 1
accouJTlts which could reflect against the Council and the City. The Attorney advised that the first step I
is to have rights-of-way property appraised and make reasonable offer. If not accepted, the Council must
L I pass an ordinance to condemn, and with proper' complaint, ask the Court to declare for pUblic use, Ilhen
,and if the Court declares public use. the matter can be brought to jury trial to determine and arrive at
i satisfactory price for the condemnation. It was mcved by Councilman Maxfield that the Manager and Attorney
be authorized to proceed with appraisal of the property and take any action necessary to clear easements
and collect delinquent accounts, also those not under the easemcnt problem, and if negotiati ons are not
successful, to proceed with condemnation at once. Motion seconded by Councilman Thorne and carried.
Under the head of new business, it was moved by Councilman Smith that call for bids be published to
fcrnish for the Street Department one tractor type bucket loader. Seconded by Councilman Maxfield and I
carried.
The Council considered the feasibility of establishing Cherry Street as arterial f rom Eighth Street to I
Fifteenth Street. It was moved by Councilman Thorne that proper action be taken to make Cherry Street I
an Arterial from 8th to 15th Streets and the Manager and Police Chief authorized to consider necessity of
signs from Cherry Street to the Boulevard. Motion seconded by Councilman Caldwell and carried. j
Also considered was sending Fire Chief Wolverton to Washington, D. C. as representative of the City and
to accept the National Fire Safety Award, expenses not to cxceed $500.00. The Chief cited honors previously
I awarded and expressed appreciation for opportunity. Having represented the City for other awards, it was
the Chief's wishes that SOme City official be authorized and suggested the May or. It was moved by Council-
man Randall that the Mayor be authorized to make the trip, represent the City and accept the National
Safety Award. expenses not to exceed ~500.00. Motion seconded by Councilman Caldwell. Council~an Maxfield
expressed no objection to the trip, but questioned spending $500.00 from the Current Expense budget in
view of other expenses coming up. He c"",mended the fire Department for services and considered it quite
probable that if this City is considered for the 25th Award in its class next year. someone will want to
go back and accept.. The question was requested and carried.
It was moved by Councilman Caldwell that the following reports be accepted and placed cn file, Treasurer's.
Pire, Police, Light, Water work report and balance sheet. Seconded by Councilman Sandison and carried.
It was moved by Counci Iman Randall that the following claims be approved and paid: General Funds,
$11,215.62; Water Fund, $2,784.66; Light Fund, $10,549.07. Moti~n seconded by Councilman Caldwell and
carried..

It was moved by Councilman Maxfield that the Volunteer Firemen's payrcIl/be approved in amount of $555.00.
Seconded by Councilman Randall and carried.
~Ptlget Sound Navigation Company requested in writing that the City renew agreement for maintenance of a
Idecorative sign at the foot of Lincoln Street. It was Moved by Councilman Smith, seconded by Councilman
Caldwell, that. resolution approving agreement be adopted. After discussion and due consideration the
lmotion was withdrawn. It was then moved by Councilman Caldwell that decision be postponed until the next
meeting. Seconded '>y Councilman Maxfield and carried.
Myron Rogers and Ted Browne appeared for the Merchants Assodation and Insurance Brokers and asked the I
'Council to consider changing ordinance no. 1037 to include investigation of itinerant merchants and
!transient vendors. They told the Council that teams of high pressure men appear, put on intensive campaign,
take the money and go. They also suggested a committee meet with Insurance and Merchant representatives.
'IThe matter was referred to the Attorney with information filed, to study and report feasibility of amending
,the ordinance.
There being no further business, the meeting was adjourned.
