P_Z42U ~ The City.council met in regular session at 7:30 p.m. Officers present were Mayor Wlllson, Counci~L men Maxfleld, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager I-lerrman, Attorney l10ffett andl Clerk McNeece. Correction to the prevlous meeting mlnutes were made: I. ,regardlng attorney's report on Industri~ Water Fund-----money should go lnto water fund; 2, regardlng approval of Ordinance No. 1530 amend10 to "require that" commercial and industrial accounts shall be billed on a monthly basis----. It I was then moved by Councilman Wolfe, seconded by Councilman Thorne and carried, that minutes of the previous meeting be approved as corrected. I The Mayor presented to I1rs. I-lelen Tradewell a Certificate of l1eritorious Service for her ten (10) years of service on the Library Board. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the bidji for pipe for the Water Dept. be referred to the City Manager and Water Superintendent for analysij' tabulation and recommendation. A motion was made by Councilman Wolfe, seconded by Councllman Maxfield and carrled that in view of the fact that bids on the pick up truck were in excess of the amount budgeted for this item, this be referred to the City l1anager for study and possible resubmission. (One bid did not meet" specifications) A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that the claims be approved for payment in amounts of General Funds, $34,654.98, Water Fund, $6,656.10 - warrants No. 12361 - 12380 and Light Fund, $36,787.22 - warrants No. 12552 - 12588, a total of $78,098 .30. A motion by Councilman Thorne that the Planning Commission's recommendation be approved and Mr. Everett Kosar, 1016 W 7th Street be given a conditional permit to operate a radio repair business on the back of his lot (Lot 6, Blk. 241), and that the condition be that the business remain a one man operation and that he cause no radio or television interference in the neighborhood, was seconded by Councilman Maxfield and carried. A motlon was made by Councilman l1axfleld, seconded by Councilman Wolfe and carried, that the recom- mendatlon of the Planning Commisslon be approved and L. F. Kllnge be granted a variance to allow ]1 a ten (10) foot set back with the provlslon that lots II ana 12, Blk. 145 T, be used for one bUlldlng and lots 13 and 14 be used for one building site. A motlon by Councllman l1axfield that the Planning Commission minutes of April 7, ]964, be approve and placed on file, was seconded by Councilman Schroeder and carried. j A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the reques of the City Manager for permission to close off access to Lauridsen Boulevard of certain streets, be tabled until the next meeting for study by the Council. This proposal to be available for viewing by the public at City Hall. It was decided that after the April 27th meeting with 11. G. Poole, the Council will probably be in a position to set a hearing date on the proposed Parking Regulation Ordinance. I A motion was made by Councllman Wolfe, seconded by Councilman Cornell and carried, that May 7, 19J~ at 8:30 p.m. be set for a meetlng with Mr. Charles Gallaccl concernlng annexation of the property I in the vicinity of Ahlver Road and Whites Creek. . A motlon by Councilman Maxfield that the moratorium on electrlc heat be lifted, to take effect immediately, was seconded by Councilman Bettger and unanimously carried. JI A memorandum from the City l1anager relative to mobile homes was read and discussed. Slnce there is no allowance made for this type of dwelling, except in the designated moblle home parks, it wa recommended that people be warned that they are in violation of the Building Code Ordinance and I that the ordinance will be enforced beginning the first of 1965. A proposed agreement bebveen the School Board and the City concerning joint use of park and schoo] facilities was discussed. The City Manager and City Attorney are to get together and see what cart be worked out regarding this. I A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, that the park- ing problem at the Olympic Motel again be referred to the Planning Commission with request for ani answer within thirty (30) days, and that Mr. Jarvis submit a plan as was requested on May 16, 19631' A motion by Councilman Thorne that Mr. Mason of Sound Auto Rebuild get together with the PEnnlngjl Commission and try to work out a solution to his parking problem, and that after thirty (30) ~ay the ordinance prohibiting parking on parking strips be enforced, was seconded by Councilman Wolfe !, and carried. A motion was made by Councilman Maxfield and seconded by Councilman Wolfe that the request of E. A. Jensen.- Jobber, Shell Products, for vacat~on of W 15 feet of Lot 4, Blk. 4~, be referred to , the Plannlng CommlsSlon and Clty Englneer. A ter further dlscusslon and the Clty Manager's recom-' mendation that this property not be vacated or put up for bid, Councilman Maxfield changed his I motion to the request be denied. This motion was seconded by Councilman Thorne and carried. ,~ ":~, A motion was m~de by Councilman WOlfe, seconded by Councilman Thorne and carried, that permission be granted Walter Akeley Post No. 29 to use Blk. 3, Tidelands, for their annual carnival to help make '-possible the,'annual Kiddies Junior Salmon Derby. A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that permission be granted to Seldon Porter for erection of a 5 foot high 50' x 50' enclosure East of ~ block eas~ of Lincoln Street_(on Hollywood Beach) for junking of old cars from now until June 30, 1964 and t~at he be granted a Junk Dealer license. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that Pacific I ,Northwest Bell be granted permission to bury their cable on the North side of Highway 101, 13' to ~ 21' north of centerline, 24" deep, between Laurel and Valley Streets. Forms for assignment of Fibreboard Paper Products Corporation's sub lease of property on Ediz Hook are to be sent to Attorneys Brobeck, Phleger & Harrison as requested. A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the two Councilmen nominated, l1axfield and Cornell, be the two official delegates to attend the Association of Washington Cities Conference in Spokane, Washington, l1ay 13, 14 and IS. I A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, that the I reports of Don Thompson and Donald Johnson on out of town trips be approved and placed on file. I A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, that the I Treasurer's monthly report for l1arch 1964, 110nthly Budget Report of Receipts and Expendltures, Fire Dept. report of Inspections, Investigations and Activities, Light and Water Dept. Work and Billingj reports, Pollee Judge and Pollce Dept. Work report be approved and placed on flle. A motion by Councilman Maxfield that minutes of the Civil Servlce Commlsslon meetlng April 3, 196J 'be accepted and placed on file, was seconded by Councilman Cornell and carried. A request from the Babe Ruth Baseball League for an expenditure not to exceed $150.00 for a baseba 1 team as sponsored by the Light lJept. the past four years was discussed, A motion was made by ! Councilman Maxfield, seconded by Councilman Cornell and carried, that in view of the fact that the! State Auditor has repeatedly said that this is not a legitimate advertisement for the Light Dept., the request for sponsoring of a specific team be denied.
